Bellevue Village Board met May 9.

The Village Council of the Village of Bellevue, Peoria County, Illinois, met in Regular Session May 09, 2017. Mayor Terry Johnson called the meeting to order at 6:00 p.m.

Chairman Johnson directed Clerk Wilson to call Roll.

Present: Mayor, Terry Johnson

Village Clerk, Jennifer Wilson

Trustees: Aaron Lannert, Dean Merriman, Francis Heskett, Leroy Wiseman, Chad Murphy, Martin Schuettler

Also Present: Village Attorney, Lane Alster

Superintendent, Steve Wilson

Zonning Officer, Rich Stoneburner

Absent: None

Chairman Johnson declared a Quorum present.

The Minutes of the Regular Council Meeting held on May 09, 2017 were presented. Motion Trustee Lannert, second Trustee Murphy that the Council approve Minutes as presented.

Motion carried via voce vote.

Motion Trustee Murphy, second Trustee Merriman that bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Newly elected Trustees; Aaron Lannert, Marty Schuettler, Francis Heskett, subscribed the “Oath of affirmation.”

Newly elected Clerk; Jennifer Wilson, subscribed the “Oath of affirmation.”

Open Discussion – Public, Residents:

Speaker- George Kelly, Architect for Eric Hoogland- Owner of Family Video, 3218 Harmon Hwy., Unoccupied Bldg. 3222 Harmon Hwy.

Properties above listed would like to annex into Bellevue. Owner would like to take 3222 Harmon Hwy, property and offer: Gambling, beer, wine, hopefully pizza.

Chairman Johnson- We need a motion for Village counsel, Atty. Lane, to do only paperwork for annexation. Motion Trustee Murphy, second Trustee Lannert, to do only paperwork for annexation.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Speaker- Tim Menefee, Owner of Property, 318 Starr Ln. Parcel I.D.# 1710401009.

Tim talked to ATF about business painting firearms. (Zoning Residential with special use.) Tim needs a letter from Village attorney, Lane, to verify property is properly zoned.

Chairman Johnson- Asked Tim about smells of this facility?

Speaker-Tim Menefee- Will not be a problem.

Motion Trustee Merriman, second Trustee Murphy, for Village counsel, Atty. Lane to send a letter to verify property is properly zoned.

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Speaker- Superintendent Wilson, 414 Main St., lease will expire at end of the month. Extend lease?

414 Main St., lease to be on next meeting agenda.

414 Main St. Roof repair - $8,000.00 for Village workers to do repair.

Motioned Trustee Murphy, second Trustee Lannert for village workers to do repair.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Speaker- Superintendent Wilson - Anna Hill slid a bit.

Chairman Johnson- Talked to Atty. Lane, and thinks Members should approve $20,000.00, to assure funding available if needed in emergency.

Motioned Trustee Murphy, second Trustee Lannert to approve $20,000.00.

Roll Call Vote Was:

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Speaker- Tim Garrison, Owner, River City Roofing

Discussed possibility of purchasing 6000 W. Plank Rd., looked at building and talked to owner Ray Woodhead, Shawnee, Ks., would like to operate a roofing company and stock and sell material. Intentions are to in first few months, have office space and operations of roofing company. In five years, intentions are to put a new roof on building. Retail cost for new roof is currently at $250,000.00. Tim stated red trim on store front, lighting, secure building, camera’s, office space, Garage door.

Trustee Wiseman- How soon?

Chairman Johnson- Asked about outside lighting.

Speaker-Tim Garrison stated he talked with Entec Controls, for assess, and lighting controls. Also discussed was sprinklers and contacting Fire Chief.

Chairman Johnson- Told Tim Garrison, he would contact him on May 10, 2017, with what the Village of Bellevue, could offer to help.

Board Discussion:

Trustee Lannert- Request to continue e-mailing agenda for meetings.

Trustee Heskett - Informed- Bellevue Hardware grass needs cut. 5308 Katherine has visible junk laying around.

Speaker-Police Officer for Bellevue- Peoria County has not been able to locate Danny White, tow truck driver. Please call if you see him.

Counsel for Bellevue, Atty. Alster- Sent letter to owner of property at bottom of Anna Hill, will follow-up.

Chris McKenrick- a fine and notice to appear has been filed, but officers have not been notified to serve it as of yet.

Put call into Attorney for Fire Chief and no response.

Trustee Heskett- What about Crumb, and Morris?

Counsel for Bellevue, Atty. Alster- Unable to serve document to them, not around to serve. Once new ticket approved, will be served. Possible 3rd shift police officer, may be best way to serve document.

Chairman- Johnson- Informed Rich (Zoning Officer) People are living in Puro First, storage units, no water hookups, etc.

Chairman Johnson- Informed Board Members, that Patty, (Treasurer), will be having surgery. She will be back by May 26th, 2017, to take care of payroll and bills.

Zoning Officer Stoneburner- Made a call to the owner of 315 Main St. about property, clean-up.

Chairman Johnson- Suggested to Members of Board, to hold an Executive meeting. Motion Trustee Murphy, second Trustee Lannert to close meeting.

Ayes: Lannert, Schuettler, Heskett, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson announced that there being no further business the Council meeting adjourned at 6:43 p.m.
