City of West Peoria City Council met February 13. 

Here is the minutes as provided by the council:

1. Mayor Dillon called the meeting to order at 7:00 p.m.


2. The Pledge of Allegiance was led by Mayor Dillon

3. Roll Call: Members present were: Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert, and Martindale. Absent was Alderperson Silver. Also present were: City Administrator Krider, City Attorney Connor, Intern Attorney Breuer, Videographer Reinhart, Officer James Middlemas and Clerk Barnes.

4. There were no Additions to/or Deletions from the Agenda.

5. A Motion to Approve the Minutes of the January 9, 2018 meeting was made by Alderperson Thomas and seconded by Alderperson Meismer.      Discussion: No discussion      Roll call votes: Ayes: Alderpersons Thomas, Meismer, Dohm, Reagan, Goranson, Siewert and Martindale -7      Nays: -0      Abstentions: -0 Absent: Alderman Silver - 1 Motion carried.

6. Community Police Report was given by Officer Middlemas. There is not a lot going on right now. Between the 11th and 12th there were three burglaries - two at Rack on Rocks and one at Shelton's. In other places all around us similar burglaries are happening. Police have good leads and are currently working on it. Also, Captain Gaa will be giving a presentation at the Neighborhood Watch meeting tomorrow evening about body-worn cameras. Everyone who can, should attend this presentation.

7. Mayor Dillon reported that he'd been to the PPUATS (Peoria/Pekin Urbanized Area Transportation Study) meeting last week. Currently he is working with the staff on Code issues. The City lucked out on the last snowfall not getting as much as was expected. The Mayor thanked all those who helped with the Calvin Coolidge Honor Roll Breakfast at the school last week. It's good to see the students respond to "celebrity" helpers. Makes them feel special.

8. No Public Comment was offered.

9. Committee Reports

a. Finance Committee: Chair Meismer reported the Committee last met February 7, 2018. They reviewed an article on Raffle Licenses from IML (Illinois Municipal League) and decided against getting involved as a City since the County already handles that and there seems no advantage to starting it ourselves. Also on the agenda were the TIF reimbursements, Purchase Order payment and credit card for the Clerk's use that are under New Business tonight. The Committee next meets Wednesday, March 7, 2018 at 5p.m. here at City Hall. 

b. Land Use Committee: Chair Dohm reported the Committee last met February 7, 2018. They looked over the Permit List - only one for this time of year. Nuisance Properties were discussed, and several were sent to the City Attorney. We're working on fee schedules like others are for an up-date. We are still working on an Ordinance for Home Occupation, and this should be given to Council soon. The Committee looked over the re-zoning of properties on Farmington Road and sent them to the Planning Commission. The Committee next meets on Wednesday, March 7, 2018 at 6:30p.m. here at City Hall. 

c. Public Safety Committee: Chair Reagan reported that the Committee last met January 17, 2018. The Committee next meets on Wednesday, February 21, 2018 at 6:30 p.m. here at City Hall. 

d. Transportation Committee: Alderwoman Thomas reported the Committee last met January 17, 2018. The Committee next meets on Wednesday, February 21, 2018 at 5:30 p.m. here at City Hall.

10. New Business

a. Motion to Approve of Ordinance 2018 - 04 An Ordinance Calling a Public Hearing on the Establishment of a Special Service Area for Calendar Year 2018 Fairway Drive (SSA 2018-01) was made by Alderperson Dohm and seconded by Alderperson Reagan. Roll call votes: Ayes: Alderpersons Dohm, Reagan, Thomas, Meismer, Goranson, Siewert, and Martindale. -7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1 Motion carried.

b. Recommend to Council reimbursement to residents of the TIF 1 District in the amount of $4,000.00 (line item #15-00-507) was made by Alderperson Meismer and seconded by Alderperson Martindale. Roll call votes: Ayes: Alderpersons Meismer, Martindale, Dohm, Thomas, Reagan, Goranson and Siewert –7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1 Motion carried.

c. Motion to pay Purchase Order #13697 in the amount of $3,273.03 (line item 01-41-616) was made by Alderperson Meismer and seconded by Alderperson Goranson. Roll call votes: Ayes: Alderpersons Meismer, Goranson, Dohm, Thomas, Reagan, Siewert and Martindale - 7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1                       Motion carried.

d. Motion to Approve of Credit card for City Clerk use was made by Alderperson Dohm and seconded by Alderperson Martindale. Roll call votes: Ayes: Alderpersons Dohm, Martindale, Thomas, Meismer, Reagan, Goranson and Siewert -7      Nays: -0      Abstentions: -0      Absences: Alderman Silver -1     Motion carried.

11. Motion to move into Executive Session - Section 2 (c) (1) Appointing of Public Officials (For Planning and ZBA) and Section 2 (c) (21) Review of Executive Minutes from previous Sessions was made by Alderperson Reagan at 7:17 p.m. and seconded by Alderperson Martindale. Roll Call votes: Ayes: Alderpersons Reagan, Martindale, Dohm, Thomas, Meismer, Goranson and Siewert –7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1      Motion carried.

12. Returning to Regular Session Roll Call: Members present: Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert, and Martindale.

13. Action Arising from the Executive Session: Motion to appoint Sarah McDaniels to the Planning Commission was made by Alderperson Dohm and seconded by Alderperson Reagan. Roll Call votes: Ayes: Alderpersons Dohm, Reagan, Thomas, Meismer, Goranson, Siewert and Martindale -7      Nays: -0 Abstentions: -0      Absences: Alderman Silver - 1      Motion carried.

Motion to appoint Patrick McDaniels to the Zoning Board of Appeals was made by Alderperson Dohm and seconded by Alderperson Thomas. Roll Call votes: Ayes: Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert and Martindale-7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1    Motion carried.

Motion to Re-appoint Marianne Topper to the Zoning Board of Appeals was made by Alderperson Reagan and seconded by Alderperson Siewert. Roll Call votes: Ayes: Alderpersons Reagan, Siewert, Dohm, Thomas, Meismer, Goranson, and Martindale -7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1 Motion carried.

Motion to Re-appoint Amy Furgiuele to the Planning Commission was made by Alderperson Dohm and seconded by Alderperson Siewert. Roll Call votes: Ayes: Alderpersons Dohm, Siewert, Thomas, Meismer, Reagan, Goranson and Martindale -7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1   Motion carried.

Motion to Re-appoint Gerald Bennett Barker to the Zoning Board of Appeals was made by Alderperson Dohm and seconded by Alderperson Reagan. Roll Call votes: Ayes: Alderpersons Dohm, Reagan, Thomas, Meismer, Goranson, Siewert and Martindale -7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1        Motion carried.

Motion to release the Minutes of the Executive Session on January 9, 2018 was made by Alderperson Siewert and seconded by Alderperson Dohm. Roll Call votes: Ayes: Alderpersons Siewert, Dohm, Reagan, Thomas, Meismer, Goranson and Martindale -7      Nays: -0      Abstentions: -0   Absences: Alderman Silver - 1    Motion carried.

Motion to release the Minutes of the Executive Session on April 14, 1999 was made by Alderperson Siewert and seconded by Alderperson Dohm. Roll Call votes: Ayes: Alderpersons Siewert, Dohm, Reagan, Thomas, Meismer, Goranson and Martindale - 7      Nays: -0      Abstentions: -0      Absences: Alderman Silver - 1 Motion carried.

14. Public Comment: Appreciation was given to the Council for all the work they do on behalf of the City. Mayor Dillon thanked Rolland Reinhart for his faithful service to the City, as well.

15. Motion to Adjourn was moved by Alderperson Meismer at 7:30 p.m. and seconded by Alderperson Reagan. Motion carried unanimously by voice.

     The next City Council Meeting will be Tuesday, February 27, 2018 at West Peoria City Hall at 7:00p.m.
