City of Marquette Heights Council met May 14.

Here is the minutes provided by the Council:

PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Neuhaus, Little, Conlin, Neumann, and Bradford.

Also present were Treasurer Babb, Deputy Clerk Ratliff, Assistant Fire Chief Aschenbrenner, Acting Police Chief Merritt, Police Chief Elliott, Office Manager Minson, and Attorney Herman.

Absent: Clerk Steele, Alderman Worent, Public Works Director Ghidina, and Fire Chief Fortier.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Neuhaus made a motion, seconded by Alderman Little to approve the regular minutes of April 23, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Little, Bradford, Neumann, and Conlin. Nays- None. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Crum welcomed Attorney Herman to his first council meeting as City Attorney.

A meeting for Tazewell County municipalities is scheduled for Wednesday at Hero’s Hall, 601 Rusche, Creve Couer at 6:00 p.m. concerning ETSB.

Clerk

Absent. No report from Deputy Clerk Ratliff.

Treasurer

No report from Treasurer Babb.

Attorney

No report from Attorney Herman.

Communications

Deputy Clerk Ratliff read an email received in the city office on Friday, April 27th from Linda McCoy. She expressed her thanks to our street workers for tree removal at her parents residence.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Bradford

Hunter Hydro-Vac had to dig two curb boxes at 116 and 118 Yates Road.

Law Enforcement – Alderman Neumann

The Men’s Club carnival went well. No issues were reported.

Streets – Alderman Neuhaus

No report from Alderman Neuhaus.

Pubilc Buildings / Parks -Alderman Conlin

There will be a tree planting with the Boy Scouts Tuesday at 6:00 p.m. at Marquette Park.

Fire – Alderman Little

Alderman Little has conversed with the Pekin Park District Executive Director about the agreement between the Park District and the City of Marquette Heights. They discussed changes that were proposed at the May 7th committee meeting. The “men and equipment” portion will be left in the agreement. The fee the city receives from the Park District will be changed from $100.00 to $500.00 annually. Regarding Section 5, the Department of Natural Resource will be contacted to see if allowing the city to safely clear the fire trails can be added. Alderman Little sent the director the Independence Park call list of our dispatched and/or mutual aid calls from several years back to the present.

Planning – Alderman Worent

Absent. Alderman Little announced the probable cancellation of the Planning Commission meeting scheduled for Wednesday, May 16th. Several members are unable to attend on this date.

OLD BUSINESS

NEW BUSINESS

Approve payment to Hancock Transmission

Alderman Neuhaus made a motion, seconded by Alderman Neumann to approve a payment not to exceed $600.00 to Hancock Transmission for repairs to street truck 318. Roll Call Votes: Ayes-Alderman Neuhaus, Neumann, Conlin, Bradford, and Little. Nays-None. Motion passed.

Approve payment for Logan generator

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment of $6,215.69 to Laser Electric for additional labor installation on generator of Logan Lift Station. Funds from Sewer Savings. Roll Call Votes: Ayes-Alderman Bradford, Little, Neuhaus, Conlin, and Neumann. Nays-None. Motion passed.

Approve camera and cleaning storm drain

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve Hunter Sewer Service payment of $920.00 to camera and clean storm drain at 211-301 Beloit. Roll Call Votes: Ayes- Alderman Neuhaus, Bradford, Conlin, Neumann, and Little. Nays-None. Motion passed.

Approve valve operator repair

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment to E.H. Wachs of $737.86 for valve operator repairs. Roll Call Votes: Ayes- Alderman Bradford, Little, Neumann, Conlin, and Neuhaus. Nays-None. Motion passed.

Approve increasing shut-off fees

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve amendment of ordinance to increase water shut-off fees from $25.00 to $50.00. (effective July 1, 2018). Roll Call Votes: Ayes-Alderman Bradford, Neuhaus, Neumann, Little, and Conlin. Nays-None. Motion passed. – Ordinance #877

Approve increase in water/sewer deposit for renters

Alderman Bradford made a motion, seconded by Alderman Little to approve increasing water/sewer deposit fees for renters from $100.00 to $150.00. Roll Call Votes: Ayes-Alderman Bradford, Little, Conlin, Neumann, and Neuhaus. Nays-None. Motion passed

Approve the 2018 MFT Maintenance Resolution

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve the 2018 MFT Street Maintenance Resolution for $60,000.00. Roll Call Votes: Ayes-Alderman Neuhaus, Bradford, Neumann, Conlin, and Little. Nays-None. Motion passed. – Resolution #541

Approve ETSB payment

Alderman Neumann made a motion, seconded by Alderman Bradford to table at this time: the approval of $5,328.63 payment to Tazewell County ETSB for 2018 fees. Roll Call Votes: Ayes-Alderman Neumann, Bradford, Conlin, Neuhaus, and Little. Nays-None. Motion passed

FINANCE – ALDERMAN WORENT

In Alderman Worent’s absence, Alderman Little made a motion, seconded by Alderman Bradford to approve paying bills (with the exception of the ETSB payment of $5,328.63, if not approved): General Fund: $99,906.60, Water: $28,241.65, Sewer: $20,376.29 Water/Sewer Replacement: $54,762.05, IMRF: $4,163.55, and Social Security: $3,832.35. Roll Call Vote: Ayes – Alderman Little, Bradford, Neuhaus, Conlin, and Neumann. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Little inquired of Attorney Herman two items: Rental Registration Agreement and Wheel Tax being put onto utility bills. Attorney Herman stated he has not reviewed either yet. He plans to look at the information he has on these two items before the next meeting.

Alderman Little made a motion to enter executive session for the purpose of discussing possible litigation. Alderman Bradford seconded the motion. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:30 p.m.

Council resumed regular session at 8:04 p.m.

No action was taken on the tabled motion for the ETSB payment.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council meeting at 8:04 p.m. Voice Vote: All Ayes. Motion passed.
