West Peoria City Council met Feb. 27.

Here is the agenda provided by the Council:

1. Mayor Dillon called the meeting to order at 7:00 p.m.

2. The Pledge of Allegiance was led by Mayor Dillon

3. Roll Call: Members present were: Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert, and Silver. Absent were Alderperson Martindale and City Treasurer Main. Also present were: City Administrator Krider, Videographer Reinhart, Officers Boyer and Demery, and Clerk Barnes.

4. There were no Additions to/or Deletions from the Agenda

5. A Motion to Approve the Minutes of the February 13, 2018 meeting was made by Alderperson Thomas and seconded by Alderperson Reagan. Discussion: No discussion Roll call votes: Ayes: Alderpersons: Thomas, Reagan, Dohm, Meismer, Goranson, Siewert and Silver – 7 Nays: - 0 Abstentions: - 0 Absent: Alderperson Martindale – 1 Motion carried.

6. The City Treasurer’s Report was handed out at the meeting. A Motion to Receive and File the December 2017 report was made by Alderperson Meismer and seconded by Alderperson Siewert. Discussion: No discussion Roll call votes: Ayes: Alderpersons: Meismer, Siewert, Dohm, Thomas, Reagan, Goranson, and Silver – 7 Nays: - 0 Abstentions: - 0 Absent: Alderperson Martindale – 1 Motion carried.

7. Community Police Report was given by Officer Boyer who reported that in January there were arrests made for batteries, trespassing, damages to properties and burglaries.

8. Mayor Dillon reported that early voting will be here on March 14, 2018, and regular voting is on March 20, 2018. He requested that everyone read the referendum to be prepared to vote on those days. If there are any questions about the referendum, please contact City Hall for clarification. There will be another Honor Roll Breakfast at Calvin Coolidge on March 22, 2018, and details will follow hoping more “Celebrities” can get involved.

Alderperson Martindale arrived at 7:05 p.m.

10. Committee Reports

a. Finance Committee: Chair Meismer reported the Committee last met February 7, 2018 and next meets Wednesday, March 7, 2018 at 5 p.m. here at City Hall.

b. Land Use Committee: Chair Dohm reported the Committee last met February 7, 2018 and next meets on Wednesday, March 7, 2018 at 6:30 here at City Hall.

c. Public Safety Committee: Chair Reagan reported that the Committee last met February 21, 2018. They reviewed the Budget Draft, Financial Report, changing the signs about parking on Edna Court to No parking at Any Time because the snow plow almost had to back out of it this year. This will come to the Council next month. Question: Is this the only cul de sac that the Street Department has problems with because of snow and parking? No others at this time seem to be having problems. There were three residents who asked about the possibility of doing this, also. The Committee next meets on March 21, 2018 at 6:30 p.m. here at City Hall.

d. Transportation Committee: Chair Silver reported the Committee last met February 21, 2018. Final IDOT (Illinois Department of Transportation) approval has been received and there is only one small report before being able to finalize the entire project. Storm Mapping is being postponed to 2019. Street Department Manager Strube has tested the new salt on some hills and intersections. It seems to be more effective and work faster, as well as being good for the environment, so will purchase more for the future. The Street Sweeper has gone in for repair. Sidewalk bids have been let, and are due back by Friday, March 2, 2018. The Committee next meets on March 21, 2018 at 5:30 p.m. here at City Hall.

11. New Business

a. A Motion to approve Ordinance 2018-05, an Ordinance Re-Zoning Property Located at 2519 W. Farmington Road and Amending the Zoning Map Accordingly, was made by Alderperson Siewert and seconded by Alderperson Martindale. Discussion: Attorney Connor wanted to remind the Council that the Clerk has the findings of fact for each of the properties we are voting to re-zone this evening if anyone wishes to see them. These were recommended to the Council from the Planning Commission meeting held earlier this evening. Roll call votes: Ayes: Alderpersons: Siewert, Martindale, Thomas, Meismer, Reagan, Goranson and Silver – 7 Nays: - 0 Abstentions: Alderperson Dohm - 1 Absent: - 0 Motion carried.

b. A Motion to approve Ordinance 2018-05, an Ordinance Re-Zoning Property Located at 2523 W. Farmington Road and Amending the Zoning Map Accordingly, was made by Alderperson Siewert and seconded by Alderperson Martindale. Discussion: No discussion Roll call votes: Ayes: Alderpersons: Siewert, Martindale, Dohm, Thomas, Meismer, Reagan, Goranson, and Silver – 8 Nays: - 0 Abstentions: - 0 Absent: - 0 Motion carried.

c. A Motion to approve Ordinance 2018-05, an Ordinance Re-Zoning Property Located at 2603 W. Farmington Road and Amending the Zoning Map Accordingly, was made by Alderperson Siewert and seconded by Alderperson Martindale. Discussion: No discussion Roll call votes: Ayes: Alderpersons: Siewert, Martindale, Dohm, Thomas, Meismer, Reagan, Goranson, and Silver – 8 Nays: - 0 Abstentions: - 0 Absent: - 0 Motion carried.

d. A Motion to approve Ordinance 2018-05, an Ordinance Re-Zoning Property Located at 2525 W. Farmington Road and Amending the Zoning Map Accordingly, was made by Alderperson Siewert and seconded by Alderperson Martindale. Discussion: No discussion Roll call votes: Ayes: Alderpersons: Siewert, Martindale, Dohm, Thomas, Meismer, Reagan, Goranson, and Silver – 8 Nays: - Abstentions: - 0 Absent: - 0 Motion carried.

e. A Motion to approve Ordinance 2018-05, an Ordinance Re-Zoning Property Located at 2819 W. Farmington Road and Amending the Zoning Map Accordingly, was made by Alderperson Siewert and seconded by Alderperson Martindale. No discussion Roll call votes: Ayes: Alderpersons: Siewert, Martindale, Dohm, Thomas, Meismer, Reagan, Goranson, and Silver – 8 Nays: - 0 Abstentions: - 0 Absent: - 0 Motion carried. Question: By re-zoning these properties will the City have buffering problems with neighbors? Attorney: No. There is no change in what the properties have been doing. It’s not like putting a new business in a residential area.

12. Public Comment: Alderperson Reagan reported that past City Clerk Stephens is home from recent surgery and doing well. Alderperson Silver reported that there are changes coming to the Jamboree Run including the timing of it to make it more a part of festival. Because of the timing there will be a need for more monitors and other volunteers. There is a meeting coming up on March 4, 2018 to work on details. The Jamboree is June 2, 2018. Question: Are you finding more and new sponsors for the Run? Yes, found a couple, looking for more.

13. Motion to Adjourn was moved by Alderperson Meismer at 7:17p.m. and seconded by Alderperson Reagan. Motion carried unanimously by voice.
