November 1, 2016

The Regular Council Meeting was called to order Mayor Winterroth at 7:32 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Fryxell, Pahl, Weaver, Hoopingarner, Stear … Attorney Johnson, Engineer Lott, Treasurer Braden and Clerk Klatt.

Guests: None present.

Minutes: Trustee Fryxell made motion to approve the minutes of the regular meeting on

October 18, 2016, as presented … Seconded by Trustee Weaver … all ayes … motion carried.

Treasurer’s Report: After discussion, Stear made motion to accept Treasurer’s Reports and pay all outstanding bills. Hoopingarner seconded. ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Engineer's Report (Lott): Main Street Project: Have first and final invoice from UCM in amount of $264.575.04 plus certified payroll sheet. Quantities have been reviewed and approved. Since amount is within approved amount, recommend consideration of payment of invoice. Weaver made motion to approve Invoice from UCM in amount of $264,575.04 for Main Street Project … Stear seconded. ROLL CALL VOTE: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Stear: yes … motion carried. Four Main Street areas near intersections have been striped as no parking … signs will be up soon.

Attorney’s Report (Johnson): Will discuss tax levy under Finance.

Finance (Hoopingarner): Received bill from IMLRMA for annual insurance premium in amount of $23,287.00. Hoopingarner made motion to make one-time payment in amount of $23,054.13 to IMLRMA to receive discount … Stear seconded … ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Stear: yes, Fryxell: yes … motion carried.

As interest rates are lower at Hanna City Community Bank than previously, Hoopingarner made motion to keep savings accounts open but move majority amounts of three funds, Rails to Trails, Water Tower and Sewer Lagoon to Bank of Farmington for 19 months at rate of 1.15 … … Weaver seconded … ROLL CALL VOTE: Weaver: yes, Hoopingarner: yes, Stear: yes, Fryxell: yes, Pahl: yes … motion carried. Actions have been approved by auditor.

Hoopingarner made motion to approve $120,200.00 as estimate for annual tax levy ($114.500.00 last year) … within 105% without hearing … Fryxell seconded … ROLL CALL VOTE: Hoopingarner: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Sewer (Pahl): Nothing to report.

Streets & Alleys (Weaver): Weaver made motion to approve payment of invoice from Ace in the Hole in amount of $6,296.90 for spray patching as previously approved under MFT Program … Hoopingarner seconded. ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried. Village received two quotes for striping Village parking lot by post office and two behind Gil's plus no parking area on Main Street. Fryxell made motion to approve lower quote from Purdue in amount of $500 for three Village parking lots and no parking areas on Main Street … Pahl seconded. ROLL CALL VOTE: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Stear: yes … motion carried.

Police & Planning (Johnson): In Johnson's absence, Hoopingarner made motion to approve agreement with (PCAPS) Peoria County Animal Protection Services (which has been reviewed by attorney) for same amount first year (2017) $2 per person, $2.10 for second year (2018) and $2.20 for third year (2019) … Weaver seconded. ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: ys, Stear: yes, Fryxell: yes … motion carried.

Water (Fryxell): Sent out 22 shutoff notices totaling $3,671.78 … one in foreclosure totaling $56.50 … sold @ 2,087,594 gallons of water … $252.75 in bulk water ales … approved one check totaling $100 from water escrow account. Fryxell will work with Water Committee and Attorney to include prohibiting tampering with meters in Village water ordinance.

Buildings & Grounds (Stear): Will not hold rabies clinic this Fall … will continue one in Spring. Now have concrete pads in aggregate storage area. Employees are cleaning up behind maintenance building. Vital Signs put up welcome sign today and sign on boom truck. Christmas decorations will be put up this year as usual by Wilson family but Village will need to take down, store and maintain from now on.

Other: Mayor met with U of I Extension group … they will work with us on survey about yard waste pickup if Council agrees. With consensus of Council, Mayor will continue work with U of I Extension to complete survey and letter for mass mailing to residents.

IEPA bi-annual evaluation of water plant is taking place.

Caucuses will be held on December 5.
