City of Delavan City Council met Jan. 2.

Here is the minutes provided by the Council:

The Delavan City Council met in regular session on Tuesday, January 2, 2018, at 6:30 p.m. in the Delavan City Council Room, 219 Locust Street, Delavan, Illinois. Mayor Elizabeth Skinner presided. The following aldermen were present: Jere Braden, Robert Hall, James Horath, Sharon Hultquist, George Mitchell, and Mark Williams (attended electronically). Other city officials in attendance were City Administrator Joe Woith, City Attorney Burt Dancey, Police Chief Jerry Littlefield, and City Clerk Penny Bright. Denise Jacobus, Kuhl Insurance, attended electronically.

The meeting notice and agenda were posted at least forty-eight hours in advance of the meeting on the door of the City Council Room, and on the bulletin board in City Hall. A copy of the meeting notice and agenda is attached to and made a part of the minutes.

The Pledge of Allegiance was recited.

The Invocation was given by Mayor Skinner.

CONSENT AGENDA

Items presented for vote under the Consent Agenda were: A. Minutes of the December 19, 2017, regular meeting B. Resolution # 2018-1 for payment of bills

A motion was made by Alderman Hall, seconded by Alderman Horath, to approve Consent Agenda Item A., minutes of the December 19, 2017, regular meeting, and Consent Agenda Item B., RESOLUTION # 2018-1, A Resolution Approving And Directing The Payment Of Certain Bills Of The City Of Delavan, Illinois. The vote on this motion was as follows: Ayes: Braden, Horath, Williams, Mitchell, Hultquist, Hall;

Nays: none; Absent: none. Motion carried.

MAYOR'S REPORT

No report was made by Mayor Skinner.

CITY ADMINISTRATOR'S REPORT

City Administrator Woith made the following report:

> Provided the monthly Code Enforcement report

> The Public Services department has worked on rebuilding the chemical feeds at the water plant

> The Public Services department has plowed snow two times

> The Public Services department is preparing to replace the filter media at the water plant

> The Water hydrant on W. 5th Street has been replaced.

NEW BUSINESS

A. Discussion and action regarding an Ordinance Adopting a Policy Prohibiting Sexual Harassment.

City Administrator Woith introduced Denise Jacobus from Kuhl Insurance who is attending electronically to answer any questions the council members may have with regards to the sexual harassment policy being considered. Denise explained that there is an open door policy with the ICRMT attorneys to answer any questions the city may have regarding the insurance coverage. She also explained that there is on-line training for any city employee that can be used. City Attorney Dancey stated that the sexual harassment policy being adopted is a result of a new mandate from the state legislature in response to recent events in the nation. The policy that the council members are considering will satisfy any requirement that the city must meet. A motion was made by Alderman Hall, seconded by Alderman Horath, to approve ORDINANCE # 2018-1, An Ordinance Adopting A Policy Prohibiting Sexual Harassment. For The City Of Delavan, Illinois. A discussion was heard with regards to who the Ethics Officer should be. That person will be determined at a later date by the Mayor. The vote on this motion was as follows: Ayes: Horath, Williams, Mitchell, Hultquist, Hall, Braden; Nays: none; Absent: none. Motion carried.

A motion was made by Alderman Hall, seconded by Alderman Mitchell, to go into executive session pursuant to 5 ILCS 120/2(C)(11), litigation, when an action against, affecting, or on behalf of the particular public body has been filed and is pending in a Court. The vote on this motion was as follows: Ayes: Williams, Mitchell, Hultquist, Hall, Braden, Horath; Nays: none; Absent: none. Motion carried.

The Delavan City Council reconvened in regular session at 7:45 p.m. Mayor Elizabeth Skinner presided. The following aldermen were present: Jere Braden, Robert Hall, James Horath, Sharon Hultquist, George Mitchell, and Mark Williams (attended electronically). Others city officials in attendance were: City Administrator Joe Woith, City Attorney Burt Dancey, Police Chief Jerry Littlefield, and City Clerk Penny Bright.

OTHER ITEMS FOR CONSIDERATION

Alderman Horath informed the council that he had a conversation with the American Legion Commander who had requested that the city consider installing hand rails in front of the Legion Hall similar to those in the downtown area. This item will be put on the agenda for consideration at the next meeting. > Mayor Skinner informed the council that she will be in contact with Bart Hosier to set up a meeting with him.

No further business was presented to the council. The meeting was adjourned at 7:50 p.m. by Mayor Skinner.
