City of Marquette Heights City Council met August 13.

Here is the minutes as provided by the council:

Pledge

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call to Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Worent, Bradford, Neumann, Little, and Neuhaus.

Also present: Deputy Treasurer Minson, Clerk Steele, Public Works Director Ghidina, Acting Police Chief Merritt, Fire Chief Fortier, and Attorney Herman.

Absent: Treasurer Babb, Chief Elliott, and Alderman Conlin.

Presentation of Journal of Proceedings

Alderman Little made a motion, seconded by Alderman Neumann to approve the regular minutes of July 23, 2018. Roll Call Vote: Ayes- Alderman Little, Neumann, Bradford, Worent, and Neuhaus. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve the executive minutes of July 23, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Bradford, Neumann, Little, and Worent. Nays- None. Motion passed.

Alderman Little made a motion, seconded by Alderman Neumann to approve the executive minutes of August 6, 2018. Roll Call Vote: Ayes- Alderman Little, Neumann, Worent, Neuhaus, and Bradford. Nays- None. Motion passed.

Reports of City Officials

Mayor

Mayor Crum will be out of town from August 17th through August 21st. Alderman Bradford will be Mayor Pro Tem during his absence.

If any changes and/or additions need to be added to the residents wheel tax information letter, please let the office know. They will be mailing it out soon.

Clerk

Exceptions to open meetings–closed sessions data was given to all council members as a guideline on what topics can be considered for calling an executive session.

Treasurer

Absent. Deputy Treasurer Minson stated the audit is still ongoing this week.

Corporate taxes have previously been directly deposited into our General Fund bank account, and then transferred to the appropriate accounts they belong in. The tax revenues will now be directly deposited into each account, eliminating the manual transfers.

Attorney

No report from Attorney Herman at this time.

Communications

None.

Citizens Wishing to Address the Council:

Rec Association President Tim Wynkoop has concerns on what the city plans are for maintaining the ball diamond playing surfaces. Mayor Crum explained in the past we had a city employee who mowed there on city time, and did the playing surface work as a school district employee. When he retired, city employee Larry (Buck) Smith began prepping the dirt surface. The city has prepped the diamonds since last year. The school now has an employee, Jim Prince, who will learn how to prepare the playing surfaces. There will be two games this Thursday. Larry Smith will prep, with Jim Prince there to observe.

School employees’ will need permission from the Rec Association to operate their equipment.

The city will continue to help until the School and the Rec Association reach an agreement for future field maintenance. The Rec Association will submit a current certificate of insurance to us if they plan to do field maintenance. The School will submit one to us, also.

Reports of Standing Committees:

Water and Sewer – Alderman Bradford

The repair at Briarwood is complete, at a minimal cost.

The August payment to Creve Coeur includes amounts that were not paid in May, June, and July.

Law Enforcement – Alderman Neumann

Their Kids vs. Police/Fire Dept. water balloon fight will be August 18th. Check-in is 12:45 p.m. This takes place in the field between the city building and the Dollar General Store.

Streets – Alderman Neuhaus

The outfall work on Sangamon has been finished.

Public Buildings / Parks -Alderman Conlin

Absent. Per Public Works Director Ghidina, the second agenda item is to approve improvements to our Frisbee Golf course from the Peoria Frisbee Golf fundraiser. David requested this motion be approved without specifying the area where the informational sign will be placed. This area will be approved by council at a later date.

No Frisbee baskets will be removed for the fundraiser raffle until new baskets are installed.

Fire – Alderman Little

Council and Attorney Herman discussed the Vickers Grant application process.

Planning – Alderman Worent

No report from Alderman Worent.

Old Business

New Business

APPROVE Library Board appointment

Alderman Little made a motion, seconded by Alderman Neumann to approve the appointment of Michelle Valentine to the Library Board. Roll Call Votes: Ayes - Alderman Little, Neumann, Bradford, Neuhaus, and Worent. Nays - None. Motion passed.

APPROVE improvements to Frisbee golf area

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve fundraising by Donnie Hidden, Frisbee Golf Association for improvements to the Frisbee golf area, with exception of specifying sign placement. This will be approved at a later date. Roll Call Vote: Ayes - Alderman Bradford, Neuhaus, Worent, Neumann, and Little. Nays - None. Motion passed.

APPROVE payment to Turnbull Electric

Alderman Neumann made a motion, seconded by Alderman Bradford to approve payment of $540.00 to Turnbull Electric for central station monitoring service for September 2018 through August 2019. Roll Call Vote: Ayes - Alderman Neumann, Bradford, Worent, Neuhaus, and Little. Nays - None. Motion passed.

APPROVE Genie Lift repairs

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve payment to Altorfer, not to exceed $1,800.00, for repairs to the Genie Lift. Roll Call Vote: Ayes - Alderman Neuhaus, Bradford, Little, Worent, and Neumann. Nays - None. Motion passed.

APPROVE paint striper purchase

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve purchase of paint striper from Trusco Mfg., Co. for a sum not to exceed $1,900.00 (Funds from Men’s Club donation). Roll Call Vote: Ayes - Alderman Neuhaus, Bradford, Little, Neumann, and Worent. Nays - None. Motion passed.

APPROVE outfall repairs on Yates Road

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve payment for time and materials, not to exceed $15,000.00, to Walker Excavation for outfall repairs on Yates Road. Roll Call Vote: Ayes - Alderman Neuhaus, Bradford, Neumann, Little, and Worent.

Nays - None. Motion passed.

APPROVE payment for Ordinance Violation books

Alderman Neumann made a motion, seconded by Alderman little to approve payment not to exceed $698.00 to E. F. Pettibone to purchase Ordinance Violation books. Roll Call Vote: Ayes - Alderman Neumann, Little, Worent, Neuhaus, and Bradford. Nays - None. Motion passed.

APPROVE CIPTC payment for training

Alderman Neumann made a motion, seconded by Alderman Little to approve payment not to exceed $704.00 to CIPTC for police officer training. Roll Call Vote: Ayes - Alderman Neumann, Little, Bradford, Neuhaus, and Worent. Nays - None. Motion passed.

APPROVE street department employee promotion

Alderman Neuhaus made a motion, to table this motion until after tonight’s executive session.

Finance – Alderman Worent

Alderman Worent made a motion, seconded by Alderman Neumann to approve paying bills: General Fund: $49,071.11, Water: $19,064.24, Sewer: $18,648.96, Water Replacement: $4,776.81, Motor Fuel: $.00, Wheel Tax: $2,745.12, IMRF: $1,588.13, and Social Security: $4,628.70. Roll Call Vote: Ayes – Alderman Worent, Neumann, Neuhaus, Bradford, and Little. Nays – None. Motion passed.

Citizens Wishing to Address the Council

None.

 Any Other Business Pertaining to the City

Mayor Crum presented a plaque of appreciation to Scott Little, to commemorate his retirement after 17 years of service working at the street department.

Council exited regular session at 7:34 p.m.

A short recess was taken to offer refreshments to Scott, the council, and the audience.

Council entered executive session at 7:53 p.m.

Council resumed regular session at 8:09 p.m.

APPROVE promoting part time street worker to full time

Alderman Neuhaus made a motion, seconded by Alderman Little to approve the promotion of part time street department worker Tim Smith to full time. Roll Call Votes: Ayes-Alderman Bradford, Little, Neuhaus, Worent, and Neumann. Nays: None. Motion passed.

Adjournment

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council meeting at 8:12 p.m. Voice Vote: All Ayes. Motion passed.
