City of Chillicothe Public Safety Committee met Jan. 8.

Here is the minutes provided by the committee:

Present: Chairman Hughes, Alderman Sharp, Alderman Braun

Others in attendance: Clerk Hurd, Police Chief Mettille, Fire Chief Benisch, Alderman Jenkins

Absent: None

Chairman Hughes called the meeting to order at 4:30pm.

PUBLIC COMMENT:

None

BUDGET REVIEW

Fire Chief Benisch presented the December budget comparison report for the Fire Department. Chief Benisch reported that he is in line with the budget.

Police Chief Mettille presented the December budget comparison report for the Police Department. Chief Mettille reported that overtime was 4% higher than last year at this time but is still within the budgeted amount.

2019 BUDGET:

Chief Mettille and Chief Benisch reported that they were working with Office Manager Passage on the 2019 Budget.

Clerk Hurd reported that she has been working with Office Manager on the 2019 Budget. Clerk Hurd told the committee she would like to implement a document management software program called LaserFiche for 2019 with money from the 2018-2019 budget. Clerk Hurd informed the committee that she had reviewed the 2018-2019 with Office Manager Passage and that there is currently $15,000.00 budgeted for Technology upgrade. Discussion was held. The consensus of the committee was to seek council approval in the amount of $4,590.00 for the Laserfiche program.

Mayor White entered the meeting at 4:40pm

GOLF CART ORDINANCE:

Chairman Hughes led discussion on the possibility of outsourcing the inspections of golf carts. Chief Mettille had several questions in regards to the businesses and the cost to the resident for the inspection if it is outsourced. Alderman Sharp questioned the amount of city revenue that would be lost. Chief Mettille questioned Alderman Hughes the reason for not having the police officers do the inspections. Alderman Hughes stated he is looking at it as a cost cut. Mayor White told the committee that he sees the officers doing the inspections as “Community Policing” which gets them in contact with community members and builds relationships.

Mayor White suggested approving an ordinance for tag along and utility trailers then bring the ordinance up for review at a future meeting.

Chief Mettille presented a draft ordinance as drafted by City Attorney to allow occupant trailers for parades or special events allowed by the city and utility trailers pulled behind golf cart with no passengers to be permitted. The fee will be $20.00. A lengthy discussion on the ordinance was held. It was the consensus of the committee to seek Council approval for the amendment allowing tag along and utility trailers.

FENCING ORDINANCE – NONRESIDENTIAL PROPERTY:

Mayor White informed the committee that the subject will be forwarded to the February Plan Commission meeting.

PAWN SHOP/SECONDHAND GOODS ORDINANCE:

Mayor White reported that the City Attorney is working on an ordinance and it will be presented at a future meeting.

MOTORIZED BICYCLES:

Chief Mettille reported that he has not found any communities with ordinances concerning motorized bicycles. Discussion was held with the committee on how to regulate motorized bicycles. The consensus of the committee was to regulate motorized bicycles by having them registered with the city and all operators of the motorized bicycles must have a valid driver’s license.

POLICE UPDATE:

Chief Mettille presented monthly reports.

FIRE UPDATE:

Chief Benisch presented monthly reports. Chief Benisch requested approval to purchase 6 sets of Personal Protective Equipment in the amount of $11,388.00 and 4 Pagers in the amount of $2,502.00. Discussion was held. It was the consensus of the committee to seek council approval for the purchase.

OLD BUSINESS

NEW/OLD PROPERTY MAINTENANCE:

422 Wilmot: Chief Benisch presented the inspection report to the committee. The committee reviewed the report and suggested a letter be drafted to the home owner in regards to the violations.

633 Wilmot: Chief Benisch presented the inspection report to the committee. The report noted that the structure in question has been removed.

609 Second: Chief Benisch presented the inspection report to the committee. The committee reviewed the report and suggested a letter be drafted to the home owner in regards to the violations.

OLD BUSINESS

FIRE GRANT UPDATE: No Report

There being no further business the meeting adjourned at 5:50p.m.
