Washington Park District Board met October 16. 

Here is the minutes as provided by the board:

1.0 Call to Order


The regular meeting of the Washington Park District Board of Commissioners, Tazewell County, Illinois was held on October 16, 2017 at the Washington Park District office located at 105 S. Spruce Street, Washington, Illinois. Vice-President Bremner called the meeting to order at 6:00 p.m. Commissioners present were: Jim Bremner, John Foy, Mark Heuermann and Jeff Schultz. President Lorelei Cox was absent. Staff present were Brian Tibbs, Director; Matt Suellentrop, Recreation Manager; Brad Kanaga, Superintendent of Parks; and Jackie Hofer, Administrative Assistant.

2.0 Petition and Public Comment

None

3.0 Approval of Meeting Minutes

     3.1 Approval of September 17, 2017 Regular Meeting Minutes

           A motion was made to approve the September 17, 2017 Regular Meeting Minutes ( Schultz, Foy; C-Un)

4.0 Financial Report

     Finance Manager Hess reported we are $10,000.00 over in water for the pool. She has contacted Paula at the water/sewer department and she is looking into it.

           A motion was made to approve the financial report (Foy, Schultz; C-Un)

5.0 Review and Approval of Claims

           A motion was made to approve the claims (Foy, Schultz; C-Un)

              5.1 Discussion and approval of IPARKS payment for insurance coverage

           A motion was made to approve and pay the IPARKS claim for insurance coverage (Schultz, Foy; C-Un)

6.0 Committee Reports

     6.1 Update from HISRA Representative – Director Tibbs attended the meeting. HISRA is entering a budget cycle for their next year. Their summer programs have wrapped up and financially HISRA is doing well. Next meeting is Tuesday, October 17 and members will be discussing on voting on their budget for next year.

     6.2 Update from the WACC Representative – No meeting but Commissioner Bremner reports financially they are doing well and memberships are up from last year.

7.0 Staff Reports

     7.1 Parks and Property: Brad had no additions to his report

     7.2 Recreation Manager: Matt had no additions to his report

     7.3 Athletic Coordinator: Jean had no additions to her report

     7.4 Executive Director: Director Tibbs had no additions to his report but highlighted items

            Administration, and Capital Projects.

8.0 Old Business

     None

9.0 New Business

     9.1 Discussion on 2017 Tax Levy Ordinance for the 2017-2018 Fiscal Year

           Director Tibbs presented the charts for discussion purposes only regarding the Tax Levy.

           He would like for Commissioners to look and to consider option #3. Option 3 will allow us to

           reinstitute paving and lighting and will take the corporate levy and recreation levy to the max

           with very small increases in IMRF, liability and social security.

10.0 Adjournment

      A motion was made at 6:27p.m. to adjourn from the regular meeting. (Foy, Schultz; C-Un)
