Here is the minutes provided by the Board:

President Cassidy presided and called the meeting to order at 6:00 p.m.

Roll Call:

Trustees Present: Trustees Harant, Petty, Ryan, Snowden, Vice President Rayford and

President Cassidy.

Trustee Absent: Trustee Johnson

Staff Present: Executive Director Cahill, Deputy Director Brent Wheeler, Attorney Bill Streeter, Attorney Kevin Day, Jan Budzynski, Nick Conrad, Rebecca Fredrickson, Matt Freeman, Shalesse Pie, Carley Allensworth, Joe Atkinson, Chris Barron, Trish Blattenberger, Meg Boyich, Police Sgt. Ellison, Mike Friberg, Hedy Elliott Gardner, Mary Harden, Scott Loftus, Jonelle McCloud, Aimee McLaughlin, Mike Miller, Brenda O’Russa, Karrie Ross, JD Russell, Doug Silberer, Bob Streitmatter, Yvonne Strode, Sue Wheeler and V Joyce McLemore.

Pledge Of Allegiance: All stood and recited the Pledge of Allegiance.

Minutes: Trustee Petty Moved To Approve Closed Meeting Minutes Of The Park Board For August 10, September 14, October 11, 25, And November 8, 2017 As Presented. Motion seconded by Vice President Rayford and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)

Executive Director Update: Update of November 7, 2017 was presented.

Moonlight Coalition For Adult Learning/ Ged Program: Coordinator Hedy Elliott Gardner updated trustees on recent successes of program participants and introduced Andrea Fortner and Toccara Porter of Moonlighting at PIA Gift Shop program. Gardner extended invitation to trustees to celebrate Fall Graduation Ceremony for the Moonlight Coalition for Adult Learning GED Program to be held at Proctor Recreation Center on Tuesday, November 21st at 6 p.m.

Police Division: The October 2017 report was presented.

Finance Committee: Finance Chairman Snowden Reported The Finance Committee Had Examined The Bills And Found Them To Be Correct And Moved That The President And Secretary Be Authorized To Issue Orders On The Treasurer For The Several Amounts:

Motion seconded by Vice President Rayford and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)

New Business: Proposed Bond Issue 2018 and Five-Year Capital Improvement Plan

Superintendent Fredrickson presented overview and proposed 2018 Bonded Projects list and the proposed 2018-2022 Capital Improvement Plan. Fredrickson reported both items will be brought back to the Board for further review at the December 6, 2017 meeting. President Cassidy stated proposed 2018 budgets would be presented on December 6.

Consideration and Approval of Peoria Zoological Society Administrative Agreement-

With staff recommendation, Trustee Ryan Moved To Approve The 2018 Administrative And Operational Support Services Agreement Between The Peoria Zoological Society And The Pleasure Driveway And Park District Of Peoria, Illinois. Motion seconded by Trustee Snowden and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)

New Business: Approval for 2018 Park Board and Committee Meetings Schedule

In accordance with Open Meetings Act requirements, the 2018 schedule of meetings was presented for adoption. Trustee Petty Moved To Adopt The 2018 Schedule Of Park Board And Standing Committee Meetings. Motion seconded by Trustee Ryan and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)

Calendar Of Consent: Quote: Janitorial Service at the Equipment Service Center

With staff recommendation, Vice President Rayford Moved To Accept The Low Quote From Lindsay’s Dependable Cleaning Service Of Peoria, Il For Two-Year Contract For Janitorial Service At Equipment Service Center For A Total Cost Of $12,480.00. Motion seconded by Trustee Harant and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)

Request for Use of RiverPlex Recreation Arena-

With staff recommendation, Vice President Rayford Moved To Approve Request From The Eastside Volleyball Club For Use Of Riverplex Recreation Arean For Their 2018 Tournament Series On January 27-28, February 10-11, February 24-25, April 7-8, April 14-15, April 28-29 And May 5-6, 2018. Admission Fee Of $3.00 Per Person To Be Charged. Motion seconded by Trustee Harant and carried on unanimous voice vote. (Results: 6 Ayes; 0 Nays)
