CITY OF PEORIA: Hires Assistant City Manager and Chief Diversity and Inclusion Officer

City of Peoria issued the following announcement on Aug. 17.

The City of Peoria has announced the hiring of the Assistant City Manager and Chief Diversity and Inclusion Officer. Debra O’Fallon has been selected to fill the position of Assistant City Manager, a position left vacant since January when Chris Setti took the position of CEO of the Greater Peoria Economic Development Council. Ms. O’Fallon most recently resided in Seattle, Washington where she worked for Amazon as their Senior Finance Manager. Prior to that, she worked for Caterpillar for eleven years as a Senior Strategy Manager in multiple areas including maintenance services, purchasing and purchasing operations. Ms. O’Fallon received her Bachelor’s Degree in political science and sociology from the University of Illinois and her Master’s Degree in business administration (analytical finance) from Northwestern University’s Kellogg School of Management. Ms. O’Fallon will assume her new role on September 9, 2018 with a starting salary of $135,000.

City Manager Patrick Urich stated, “Among the highly qualified candidates who applied, Ms. O’Fallon brings a wealth of corporate talent and experience to the City of Peoria. Her financial background will aid the city during our current fiscal situation, and her experience in business strategy will aid the City as we look to grow economically.”

Farris Muhammad was hired for the position of Chief Diversity and Inclusion Officer, a position unanimously approved by the City Council on October 31, 2017. Dr. Muhammad previously served as the Executive Director of the Multicultural Family Center in Dubuque, Iowa. Dr. Muhammad received his Bachelor’s Degree in business administration from Northwood University. He received his Master’s Degree in business management from Eastern Michigan University, and his Doctorate in education administration and policy from the University of Georgia. Dr. Muhammad will assume his new role on August 27, 2018 with a starting salary of $92,000.

“Dr. Muhammad’s experience in working with diverse populations in Dubuque will allow him to hit the ground running here in Peoria. Racial equity and inclusion is an important goal of the City’s, and I look forward to Dr. Muhammad’s leadership” stated the City Manager.

The City Council approved the positions and allocated the funds during the 2017 budget discussion. Both positions were filled after a nationwide search
