West Peoria City Council approves road salt invoice

The West Peoria City Council met Jan. 10 to approve road salt invoice.

Here are the meeting's minutes, as provided by the council:

The city council consists of eight aldermen who are elected to four-year terms. The council meets at 7 p.m. on the second and fourth Tuesday of each month.

Official Minutes Of the West Peoria City Council January 10, 2017

A regular meeting of the West Peoria City Council was held at West Peoria City Hall located at 2506 W. Rohmann Avenue, West Peoria, Illinois 61604 on January 10, 2017 at 7:00 p.m.

Call to Order Mayor Dillon called the meeting to order at 7:00 p.m.

Pledge of Allegiance The pledge of allegiance was led by Mayor Dillon.

Roll Call Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Ganson,

Martindale and Silver. Also present were City Administrator Carlson, City Attorney Martinelli, Videographer Reinhart and Clerk Silver.

Additions to/or Deletions from Agenda No additions or deletions to the agenda were offered.

Approval of Minutes - December 13, 2016 Alderperson Barnes made a motion to approve the minutes of the December 13, 2016 meeting. Alderperson Thomas Seconded the motion.

Discussion: No discussion. Roll Call Vote Ayes-Barnes, Thomas, Dohm, Meismer, Reagan, Ganson, Martindale, Silver-8

Nays - 0

Absent - O Motion Carried.

Community Police Report No community officer was present for the report.

Mayor's Report Mayor Dillon reported resignations from city staff. Office Assistant Debra Dicks resigned effective January 4, 2016. Currently a temporary worker, Grace Collins, is filling the position as responses to an advertisement in the Peoria Journal Star are being collected. Mayor Dillon then read a thank you and resignation letter from City Administrator Carlson effective February 17, 2017. Carlson thanked the council for the opportunity to serve the

citizens of West Peoria for over 13 years. Mayor Dillon wished Carlson well and encouraged him in his plans to spend time with his family.

Public Comment

Alderperson Reagan announced the Mayor Dillon retired from the plumbing profession effective at the end of 2016 and congratulated him on his retirement.

9. Committee Reports

Finance Committee Chair Meismer reported the committee met last Tuesday, January 3, 2017. The committee discussed the first draft of the Fiscal Year 2018 budget proposal and the changes at the firm of Eric Jones, city auditor. The committee next meets on Tuesday, February 7, 2017 at 5:30 p.m. Mayor Dillon also remarked that a neighboring municipality needed payroll assistance and Finance Assistant Krider had been asked to step in to assist. Alderperson Silver inquired about the acquisition of the audit firm and if putting the service out to bid was advised. Mayor Dillon and City Administrator Carlson provided more detail regarding Eric Jones retirement, the acquisition of the firm as well as the employment security plan for personnel and a scheduled appointment for Steve Greim to attend an upcoming Finance Committee meeting.

Land Use Committee Chair Dohm reported the committee last met on December 21, 2016. The committee discussed the success with the court case of the garage on Rohmann Avenue and litter pickup program progress. The committee next meets Wednesday, January 18, 2017 at 6:30 p.m. at City Hall. Mayor Dillon outlined the steps involved with the property on Rohmann Avenue and some of the challenges faced during the process as well as the ongoing challenges with the house on the property. Alderperson Dohm remarked on the additional monies spent while the court proceedings were ongoing and encouraged that the information be shared with the representation of the case going forward.

Public Safety Committee

Chair Ganson reported the committee has not met since the last council meeting. The committee next meets Tuesday, January 17, 2017 at 6:30 p.m. at City Hall.

Transportation Committee Chair Silver reported the committee has not met since the last council meeting. The committee next meets Thursday, January 12, 2017 at 6:30 p.m. at City Hall.

10. New Business

Motion to approve 2017 TIF Residential Redevelopment Reimbursement in the amount of $1,000 for invoice #TIF-FY17 (line item 15-00-929) was made by Alderperson Meismer, Alderperson Reagan seconded the motion.

Discussion: No discussion. Roll Call Vote Ayes-Meismer, Reagan, Dohm, Thomas, Barnes, Ganson, Martindale, Silver-8 Nays - 0

Absent - O Motion Carried. b. Motion to approve Ordinance 2017-01 the Third Amendment to the Urban Peoria Enterprise Zone

Intergovernmental Agreement (abbreviated copy is enclosed/City Clerk has full Ordinance) was made by Alderperson Dohm. Alderperson Ganson seconded the motion. Discussion: City Attorney Martinelli asked whether the ordinance distributed to the Council was the most recent version dated December 12. Clerk Silver clarified that the copy distributed was from an email from Mark Rothert dated December 14, 2017. Roll Call Wote Ayes- Dohm, Ganson, Thomas, Meismer, Reagan, Barnes, Martindale, Silver - 8 Nays - O Absent - O Motion Carried.

Alderperson Dohm inquired as to whether the ordinance needed to be dated. Clerk Silver noted that the indication of Amendment #3 indicated which version the ordinance was. Alderperson Dohm restated that a date would be optimal. Mayor Dillon pointed out that the final agreement is signed by multiple community officials and dated at that time.

c. Motion to approve the Urban Peoria Enterprise Zone (PUEZ) intergovernmental Agreement, as

Amended and Restated (abbreviated copy is enclosed/City Clerk has full Agreement) was made by Alderperson Dohm. Alderperson Ganson seconded the motion. Discussion: No discussion. Roll Call Wote Ayes- Dohm, Ganson, Thomas, Meismer, Reagan, Barnes, Martindale, Silver-8 Nays - O Absent - O Motion Carried.

d. Motion to approve Cargill invoice in the amount of $4,592.11 for road salt (line item 01-41-616) was

made by Alderperson Meismer. Alderperson Reagan seconded the motion. Discussion: The timing of salt procurement and delivery was outlined by multiple members of the

Council. Roll Call Vote Ayes- Meismer, Reagan, Dohm, Thomas, Barnes, Ganson, Martindale, Silver-8 Nays - O

Absent - O Motion Carried.

11. Public Comment

Mayor Dillon shared the news of the birth of his granddaughter. No other public comment was offered.

12. Adjourn

Motion to adjourn the meeting was made by Alderperson Meismer at 7:21 p.m. Alderperson Reagan seconded the motion. Motion carried unanimously by voice.
