City of Belleville City Council met Feb. 4.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Elmore, Alderman Wigginton and Alderman Barfield.

Alderman Dintelman excused.

ROLL CALL DEPARTMENT HEADS

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve City Council Meeting Minutes - January 22, 2019.

All members voted aye.CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Kinsella made a motion seconded by Alderman Anthony to approve claims and disbursements in the amount of$1, 342,478.90 payroll in the amount of$839,343.22.

Alderwoman Schaefer made a motion seconded by Alderwoman Pusa to approve the City Attorney report dated January 31, 2019.

ST. PATRICK'S DAY PARADE - 3/ 16/ 2019 Request from the Ancient Order of Hibernians to hold the Annual St. Patrick' s Day Parade on Saturday, March 16, 2019. Street closure for parade line-up ofNorth 3rd Street from West Main Street to " C" Street and West "A" Street from North 2nd Street west to 3rd Street, 10:00am to 1: 00pm. Parade route closure West Main Street east to Douglas Avenue, 11: 00am to 1: 00pm. Additional City services requested: trash toters, barricades, " no parking" signs, clean-up and Belleville Police Department personnel.

ST. PAT' S BLOCK PARTY( AMENDED) - 03/ 16/2019 Amended request from Belleville Main Street for the St. Pat's Block Party, Saturday, March 16, 2019, 12:00pm to 5: 00pm. to close an additional block of East Main Street ( South Jackson to High Street).

RACE FOR RESCUES- 04/14/2019 Request from Belleville Area Humane Society to hold "Race for Rescues" 5K and one mile fun walk on Sunday, April 14, 2019, 9:00am to 12:00pm. Rolling street closure of 5k route 8:45am to 10: 15am. Additional City services requested: police officer, barricades, trash toters, picnic tables and safety cones.

ANNUAL LAW DAY RUN- 4/27/2019 Request from St. Clair County Bar Association and Belleville Running Club to hold the Law Day Run on Saturday, April 27, 2019, 9:00am to 12:00pm. Street closure North High Street to East " A" Street and East " A" Street from North High to North Jackson, 8: 30am. Re-open streets as soon as safe after race. No parking zones on High Street from East " D" Street to McKinley, on Abend Street and municipal lot behind Lincoln Theatre after 1: 00am on Saturday, April 27, 2019. Additional City services requested: toters, barricades, stop lights changed to flashing, picnic tables, chalk/chalker, safety vests and Belleville Police Department personnel.

SENIOR CELEBRATION- 05/ 10/ 19 Request from Southwestern Illinois College Programs and Services for Older Persons to hold their Belleville Senior Celebration on May 10, 2019, 10:00am to 2:00pm at 201 North Church Street. Street closure request of the 200 Block of North Church Street between East " B" Street and East " C" Street, 7:30am to 3: 30pm. Additional City services requested: reserve city parking lot at corner of North Jackson Street and East " B" Street, barricades, picnic tables, trash toters and signage.

ART ON THE SQUARE - 05/ 17/19, 05/ 18/ 19, 05/ 19/2019 Request from Art on the Square to hold Art on the Square, Friday, May 17, 2019 through Sunday, May 19, 2019. SEPTEMBER 11 MEMORIAL WALKWAY OF SO ILLINOIS 5K RUN/WALK - 09/08/2019 Request from the September 11 Memorial Walkway of Southern Illinois Committee to host a 5K Run/ Walk, Sunday, September 8, 2019, 9: 1 lam to 11: 30am. CHILI COOK-OFF- 10/ 11/ 2019 AND 10/ 12/ 2019 Request from the Greater Belleville Chamber of Commerce to host the Chili Cook-Off, Friday, October 11 and Saturday, October 12, 2019, 11: 00am to 10:30pm. Street closure request: Public Square one block north, south and west. BELLEVILLE DISTRICT 118 5K RUN/WALK- 10/ 26/ 2019 Request from Belleville School District 118 to hold a 5K run/walk Saturday, October 26, 2019 8:30am to I1:00am. Rolling street closures with 5k route. Additional City services requested: cones and Police Department personnel.

THANKSGIVING DAY 5K- 11/ 28/ 2019 Request from the Belleville Township Ice Hockey Club to hold 5K run, Thursday, November 28, 2019, 8:00am to 10:00am. Street closure request: first block of West Main Street from Illinois Street to 1 st Street, 7:30am to 10:00am. 5k route rolling street closure within city limits. Additional City services requested: barricades, " No Parking" signs, trash toters, picnic tables, electrical panels and Police Department personnel.

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to read by title only and as a group Resolutions 3345, 3346, 3347, 3348.

Alderwoman Pusa made a motion seconded by Alderman Gaa to approve the following Resolutions:

RESOLUTION 3345 A Resolution requesting permission from IDOT to close Route 159 for the St. Patrick's Day Parade- March 16, 2019.

RESOLUTION 3346 A Resolution requesting permission from IDOT to close Route 159 for the Chili Cook Off- Octoberl0- 13, 2019.

RESOLUTION 3347 A Resolution requesting permission from IDOT to close Route 159 for the Memorial Day Parade

May 27, 2019.

RESOLUTION 3348 A Resolution requesting permission from IDOT to close Route 159 for Art on the Square - May 16- 20, 2019.
