PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Conlin, Little, Neuhaus, Neumann, and Bradford.

Also present: Deputy Treasurer Minson, Clerk Steele, Public Works Director Ghidina, Sgt. Merritt, Police Chief Elliott, Fire Chief Fortier, and Attorney Herman.

Absent: Treasurer Babb and Alderman Worent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Bradford to approve the regular minutes of August 13, 2018 (with corrections). Roll Call Vote: Ayes- Alderman Little, Bradford, Neumann, and Neuhaus. Alderman Conlin abstained. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Neumann to approve the executive minutes of August 13, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Neumann, Bradford, and Little. Alderman Conlin abstained. Nays- None. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Crum will provide information to update the city code on the proper procedure to appoint Mayor Pro Tem at the September committee meeting.

Mayor Crum has researched the past actions between the Rec Association, School District 102, and the City regarding ballfields. He will bring his findings to the September committee meeting.

Clerk

None.

Treasurer

Absent. Per Deputy Treasurer Minson, the city audit is still being done.

Attorney

No report from Attorney Herman at this time.

Communications

Clerk Steele read a card of thanks from the police department for help with the annual water balloon fight.

Clerk Steele read a note from a resident on Beloit who wanted to thank our public works department for the great job they did on the gully repairs.

CITIZENS WISHING TO ADDRESS THE COUNCIL:

Wayne Hayes, 135 Cahokia spoke about the skate park. He asked permission to hold a Skate Park fundraiser on September 15th , during garage sale days. He would have a small skate boarding contest with existing obstacles, and prizes would be awarded. Fire Chief Fortier stated the city parking lot will be inaccessible on the 15th. The fire department has their cook-out and there will be no parking available. After discussion, Saturday, October 20th was agreed upon to hold the fundraiser.

Mr. Hayes also asked permission to remove the damaged skate park ramp and place it in his back yard. Attorney Herman advised a Disposal Agreement will need prepared and signed by the city and Mr. Hayes. Attorney Herman will draft the agreement.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Bradford

Cement work is being done around the city.

Plans are in place to blacktop both Lincoln and Douglas Roads by mid September.

Law Enforcement – Alderman Neumann

The Kids vs. Police/Fire Dept. water balloon fight held August 18th was a success.

Part time Officer Miller has passed his Agility test.

Officers Miller and Pawlak will be sent to Part Time Academy September 1st.

July police report is complete and on file.

Tuition reimbursement for full time officers is not reimbursable, but it is for part time officers. We have the forms for the part time reimbursement.

Squad 11-1 is ready to be sold.

TC3 is shopping for new RMS modules. There is a meeting September 6th that Mayor Crum and Sgt. Merritt plan to attend.

Streets – Alderman Neuhaus

Justin Le has been hired as a part time street department worker.

Public Buildings / Parks -Alderman Conlin

Information regarding placement of a new informational sign at the Frisbee Golf Course will be discussed at September’s committee meeting.

Fire – Alderman Little

Keys have been obtained for the gate at Fisher Road.

No word yet from Pekin Park District regarding the revised agreement asking them to provide a certificate of liability insurance to the city. Alderman Little will contact the park representative.

Facebook is generating a lot of interest in this year’s yard sales.

Planning – Alderman Worent

Absent. Alderman Neumann inquired about the placement of “for sale” signs on city owned property. Attorney Herman said signs are allowed to be placed, but before an actual sale goes through, an ordinance allowing the sale would need prepared and published in a local newspaper.

OLD BUSINESS

David Ghidina remarked the Kona Ice purchase of the old Freedom Oil building is moving forward.

NEW BUSINESS

APPROVE payment to Walker Excavating

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment not to exceed $1,100.00 to Walker Excavating for the leak on 8/09/2018 at 3142 Zion Oaks Road. Roll Call Vote: Ayes - Alderman Bradford, Little, Conlin, Neumann, and Neuhaus. Nays - None. Motion passed.

APPROVE storm drain repairs

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve an additional amount of $1,502.91 to Walker Excavating for dig and repair to the storm drain behind Marquette Park restrooms. Prior amount of up to $20,000.00 was approved at the 6/11/2018 Council Meeting. Bill total is $21,502.91. Roll Call Vote: Ayes - Alderman Neuhaus, Bradford, Little, Conlin, and Neumann. Nays - None. Motion passed.

FINANCE – ALDERMAN WORENT

In Alderman Worent’s absence, Alderman Bradford made a motion, seconded by Alderman Little to approve paying bills: General Fund: $49,271.56, Water: $7,163.32, Sewer: $3,321.77, Water Replacement: $11,440.82, Motor Fuel: $.00, Wheel Tax: $21,502.91, IMRF: $1,539.99, and Social Security: $1,644.20. Roll Call Vote: Ayes – Alderman Bradford, Little, Neumann, Neuhaus, and Conlin. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Council discussed the need for Men’s Club to contact the police and fire department to coordinate and ensure all is in place for the upcoming Spook Hollow event. Alderman Little suggested Public Works Director Ghidina reach out to the Men’s Club president.

We have been notified that Ameren will be doing pressure testing in the Independence Park area this week that may produce loud booms. A notice will be put on Facebook to inform residents.

Alderman Neumann made a motion to enter executive session for the purpose of discussing personnel. Alderman Bradford seconded the motion. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:33 p.m.

Council resumed regular session at 7:44 p.m.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Little to adjourn the regular City Council meeting at 7:46 p.m. Voice Vote: All Ayes. Motion passed.
