Peoria County Board of Commissioners met June 27.

Here is the minutes provided by the Commissioners:

Call to Order Moment of Silence Pledge of Allegiance Roll Call by the County Clerk

Attendance was taken with the Roll Call-Pro voting system, and the following members of the Board were present: Adamson, Baietto, Dillon, Elsasser, Fennell, Harding, Mayer, Morris, O'Neill, Pastucha, Rand, Rieker, Rosenbohm, Salzer, Watkins and Williams, with Parker and Robinson absent.

II. CONSENT AGENDA

1. Appointment of County Board District #9

Mayer moved to approve the Consent Agenda and Williams seconded.

Chairman Rand explained that the appointment is very special to him because it was a tall task to fill the shoes of Mike Phelan, who held the position for a very long time. He remarked that he began the process of finding a replacement by consulting the mayor of Peoria Heights, Mr. Phelan, as it is the largest portion of the district, and he was given about 15 names of qualified people. He said that after searching his soul for the best candidate to serve on Team Peoria County, he decided that Kate Pastucha fits the bill. He presented that she lives in Peoria and she is the owner of an environmental consultant agency specializing in EPA compliance, environmental management, and environmental sustainability project management. He described that she is married, with two daughters, earned Bachelor Degrees from Bradley University, and a Master Degree from the University of Illinois at Springfield. He detailed that she is involved in many volunteer and civic programs. He asserted that she is an extremely interesting and bright person, she comes from a very good family, and he is very proud to put her name in for nomination. He noted that there are appointments on the list for Ms. Pastucha, the Public Aid Committee, and an appointment for Rosenbohm as a replacement for Mr. Phelan on the County Operations Committee.

Baietto emphasized that the vote is one of the highlights of being on the County Board and it is about time the Board had more female members. He congratulated Ms. Pastucha and hoped that she can open the door to for others because the Board needs more women.

The Consent Agenda was approved by a unanimous roll call vote of 15 ayes.

County Clerk Sonnemaker administered the oath of office to Pastucha. Pastucha said that it has been a pleasure meeting the Board Members and getting to know the issues surrounding the Board and County. She explained that she is looking forward to working with the Board Members and she is pleased as punch for the unanimous support.

III. MISCELLANEOUS AND ANNOUNCEMENTS

Chairman Rand announced that the appointment for the replacement of Sheriff McCoy will be made consistent with the appointment process previously used. He said that he has consulted with Members whose relationships he values and their wisdom he values more. He identified that Morris and Fennell, along with himself, will form the committee. He stated that as soon as the Sheriff has officially resigned and the interim appointment is made, a formal release will be made, applications will be taken, and interviews will be held. He proposed that the conclusion of the process be made not at the next scheduled meeting, but at the meeting following; about a month and a week out.

EXECUTIVE SESSION – Personnel Matters

Mayer moved to go into executive session to discuss personnel matters and Pastucha seconded. The motion passed by a unanimous roll call vote of 16 ayes.

IV. ADJOURNMENT

There being no further business before the Board, the Chairman announced the meeting was adjourned.
