City of West Peoria Transportation Committee met June 21.

Here is the minutes provided by the Committee:

Call to Order Chair Silver called the meeting to order at 5:30 p.m.

Roll Call

Members present were Chair Silver, Alderperson Barnes and Alderperson Thomas. Also present were Mayor Dillon, Street Department Manager Strube, City Engineer Hermann, Jessica Cupples, Alderperson Dohm and Clerk Silver. Alderperson Reagan arrived at 5:45 p.m.

Additions to/or Deletions from the Agenda No additions or deletions to the agenda were offered.

Approval of Minutes - May 11, 2017

Alderperson Barnes made a motion to approve the minutes of the May 11, 2017 meeting. Chair Silver seconded the motion. Motion carried.

Review of Financial Report

Alderperson Barnes made a motion to receive and file the financial reports dated April 30, 2017. Chair Silver seconded the motion. Motion carried.

Reports

City Engineer's Report

City Engineer Hermann provided bid tabulations on Callender Avenue Phase II and recommending NE Finch as the lowest responsible bidder and noted the item was scheduled for approval of the recommendation at the June 27 City Council meeting. Hermann then outlined options for the Ayres outfall and very rough estimates of costs of a Gabion Basket outfall structure or Energy Dissipater Stilling Basin Structure. Alderperson Reagan arrived at 5:45 p.m.)

Segment 1 of the Callendar/Waverly storm sewer construction has presented some tension cracks on Sterling Avenue approximately 10' from the edge of the trench. Engineering is working with the contractor on a plan of action as this will increase the quantity of patch area. Potential causes of the structure have been and continue to be investigated. Hermann presented three possible repair options with cost estimates. Further identification of the repairs will continue as the construction commences. Street Department Manager Strube had concerns about expansion and contraction of asphalt versus concrete. Strube suggested cutting down the sand base and tightening up with a more suitable base that will allow equipment to adequately operate within the construction field. Another meeting with the contractor is scheduled for the morning of June 22. Clean up of the construction site is a priority to better evaluate the options for repair.

Street Department Manager's Report

Street Department Manager Strube reported general patching around the city, and cleaning up storm damage. Seal coating and City Hall fascia repair has been delayed until after July 4. Strube also reported a storm sewer disintegration on Ashland causing a sidewalk to settle and a safety issue for pedestrians. The sidewalk was completely removed and will be replaced with new. Due to the safety concerns for pedestrians as well as the school in the vicinity deemed the situation an emergency repair. Strube reported that additional salt purchases are not currently necessary.

New Business - Review and Recommendations for City Council

Alderperson Barnes made a motion to approve NE Finch as lowest responsible bidder on Callendar / Waverly Avenue Phase II and send to council for the June 27 meeting. Chair Silver seconded the motion. Motion carried.

Adjournment

Alderperson Thomas made a motion to adjourn the meeting at 6:22 p.m. Alderperson Barnes seconded the motion. Motion carried unanimously by voice.
