Village of Bartonville City Council met April 22. 

Here is the minutes as provided by the council:

Mayor Ricca called the April 22, 2019 meeting to order at 6:00 p.m. with roll call.


Present: Trustees Flier, Leibach, Donley, and Lawless.

Absent: Trustees Zachman and Hoopingarner.       Quorum present.

Pledge of Allegiance.

Trustees Flier and Leibach motioned for the approval of the April 10, 2019 Board Minutes and Communications.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                             Motion passed.

Trustees Lawless and Donley motioned for the approval of the March 25, 2019 Executive Session Minutes.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                             Motion passed.

Trustees Lawless and Donley motioned for the approval of the Expenditures and any Supplementals.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                            Motion passed.

                                                              MAYOR

Trustees Donley and Flier motioned to approve Dizzy Deans “Bike Nights” on the following dates: May 17th, June 21st, July 26th, August 23rd, and September 20th of 2019. This request includes approving outdoor alcohol consumption on the premises from 6:00 p.m. – 10:00 p.m. All alcohol will be served and consumed only within an approved designated area that is clearly marked and will be within the parameters of the noise ordinance.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                             Motion passed.

Trustees Donley and Lawless motioned to approve the hiring of SRO Officer Steven Garner.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                             Motion passed.

                                                     VILLAGE CLERK

Sally Hanley was present to answer any questions regarding the PUEZ amendment. Seven units of governmentBartonville, Peoria County, Peoria Heights, Mapleton, City of Peoria, West Peoria, and Bellevue are participating in this Enterprise Zone and four of the units had made additions, one had made a subtraction.

Bartonville had added the IBEW, NECCA, the Bowen parcels and neighboring properties from the Industrial park during the amendment period. 

Trustees Donley and Flier motioned to approve Ordinance #1810- AN AMENDMENT TO THE PEORIA URBAN ENTERPRISE ZONE DESIGNATING ORDINANCE AND ITS INTERGOVERNMENTAL AGREEMENT- 2019.

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                            Motion passed.

Trustees Flier and Leibach motioned to approve ORDINANCE #1812- AN ORDINANCE AUTHORIZING THE SALE OF AN ITEM OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF BARTONVILLE – 2006 Chevrolet Impala

Ayes: Trustees Flier, Leibach, Donley, and Lawless.

Nays: None.                                                            Motion passed.

With no new business being brought before the Board, the meeting was adjourned at 6:13 p.m. Michelle Carr-Bruce, Village Clerk.
