The Regular Council Meeting was called to order by Mayor Pro-Tem Weaver at 7:00 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Johnson, Stear, Fryxell, Weaver, Hoopingarner, Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt.

At 7:01 p.m. Trustee Johnson made motion to open Public Hearing to consider an annexation agreement for the property with PIN 16-11-277-003, commonly known as 11620 W. Farmington Rd., Hanna City, IL 61536 (Shawn Taylor) … Trustee Fryxell seconded … all ayes … hearing opened. With no public input, Trustee Johnson made a motion to close public hearing … Trustee Stear seconded … all ayes … hearing closed at 7:03 p.m.

Guests: No guests present.

Minutes: Fryxell made motion to approve the minutes of the regular meeting on August 15, 2017 … Seconded by Hoopingarner … all ayes … motion carried.

Treasurer's Report: Still working with AT&T on monthly bills. After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Fryxell seconded. Roll Call Vote: Hoopingarner: yes, Johnson: yes. Stear: yes, Fryxell: yes, Weaver: yes… motion carried.

Engineer's Report: MFT Program: Seal Coating work has been completed … will check with employees to be sure satisfied with end result and then submit bill for payment at next meeting. Discussed problems resident having with sewer backup … will get more information and add to agenda for next meeting.

Broken sidewalk on Main Street will need to be replaced with General Funds.

Attorney's Report (Connor): Attorney presented Ordinance 17-09-01 on pre-annexation … Planning Commission has recommended approval and Findings of Fact available for Council review. Johnson made motion to approve Ordinance No. 17-09-01 An Annexation Agreement for the property with PIN 16-11-277-003, commonly known as 11620 W. Farmington Rd., Hanna City, IL 61536 (Shawn Taylor) … Stear seconded. Roll Call Vote: Johnson: yes, Stear: yes, Fryxell: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Finance (Hoopingarner): Water CD in amount of $50,946.56 matured and has been renewed with Hanna City Community Bank for 39 months at rate of 1.70. After discussion, Hoopingarner made motion to approve Treasurer Braden attending Illinois Municipal Treasurer's Institute on November 12-16, 2017 in Bloomington, IL at cost not to exceed $1,000.00, usual & customary expenses included … Johnson seconded. Roll Call Vote: Stear: yes, Fryxell: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Hoopingarner made motion to move $50,000.00 from General Fund checking account into money market account since Hanna City Community Bank matched rate of $.75 … Johnson seconded … Roll Call Vote: Fryxell: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried.

Sewer (Pahl): Pahl absent … Nothing to report.

Streets & Alleys (Weaver): Weaver made motion to approve Invoice 42813 from Midstate Asphalt Repair for Spray Patching in amount of $6,200.00 as approved in MFT Program…Johnson seconded … Roll Call Vote: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Weaver: yes… motion carried.

Police & Planning (Johnson): Received 29 incident reports and June/July call report.

Water (Fryxell: Approved four checks totaling $200.00 from water escrow account… sent out 27 shutoff notices totaling $4,439.52 … one in foreclosure totaling $56.50 … @ 2,296,332 gallons of water sold … bulk water sales totaled $226.50.

Buildings & Grounds (Stear): Window blinds scheduled to be installed tomorrow.

Other: After discussion, Fryxell made motion to approve CodeRed as Mass Notification System for Village at cost not to exceed $1800.00 annually … Hoopingarner seconded … Roll Call Vote: Johnson: yes, Stear: yes, Fryxell: yes, Weaver: yes, Hoopingarner: yes … motion carried.

After discussion, Stear made motion to approve two year extension of Waste and Recycling Contract with G & O Disposal at same cost to residents … Johnson seconded. Roll Call Vote: Stear: yes, Fryxell: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried.

Discussion on Peddler Ordinance tabled for next meeting to allow more time for Council to review and send any changes to Attorney. Notice will be put in Shopper after finalized.

Next meeting scheduled for October 17 at 7:00 p.m. … please have agenda items to Mayor by October 10.
