Bradford Community Unit School District 1 Board met October 17. 

Here is the minutes as provided by the board:

Call to Order, Roll Call – President Walker called the October 17, 2017 Regular Meeting to order at 7:00pm with the following members present: Knobloch, Johnston, TerBush, Murphy, and Walker. Members absent: Kieser and Barto-Colvin. Also in attendance were: Supt. Gripp, Pat Nelson, Jennifer Williams, John Ballentine, Tammy Wilkinson.


Approval of Quorum and Agenda – Motion made by Murphy and second by Knobloch. On a roll call vote the following members voted "Yes": Knobloch, Johnston, TerBush, Murphy, Walker. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

Welcome – President Walker welcomed everyone to the meeting.

Recognitions – Mr. Gripp would like to recognize the GS 1st quarter MVP's (PK – Rosie Godfrey, K – Ian Cresto, 1st- Erik Knobloch, 2nd- Alyssa Cauthon, 3rd- Emma Howell, 4th-Alyssa Ahrens, 5th- Chelsey Stotler) and also our September JH Students of the Month (6th- Ron Barth, 7th - Trinity Durbin, 8th - Toby Stahl).

Consent Agenda – A motion was made by TerBush and seconded by Johnston to approve consent agenda items: Minutes of the September 19, 2017 Budget Hearing, September 19, 2017 Regular Meeting, Financial Report and Revolving/Monthly Bills: On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

Comments from the Public – None voiced.

Correspondence – Mr. Gripp shared a letter and a donation of $65 (for HS Memorial Project) from BHS Class of 1982.

Superintendent Report - Mr. Gripp reported the following topics:

      12:00 dismissal – Molly Hickerson – 1:1 Technology

      K-2nd students visited Knobloch Farms on September 21st

      Bleacher Inspection – September 26th

      FCA – See You at the Pole Event – September 27th - Rev. Terry Lancaster guest speaker

      Parent/Teacher Conferences – October 3rd and 5th

      RtI meetings with Kelly Juskiv – October 10th

      End of 1st Quarter – October 13th

      School Messenger – Parent Reach Notification System

      "Targeted" Study Halls at the Junior High

      Wind Turbines- Mr. Gripp reported no new information as of current number.

      School Law- Mr. Gripp reported on new bills that have been signed

      General State Aid payments

Unfinished Business

Approval of FY17 Audit Report

      Mr. Gripp distributed blue binders that we receive from the auditor every year and, once

         again, the district did receive a perfect score. Mr. Gripp went on to share the following

         details: Real Estate Taxes account for nearly 77% of the districts revenue. Tuition

         payments to the high school make up 36% of all district expenses.

Motion was made by Johnston and second by Knobloch to approve the FY17 Audit Report. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

New Business

2017-2018 High School Tuition Cost

      Every October we receive our first tuition bill from the high schools. Mr. Gripp included

         the specific information and also the information from last year.

Approval of Emergency Response Binder

      Mr. Gripp reported that he updates this binder every year. He likes to share it with the

        board and also mail it to the police department, fire department, and the Regional Office

        of Education.

Motion was made by Johnston and second by TerBush to approve the Emergency Response Binder. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

Consideration/Approval of snow Removal Agreement with Village of Bradford

      The village and the district established this agreement a couple years ago. Mr. Gripp

         spoke with officials from the village and agreed that the rate should not be increased for

         this year.

Motion was made by Johnston and second by Knobloch to approve the Snow Removal Agreement with the Village of Bradford. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and BartoColvin. Motion carries 5-0-2.

2015-2017 Illinois PARCC Reports

      Mr. Gripp reported on the PARCC results. This is a 3 year look at the statewide PARCC

         scores. Mr. Gripp also shared this information with the teachers and will compare our

         results with this new data.

Closed Session

A motion was made by Knobloch and seconded by TerBush to enter into Executive Session at 7:20pm to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

Open Session

A motion was made by Knobloch seconded by Johnston to return to Open Session at 7:32. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.

Adjourn

A motion was made by TerBush seconded by Johnston to adjourn at 7:35pm. On a roll call vote of the following members voted "Yes": Johnston, TerBush, Murphy, Walker, Knobloch. Members absent: Kieser and Barto-Colvin. Motion carries 5-0-2.
