West Peoria City Council met April 25.

Here is the minutes provided by the Council:

1. Call to Order

Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance

The pledge of allegiance was led by Mayor Dillon.

3. Roll Call

Members present were Mayor Dillon, Alderpersons Dohm, Meismer, Reagan, Barnes, Ganson, Martindale and Silver. Also present were interim City Administrator Krider, City Attorney Connor, Treasurer Main, Videographer Reinhart, John Siewert II, Mark Stecher, John and Gertrude Deal, John Dare, J. Wood and Clerk Silver. Absent was Alderperson Thomas.

4. Public Hearing

The purpose of this public hearing is for the West Peoria City Council to consider establishment of a Special Service Area SSA 2017-1 Calendar Year 2017 and the levying of a real estate tax within the same as published in the Peoria Journal Star.

a. Motion to Open Public Hearing-Motion to open public hearing was made by Alderperson Silver and seconded by Alderperson Reagan at 7:01 p.m.

b. Swearing in of Witnesses - Clerk Silver conducted the swearing in of three witnesses, John Deal, Wood and John Dare.

c. Presentation - Mayor Dillon outlined the process for the assessed valuation of a house relative to the cost of the residents' portion of the cost of the sidewalk. In addition, ADA compliance of the sidewalks was also explained by Mayor Dillon.

d. Other Witness Testimony - John Deal asked about the start date of the project and Mayor Dillon explained the reasoning behind the project start. City Attorney Connor explained the state requirements for the program. Residents induired about the exact numbers assessed to the properties and the estimates were reviewed. Mr. Deal expressed that he wanted another opportunity to speak with his neighbors about their financial responsibility with the project. Mayor Dillon proposed giving John Deal time to visit his neighbors and explain the process further. Resident Wood asked for clarification regarding a potential sale of property and the impact to the new resident and the Council and City Attorney Connor responded to the inquiry.

e. Alderperson Dohm made a motion to table the public hearing to Friday, April 28, 2017 at 5:00 p.m. Alderperson Reagan seconded the motion.

5. Public Hearing Regarding the Annual Budget for the City of West Peoria for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2018.

a. Motion to Open Public Hearing-Motion to open public hearing was made by Alderperson Ganson and seconded by Alderperson Silver at 7:41 p.m.

b. Swearing in of Witnesses - No witnesses came forward to testify

c. Presentation - Interim City Administrator gave a brief presentation on the changes to the budget based on recommendations from Committees.

d. Other Witness Testimony - No additional testimony was presented.

e. Motion to Close Public Hearing - Motion to close the public hearing was made by Alderperson Ganson at 7:43 p.m. Alderperson Dohm seconded the motion.

6. Additions to/or Deletions from Agenda

7. Approval of Minutes - April 11, 2017

Alderperson Reagan made a motion to approve the minutes of the April 11, 2017 meeting. Alderperson Barnes Seconded the motion.

8. Community Police Report

No community officer was present.

9. Treasurer's Report

The Treasurer's Report dated February 2017 was distributed. Alderperson Meismer made a motion to receive and file the report. Alderperson Reagan seconded the motion.

10. Mayor's Report

Mayor Dillon reported Government Day was a success and thanked everyone for their participation in the day. Clean Up Day is scheduled for April 29, 2017. Mayor Dillon also reminded the council that conversations with the City Attorney should be directed through the Administrator's office or the Mayor's office. Mayor Dillon also remarked on pending changes to committees and plans to begin discussing new dates with each committee and advised that anyone who has a conflict with evenings that they cannot attend to please communicate those conflicts to the Administrator or Mayor. Mayor Dillon reported a citizen's response to confiscation of a basketball hoop. Street Department employees are working on remedying challenges with drainage issues due to the recent rain. Water main breaks on city streets were reported as well as upcoming sealcoating. In addition, Mayor Dillon reported on meetings with the contractors, City Engineer Hermann and residents regarding the Callender Storm sewer project and challenges with the outfalls.

11. Public Comment

12. Committee Reports

a. Finance Committee

Chair Meismer reported the committee next meets on May 2, 2017 at 5:30 p.m. at City Hall.

b. Land Use Committee

Chair Dohm reported the committee last met on April 19, 2017. The committee discussed vacating of an alley on Heading that is currently under review, budget, litter program, and amending fence code to abolish barb wire fence but accessible through a variance or special use at council discretion. Changes to the fire wood code to drop it down to 8" from the ground to help prevent rodent infestation were also discussed. The next meeting of the Land Use Committee will be May 17, 2017 at 6:30 p.m. at City Hall.

c. Public Safety Committee

Chair Ganson reported the Committee last met on April 18, 2017. The committee discussed budget, police and bicycle patrol contract, a slowdown West Peoria campaign, process involved in changing the speed limit at Swords, vacant structures, nuisance properties and code enforcement. The committee also discussed the fence code as well as changes to the committee goals. The next meeting of the Public Safety Committee will be May 16, 2017 at 6:30 p.m. at City Hall.

d. Transportation Committee

Chair Silver last met April 13, 2017 and discussed FY18 budget, Callender/Waverly storm sewer project, emergency repairs to a main and well as NPDES permit requirements. Chair Silver thanked the street department for their efforts to ensure compliance with EPA permitting requirements. The committee next meets on May 11, 2017 at 6:30 p.m. at City Hall. Alderperson Dohm made a recommendation for sealcoating to occur when pavement is dry to ensure adhesion.

13. New Business

a. Motion to table Ordinance 2017-13, An Ordinance Regarding the Establishment of Special Service Areas for Calendar Year 2017 and Setting a Public Hearing on the Ordinance Levying a Special Service Area Tax Within Same was made by Alderperson Reagan and continue the meeting on Friday, April 28, 2017 at 5:00 p.m. Alderperson Silver seconded the motion.

b. Motion to approve Ordinance 2017-06 An Ordinance Adopting the Annual Budget of the City of West Peoria for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2018 was made by Alderperson Meismer. Alderperson Reagan seconded the motion.

c. Motion to approve Contract for Dedicated Police Services and Bicycle Patrol was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

Discussion: Alderperson Dohm and Alderperson Ganson questioned past practice by splitting this payment among two line items. Alderperson Silver received clarification that police are on duty for two eight hour shifts daily.

d. Motion to approve Hermann & Associates Professional Engineering Services Agreement for Callender Avenue Storm Sewer Project, Phase III Construction Engineering Services with a cost estimate of $108,097.42 (Line item #15-00-532) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

Discussion: The council debated the specifics of the estimate and questioned the basis of cost on an estimate that came in lower than originally thought. Interim City Administrator outlined a conversation with City Engineer Hermann regarding what this phase of the project covered and specifics of using MFT funds. Alderperson Meismer stated that the estimates and costs would continue to be monitored throughout the project. Mayor Dillon directed City Administrator Krider to continue monitoring the itemized billing as it's submitted.

e. Motion to approve the $100,000 grant proposal within the FY2018 Budget (Line Item # 01-11-503) as follows: $50,000 for Residential Redevelopment Grant and $50,000 for the Commercial Facade Program was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

g. Motion to approve Ordinance 2017-15. An Ordinance Approving the Execution of a Professional Services Agreement for the Second Amendment to West Peoria Tax Increment Financing District II was made by Alderperson Meismer. Alderperson Reagan seconded the motion. Discussion: The council clarified that this was confirming that an amendment made to the TIF District ll was the second amendment, not the first. h. Motion to approve payment to Koenig Body and Equipment for a 10-ft. Snowplow in the amount of $10,304 (Line item # 01-41-830) was made by Alderperson Barnes. Alderperson Silver seconded the motion.

14. Public Comment

Alderperson Dohm thanked the council for acting as watchdogs for expenditures being made and voiced his appreciation for the spirited debate in the interest of the resident. Rolland Reinhart asked for clarification of the ordinance vacating a street at the Land Use meeting and the council confirmed the ordinance was being discussed again at the next Land Use Committee meeting.

15. Motion to go into Executive Session for ILCS Section 2(c)(3) Appointment of Public Officers was made by Alderperson Reagan at 8:25 p.m. Alderperson Silver seconded the motion.

16. Return to Regular Session - Motion to return to regular session was made by Alderperson Reagan at 8:32 p.m. Alderperson Barnes seconded the motion.
