Bloomingdale Township Board of Trustee met July 19.

Here is the minutes provided by the Board:

Call To Order:

Supervisor Michael D. Hovde, Jr., called the meeting to order at 6:30 p.m.

Roll Call:

Upon roll call, the following were:

Present: Michael D. Hovde, Jr., Supervisor

Michael McGinn, Trustee

Branka Poplonski, Trustee

Joseph Salerno, Trustee

Robert Tolentino, Trustee

Town Clerk: Joyce M. Hundhausen

Highway Commissioner: Robert Czernek

Staff: Ray Wanders, Administrator

Karen Kramer, Administrative Assistant

Present in the Audience: David Carmona, Cindy Franceschini, Brian McGehee,

Joseph McGehee, Karen McGehee, Katlyn McGehee,

Diana Manzzullo, Tony Manzzullo, Vincent Manzullo,

Dave Rogers, Paul Scott.

A quorum was present.

Pledge Of Allegiance:

Supervisor Hovde asked everyone present to stand and join him in the Pledge of Allegiance.

Approval Of Minutes: - May 15, 2018 - Regular Board Meeting

Motion by Trustee Salerno, second by Trustee Poplonski, to approve the Minutes of the Regular Town Board Meeting held on May 15, 2018 as written. Roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde

Nays: None. Absent: None. Abstain: None. Motion Carried.

Department Reports:

Motion by Trustee McGinn, second by Trustee Tolentino, to accept the Youth Service Bureau, General Assistance and Senior Center written reports as presented and to place them on file. After a discussion of the reports, roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde

Nays: None. Absent: None. Abstain: None. Motion Carried.

Highway Department Report:

Highway Commissioner Czernek reported that they will be paving thirteen streets in Medinah and also doing Bryn Mawr Avenue in Roselle; of which the Village of Roselle will pay for part of. He said they will also be paving Argyle East of Wheaton Road. Then they will be working on the storm sewers on Sunset Court.

We recently had a bid opening for paving and Brothers came in as the Lowest bidder at $708,876.24 and the highest bidder was Johnson Paving at $847,748.00.

Highway Commissioner Czernek commented that in house they replaced 20 culverts this month. They are also using the Gradall.

Highway Commissioner Czernek completed the underground storage tank Certification. Superintendent Nogan will be doing his certification next month. And Office Administrator Linda will take the on line course.

Highway Commissioner Czernek commented that last Saturday, June 16, 2018, Bloomingdale Park District hosted a “Touch a Truck” event. Bloomingdale Township Highway Department participated and won the “Most Unusual Truck”.

Mental Health Board

Trustee McGinn commented that the Mental Health Board met last Wednesday, June 13, 2018. We will have grant applications available July 1st on the web site. The next meeting will be August 8, 2018.

Old Business:

Dental insurance coverage, pursuant to Resolution 18-09, the final selection for dental coverage was Unum at a savings of 20%.

New Business:

1. Resolution 18-14; Commendation to Vincent J. Manzzullo, Eagle Scout:

Motion by Trustee Tolentino, second by Trustee Poplonski, to approve Recognition 18-14; Commendation to Vincent James Manzzullo, Eagle Scout. After discussion, roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde.

Nays: None. Absent: None. Abstain: None. Motion Passed.

2. Resolution 18-15; Commendation to Joseph M. McGehee, Eagle Scout

Motion by Trustee Salerno, second by Trustee McGinn, to approve Recognition 18-15; Commendation to Joseph M. McGehee, Eagle Scout. After discussion, roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde.

Nays: None. Absent: None. Abstain: None. Motion Carried.

3. Ordinance 18-04 – Prevailing Wage – Township:

Motion by Trustee McGinn, second by Trustee Salerno, to adopt Ordinance 18-04, Determination of Prevailing Wages for Bloomingdale Township. Roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde.

Nays: None. Absent: None. Abstain: None. Motion Carried.

4. Ordinance 18-05 – Prevailing Wage – Road District:

Motion by Trustee Tolentino, second by Trustee Poplonski, to adopt Ordinance 18-05, Determination of Prevailing Wages for Bloomingdale Road District. Roll call vote:

Ayes: Hundhausen, Menconi, Salerno, Tolentino, Levato.

Nays: None. Absent: None. Abstain: None. Motion Carried.

6. Approval of Town Fund Audit for May 1 - May 31, 2018:

Supervisor Hovde asked for a motion to approve the Town Fund Board Audit for

May 1 through May 31, 2018 in the amounts of:

Town Fund $313,767.38

General Assistance Fund $ 13,289.87

Special Police District Fund $ 10,126.72

Total $337,183.97

Motion by Trustee McGinn, second by Trustee Poplonski, to approve the Town Fund Audit for May 1 to May 31, 2018 as presented. There were no questions regarding the audit. Roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde.

Nays: None. Absent: None. Abstain: None. Motion Carried.

7. Approval of Road District Audit for May 1 - May 31, 2018:

Supervisor Hovde asked for a motion to approve the Road District Audit Report for May 1 through May 31, 2018 in the amounts of:

Road & Bridge Fund $148,135.70

Special Hard Road Fund $120,035.91

Total $268,171.61

Motion by Trustee Tolentino, second by Trustee Salerno, to approve the Road District Audit Report for May 1 to May 31, 2018 as presented. There were no questions regarding the audit.

Roll call vote:

Ayes: McGinn, Poplonski, Salerno, Tolentino, Hovde.

Nays: None. Absent: None. Abstain: None. Motion Carried.

Public Comment:

David Carmona, 23W686 Turner Avenue, Roselle, IL 60172.

He addressed the Board regarding parking at Valley Park. He also wanted to address issues with annexation to the Village of Roselle, on behalf of the homeowners of Roselle Countryside.

Adjournment:

Motion by Trustee Tolentino, second by Trustee Salerno to adjourn the meeting. Roll call vote, all members present voted Aye. The meeting adjourned.
