City of Mason City Council met September 10.

City of Mason City Council met Sept. 10.

Here is the minutes provided by the council:

Call to order by Mayor Bruce Lowe.

Council members physically present were Aldermen Gerald Mahin, Dan Mason, Scott Francis, Mike Kirby and Jim Miller. Also present were City Clerk Michele Whitehead, Superintendent Wayne Dixon, Ben Nannen, Sr, Julie Mize, Wendy Martin and Rick Martin. Alderman John Dodson was absent.

The Chairman declared quorum present.

The minutes of the August 27, 2018 regular Council meeting were approved.

The Treasurer’s report was approved and ordered filed.

The following bills were approved payment: WILL BE INSERTED IN MIN BOOK

GENERAL COMMUNICATION WITH COUNCIL

Ben Nannen asked the Council for permission to barricade part of Tonica Street in front of his bar, The Bluff during the Fall Festival in order to allow the 21 years and older patrons more access to enjoy the band and beer garden area. Permission was granted.

Rick Martin asked the Council for permission to block the Alley behind his bar, Down the Street during the Saturday night of the Fall Festival in order to have a band. Permission was granted.

Donnie Totman addressed the Council regarding a violation he received regarding overgrown/ dangerous trees next to the alley. He said it is too close to power lines and feels it is the responsibility of Ameren to trim those that are close to the lines. The Council and the Police will look into his concerns.

Julie Mize attended the meeting and asked questions regarding how the progress was on unkept properties and violations being issued to those property owners. The Mayor responded that there are several properties that are being addressed and again reiterated that this can be a lengthy legal process to enforce the ordinances regarding maintenance of properties, but that it is definetly being addressed.

R18-82 Alderman Kirby moved, seconded by Alderman Mason to approve the minutes of the August 27th, 2018 meeting.

Roll Call:

Ayes: Alderman Mason, Mahin, Francis, Miller and Kirby

Nays: None

Absent: Alderman Dodson

Chairman declared motion carried.

R18-83 Alderman Miller moved, seconded by Alderman Mason to approve the Treasurer’s report.

Roll Call:

Ayes: Alderman Mason, Mahin, Francis, Miller, and Kirby.

Nays: None

Absent: Alderman Dodson

Chairman declared motion carried.

R18-84 Alderman Mason moved, seconded by Alderman Miller that the bills and advanced checks be allowed and warrants drawn for payment.

Roll Call:

Ayes: Alderman Mason, Mahin, Francis, Miller, and Kirby.

Nays: None

Absent: Alderman Dodson

Chairman declared motion carried.

R18-85 Alderman Francis moved, seconded by Alderman Mason that Officer Ahart and K-9 Amos attend handler training at a cost of approximately $3000.00.

Roll Call:

Ayes: Alderman Mason, Mahin, Francis, Miller.

Nays: Alderman Kirby

Absent: Alderman Dodson

Chairman declared motion carried.

R18-86 Alderman Miller moved, seconded by Alderman Mason to employ Randy’s Tree Removal to take down two dead trees, at a total cost of $3000.00

Roll Call:

Ayes: Alderman Mason, Mahin, Francis, Miller, Kirby.

Nays: None

Absent: Alderman Dodson

Chairman declared motion carried.

Alderman Francis moved, seconded by Alderman Mason to adjourn into executive session at 7:30 to discuss 5ILCS ( C) (1) (6) PERSONNEL.

The regular meeting resumed at 7:35 P.M.

R18-87 Alderman Miller moved, seconded by Alderman Mason to award Don Osborn a.50 an hour raise and the job title of Assistant Superintendent.

Ayes: Alderman Mason, Mahin, Francis, Miller, Kirby.

Nays: None

Absent: Alderman Dodson

Chairman declared motion carried.

There being no further business the meeting adjourned at 7:39 P.M.
