Bellevue Village Board met June 27.

Here is the minutes provided by the Board:

Chairman Johnson directed Clerk Wilson to call Roll.

Present: Mayor, Terry Johnson

Trustees: Aaron Lannert, Dean Merriman, Leroy Wiseman, Chad Murphy, Martin

Schuettler

Also Present: Village Attorney, Lane Alster

Superintendent, Steve Wilson

Zoning Officer, Rich Stoneburner

Absent: Francis Heskett

Chairman Johnson declared a Quorum present.

The Minutes of the Regular Council Meeting held on June 27ᵗʰ, 2017 were presented. Motion Trustee Murphy, second Trustee Schuettler, that the Council approve Minutes as presented.

Motion carried via voce vote.

Motion Trustee Merriman, second Trustee Murphy, that bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Speaker- Chris Hamrick- Possibly purchasing Church building on Main St., to run business out of church area and in the future personally live in apartment. Gives homework folders to schools with area sponsored advertising on product. Face to face sales with solicitation, no printing on premises, 5-6 workers in first year, with possible 10-12 workers by 2nd year, 20 worker’s maximum. Plans include updating existing plumbing, heat/AC, remodel. Needed R1-C Commercial Zoning, Special Use Permit.

Chairman- Johnson- Taxes involved is good deal. Attorney Lane will put zoning in newspaper.

Speaker- Tim Menefee- Inquired on if everything is good with how things were going.

Speaker- Superintendent, Wilson- Anna Hill good will open tomorrow June 28th

Motion Trustee Murphy, second Trustee Merriman- Approval of Ordinance 731 For Illinois Municipal League

Risk Management Association, Inter Governmental Cooperation Contract

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Murphy, second Trustee Lannert- Approval of Ordinance 732 For Illinois Prevailing Wage Act

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Wiseman, second Trustee Schuettler- discussion for approval- (execution of annexation agreement and approval), for property located at *3222. W. Harmon Hwy.

1. *Ordinance 733 Authorizing the Execution of an Annexation Agreement

2. *Ordinance 734 Providing for Annexation of the Property

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Motion Trustee Lannert, second Trustee Murphy- Approval of Ordinance 735 To Amend the Zoning Map of the Village, Rezoning The Property to C-3

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Motion Trustee Lannert, second Trustee Murphy- Approval of Ordinance 736 Amending The Liquor Control Ordinance to Increase the Number of Class F (Beer and Wine) Licenses to 1

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Chairman Johnson declared motion carried

Motion Trustee Murphy, second Trustee Lannert- *Approval of Ordinance 737 Amending The Definition of the Term “Lot” In The Zoning Ordinance, to make this definition consistent with the way we administer the ordinance.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Merriman, Wiseman, Murphy

Nays: None

Public Discussion

Chairman Johnson- Instructed Zoning officer, Rich that no parking on Village property at any time. Vehicles to be towed.

Speaker-Resident-Tink Johnson- Is sales tax going up?

Chairman Johnson- No

Trustee, Wiseman- A lot of warnings given, what is the point?

Speaker- Zoning, Stoneburner- Explained there is exceptions, and tickets are issued too.

Peoria County Officer-Andrews- Directed 4-wheelers to trails only. In regards to fireworks, calls to stop, trying his best.

Chairman and Attorney Discussion

Village Counsel, Atty. Alster- Chief Gilmore is reviewing Bellevue Hardware, to see if building is up to safety codes. Chief will have talk with others. Checking on old K-Mart building, safety issues.

Chairman Johnson- declared no further discussions

Motion- Trustee Murphy, Second Trustee Lannert to close meeting.

Ayes: Lannert, Murphy, Heskitt, Merriman, Wiseman, Schuettler

Nays: None

Chairman Johnson announced that there being no further business the Council meeting adjourned at 6:33 p.m.
