Village of Hanna City Council met October 17.

Here is the minutes provided by the Council:

The Regular Council Meeting was called to order by Mayor Winterroth at 7:00 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Hoopingarner, Johnson, Stear, Fryxell, Pahl, Weaver, Attorney Connor, Treasurer Braden and Clerk Klatt.

Guests: Doris Penn to present petition signed by 14 residents requesting side streets of Main Street from Chicago to Peoria Streets remain as they are with no additional business parking. Gary Holmes present to make suggestion for new Village parking lot. Mike Honegger and Dirk Trotter present with questions on a pre-annexation for large tract … they will present to Planning Commission who will bring recommendation to Village Council. Laurie Johnson, Sr. Auditor, and Joanne Passmore, Griem Company to present audit results. Currently Village has cash basis audit, but State law is mandating switch to accrual basis … unless law is waived for small municipalities. Council consensus was to switch next year to the accrual basis (since this year's audit is complete) … it will cost more for future audits since auditors will need to do additional entries. LOCIS program may need to be reconfigured also. Accrual basis will be more in line with business audits. Village is in sound financial shape. Next year audit will show Revenue, Expenditures and Changes in Fund Balances comparison report going back four years. Auditors will get extension for AFR report and send Village digital copy when submitted to State.

Minutes: Hoopingarner made motion to approve the minutes of the regular meeting on September 19, 2017 … Seconded by Fryxell … all ayes … motion carried.

Treasurer's Report: After discussion, Fryxell made motion to accept Treasurer's Reports and pay all outstanding bills … Pahl seconded. Roll Call Vote: Hoopingarner: yes, Johnson: yes. Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes… motion carried.

Engineer's Report: Engineer absent. Mayor will talk to Engineer about seal coating work before bill is submitted for payment. Meeting will be set with Resident, Engineer and Village employees on options for agreement regarding check valve.

Attorney's Report (Connor): Attorney presented Tax Levy estimated amount of $113,225.00. After discussion, Weaver made motion to approve the amount of $113,225.00 as the estimated annual tax levy … Stear seconded … Roll Call Vote: Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Attorney presented Ordinance 17-10-01. After discussion, Johnson made motion to approve Ordinance No. 17-10-01 Amending Title XI, Subsections 112.01-112.99 and Title XVII, Subsections 174.20-174.28 Regarding Peddlers, Itinerant Merchants, and Solicitors to Consolidate the Sections, Increase Peddler Fees, Restrict Hours, and Create A 24-Hour Issuance Period … Weaver seconded. Roll Call Vote: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Clerk to put notice in Shopper and Gazette regarding solicitors having permit.

Attorney has reviewed Code Red Agreement. After discussion, Fryxell made motion to approve Village President signing agreement with Code Red mass notification system once there is clarification on transaction fees and other minor changes … Weaver seconded … Roll Call Vote: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried.

After discussion, Stear made motion to approve President signing agreement with G&O for two-year contract extension at cost of $11.90 per household for first year (ending September 2018) and $12.10 per household for second year (ending September 2019) … Hoopingarner seconded. Roll Call Vote: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes … motion carried.

Finance (Hoopingarner): Transfer of $50,000.00 from General Fund checking account into money market account has been made. Pahl made motion to approve attendance report and pay for Council members and authorize Treasurer to write checks … Weaver seconded … Roll Call Vote: Weaver; yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes … motion carried.

Sewer (Pahl): State replaced one of Village's manhole covers on Route #116 and is paying for pumping out gravel, etc. which got in during replacement process.

Streets & Alleys (Weaver): Weaver made motion to approve transfer from General Fund to MFT Account in amount of $190.54 to comply with IDOT's Compliance Review #67 of Village's 2016 MFT Program … Johnson seconded … Roll Call Vote: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes… motion carried.

Police & Planning (Johnson): Received 12 incident reports. Meeting set with County regarding GIS.

Water (Fryxell: Approved ten checks totaling $550.00 (on Oct. 5 and 13) from water escrow account… sent out 27 shutoff notices totaling $4,260.44 … one in foreclosure totaling $56.50 … @ 2,345,551 gallons of water sold … bulk water sales totaled $450.00.

Buildings & Grounds (Stear): Bottom block portion of outside Village Hall building has been painted … window blinds have been installed in offices. RKE repairing parking lot light that's not lighting.

Other: After discussion, Halloween Trick or Treat hours for Village was set for Tuesday, October 31, from 5 - 8 p.m. Notice will be put in Shopper to notify residents. Firemen will provide crossing guard assistance at Main Street and Route #116 during these hours.

Mayor will send in Village vote for executive trustee position for IMRF.

Correspondence: Car Wash filed claim with Village insurance company for pump burnt up during last water boil order and outage. Claim has been denied as insurance company says Village is not liable because notification was sent out in advance. After discussion, Council approved Mayor working with Car Wash on possible settlement.

Village received thank you from Hanna City Park District for their contribution to Heritage Days.

Next meeting scheduled for November 21 at 7:00 p.m. … please have agenda items to Mayor by November 14.
