Here is the minutes as provided by the council:

The Regular Council Meeting was called to order by Mayor Winterroth at 7:00 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Hoopingarner, Stear, Fryxell, Pahl, Weaver, Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt. Trustee Johnson arrived at 7:10 p.m.

Trustee Stear made motion to open Public Hearing to consider a variance from Hanna City Village Code Section 178.06, Subsection 6.4, to allow a 1 acre home site in an Agricultural District for the property with PIN 16-05-400-004, commonly known as 15405 W. Farmington Rd., Hanna City, IL 61536 (David Copple). Trustee Pahl seconded … all ayes … hearing opened at 7:01 p.m. With no public comments or questions, Trustee Fryxell made motion to close public hearing … seconded by Trustee Pahl … all ayes … hearing closed at 7:04 p.m.

Guests: Attorney Connor introduced Missi Brewer, newest member of their firm.

Minutes: Fryxell made motion to approve the minutes of the regular meeting on July 18, 2017 … Seconded by Weaver … all ayes … motion carried.

Treasurer's Report: After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Stear seconded. ROLL CALL VOTE: Hoopingarner: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes… motion carried.

Engineer's Report: MFT Program: Spray patching bid from Midstate Asphalt did include correct aggregate. Engineer contacted Laverdiere Construction regarding seal coating … additional roadwork can be done with approval of IDOT up to $50,100 allocated. Engineer and Trustee Weaver will finalize streets to be seal coated and schedule work to begin week of August 28.

Village will include broken sidewalk on Main Street in this year's sidewalk replacement program of $10,000.00. Engineer will work with Jim Swearingen and Mayor on options available for resident with sewer backup problems.

Attorney's Report (Connor): Attorney presented Ordinance 17-08-01 on variance … Planning Commission has recommended approval and Findings of Fact available for Council review. ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Water CD in amount of $50,915.86 will be maturing on August 18 … Hoopingarner made motion to allow Mayor and Finance Chairman to renew at highest rate available locally for minimum of 24 month CD … Johnson seconded … ROLL CALL VOTE: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried.

Sewer (Pahl): Nothing to report.

Streets & Alleys (Weaver): Weaver made motion to approve Invoice 192523 from Farnsworth Group for Professional Services for Period Ending June 30, 2017, for MFT expenses in amount of $3,465.70 …Hoopingarner seconded … ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes … motion carried.

Police & Planning (Johnson): Received 14 incident reports. Johnson will work with Peoria County on PIN numbers for pre-annexations.

Water (Fryxell: Approved two checks totaling $175.00 from water escrow account… sent out 22 shutoff notices totaling $3,620.38 … one in foreclosure totaling $56.50 … @ 2,602,309 gallons of water sold … bulk water sales totaled $223.75. Attorney will release lien which has been paid in full.

Buildings & Grounds (Stear): After discussion, Stear made motion to approve purchase of blinds for two offices at cost of $792.18 from Hoffman's Window Fashions with installation included … Hoopingarner seconded … ROLL CALL VOTE: Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes … motion carried.

Other: After discussion, Pahl made motion to allow Mayor to sign IMLRMA Intergovernmental Cooperation Contract Agreement for one year … Fryxell seconded … all ayes … motion carried.

After further discussion, Johnson made motion to increase Peddler Fees to $50.00/day per person beginning immediately with fine assessed if peddlers solicit without permit and request Attorney to revise Ordinance to show changes … Weaver seconded … ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Cell phone for Jim Swearingen was replaced since other phone quit working.

Scout Troup has painted fire hydrants with paint purchased by Village … after discussion, Stear made motion to approve $50.00 donation to Boy Scout Troup#79 … Pahl seconded … ROLL CALL VOTE: Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Mayor discussed recent boil order notification process … will research options for future notifications.
