Chillicothe Park District Board met Nov. 10.

Here is the minutes provided by the board:

Meeting was called to order at 7:00 am by President Maurer

BOARD MEMBERS PRESENT: Patty Audo, George Boze, Carol Masek, Steve Maurer, Jeff Nudd

STAFF PRESENT: Director Yates, Treasurer Van Ostrand, Secretary Highfill, Attorney Mahoney

BOARD/STAFF ABSENT: Kyle Kinnary, Shane Placher

REVIEW OF MINUTES: Minutes of October 2018 meeting were reviewed.

Motion to approve was made by Trustee Audo and seconded by Trustee Nudd. Result: Ayes: 4; Nays: 0 Motion Approved

REVIEW OF BILLS: Summary of bills for October and November 2018 was reviewed, including additional bills. Motion to approve as presented was made by Trustee Nudd and seconded by Trustee Boze. Result: Ayes: 4; Nays: 0 Motion Approved

FINANCIAL REPORT: Kevin and Sharon explained and answered questions in regard to the report. Sharon received letter from Better Banks for Series 2017 GO Bond payment of principal and interest due 11/25. Motion to approve Financial Report as presented was made by Trustee Masek and seconded by Trustee Boze. Result: Ayes: 4; Nays: 0 Motion Approved

NEW BUSINESS: Kevin stated Series 2018 GO Bond is $335,000, plus interest and fees, so levied Museum Fund total had to be adjusted and no changes were made to Non-pool Personnel Manual with slight changes to Pool Personnel Manual. 

Motion to adopt Annual Tax Levy Ordinance #510 for June 1, 2018 to May 31, 2019 was made by Trustee Nudd and seconded by Trustee Audo. Result: Ayes: 4; Nays: 0 Motion Approved with a roll call vote 

Motion to adopt Tax Abatement Ordinance #511 for 2018 was made by Trustee Nudd and seconded by Trustee Boze. Result: Ayes: 4; Nays: 0 Motion Approved with a roll call vote 

Motion to approve CPD 2019 Employee Manuals with no changes made to Non-pool Personnel Manual and minor changes made to Pool Personnel Manual was made by Trustee Boze and seconded by Trustee Masek. Result: Ayes: 4; Nays: 0 Motion Approved 

Motion to approve Ordinance #512 providing for the issue of General Obligation Park Bonds, Series 2018, of the District, for park purposes and to pay certain outstanding obligations of the District providing for a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to the purchaser thereof was made by Trustee Audo and seconded by Trustee Nudd. Result: Ayes: 4; Nays: 0 Motion Approved with a roll call vote

DIRECTOR'S REPORT: Maintenance facility options were toured and discussed with Parks Committee, as Meinder’s property is not available, and it is recommended that the Rome West Road property be rented at $1,200 per month, with small repairs to be made, and possible future purchase. Kevin met with library, school district and Chillicothe Township representatives to discuss strategy for reassessments, with a continued drop for 2019 EAV, and sent an email regarding the reassessment process to 3 County Board members that represent CPD. He completed 2 webinar classes and had further discussion with Farnsworth Group on Shore Acres Master Plan and Coal Hollow Park options, design and cost projection. With discussion held, Parks Committee has requested an alternate version of the Active Recreation area. The old tennis courts area is ready for gravel and cost quotes are needed from area suppliers for another 2 inches of base for parking lot. Tenant has moved into Shore Acres Clubhouse apartment. The Clubhouse kitchen and dining room flooring and sub-flooring need replaced and the restroom renovation will be scheduled for Winter 2020, with discussion held. Coal Hollow Park “Cliff Trail” is now open to the public and IDNR floodplain guidelines would allow for an open wall pavilion. CPD will be managing the Rome Youth Fields and concession stands for the 2019 season, with scheduling conflicts yet to be figured out. Rome Youth Association disbanded and gave CPD their equipment, which most needs to be repaired, and small bank account balance, with discussion held. Maintenance: Completion of Ameren Energy Efficiency Symposium, Walnut Dog Park building roof repair and tennis courts removal. Programs/Activities: Campus Life weekly meetings; Coal Hollow Park Volunteer Day 11/17 and 12/1; Retracing Edwards Trace 11/11; CPD office closed 11/12, 11/22 and 11/23; and Winter Craft Fair 12/8. 

Motion to approve replacement of Shore Acres Clubhouse kitchen and dining room flooring and sub-flooring, not to exceed $20,000, was made by Trustee Nudd and seconded by Trustee Masek. Result: Ayes: 4; Nays: 0 Motion Approved Motion to approve Director's Report as submitted was made by Trustee Boze and seconded by Trustee Nudd. Result: Ayes: 4; Nays: 0 Motion Approved

COMMITTEE REPORTS: Personnel: Treasurer and Secretary job descriptions are being reviewed with future approval.

FUTURE AGENDA ITEMS: Future Agenda items include Maint/Admin vehicle replacement and reimbursement, Maintenance facility and 2019 Board meetings/Office schedule.

TRUSTEE REPORTS: Trustee Boze asked of the future status of Walnut Dog Park parking and disc golf course, with discussion held.

ADJOURNMENT: Motion to adjourn meeting at 8:01 am was made by Trustee Boze and seconded by Trustee Nudd. Result: Ayes: 4; Nays: 0 Motion Approved
