Village of San Jose Board met April 15.

Here is the minutes provided by the board:

Board Meeting called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Skelton, Allen, Nolan, Blackstock, Tillquist; five (5) present.

Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Ethics Committee Hancock and 10 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes.

Mayor Worlow asked for approval of the Consent Agenda, Trustee Nolan made motion to approve Consent Agenda, 2nd by Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Citizen’s Concerns:

C. Stuff addressed the board, citation was overturned in court, so he is seeking to get a refund of ordinance violation fines. C. Thomas choose not to address board at this time, letter given to Mayor asking for investigation into allegations that San Jose Police Dept., is using an alleged illegal towing business to impound vehicles.

H. Gesling, city tree at 309 W. Vine needs to be inspected for possible removal and or trimming.

President:

Mayor Worlow is recommending Josh Skelton be appointed as Village Trustee at the May 20, 2019 Board Meeting, to serve the remaining 2 years of the 4-year term vacated by the February 9th resignation of Jamie Thomas. Trustee Nolan made motion to accept recommendation of Mayor Worlow, appointing Josh Skelton as Trustee, serving the remaining 2 years of 4-year term vacated by J. Thomas resignation, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton abstain; Tillquist yea; motion passed 4 yeas, 0 nay, 1 abstain.

Clerk:

Trustee Allen made motion to approve expenditure of $631.00, for purchase of tires for police car, 2nd Trustee Nolan, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Engineer:

Engineer Desplinter reported that Water Project bids will be opened at 10:00am on April 23, 2019.

Zoning: no report

Maintenance:

J. Larmore reported tree at 309 W. Vine St. and 108 N. 1st St. need inspected to see if needing trimmed or taken down; Tractor repair $6,789.95, Trustee Skelton made motion to have tractor repaired, 2nd Trustee Tillquist, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Red Dump Truck needs transmission repair totaling $2,400.00, Trustee Nolan made motion to have red dump truck transmission repaired, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Water & Sewer: no report

Finance:

Payment of Bills - Trustee Skelton made motion to pay bills, 2nd Trustee Nolan, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Update from Treasurer Shelley on the Sanitary District, currently owe village $5,000.00 for their portion of sewer repair done at Race St. and 1st St., no money to pay this, Sanitary District Treasurer J. Marshall mentioned merging Sanitary District into Village, the Village Attorney and Village Auditor will be consulted regarding said merger.

Police:

Chief Marlo reported 81 warnings, 144 citations, 2 warrant arrests, 4 driving on suspended license, 1 unlawful use of weapons, total fines $13,507.23.

Building & Grounds:

Tree at 317 W. Arch needing trimmed, Maintenance is getting an estimate for this.

Streets & Alleys:

Sidewalk at 207 W. Vine needing repaired, estimate for work will be obtained.

Health & Safety:

Town-wide clean-up scheduled for May 4th, 8am to 12pm.

Committee of the Whole Mtg. to be held Monday, April 22, 2019 at 6:30pm to discuss Open Consumption and Water Shut- off Extension Policy.

Trustee Nolan made motion to accept recommendation from Closed Session, 2nd Trustee Allen, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Motion for Closed Session per 5ILCS 120/2 (2) (4), Trustee Nolan made motion to go into Closed Session at 7:30pm, 2nd Trustee Skelton, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Trustee Allen made motion to return to open meeting at 8:26pm, 2nd Trustee Nolan, roll call vote: Allen yea; Nolan yea; Blackstock yea; Skelton yea; Tillquist yea; motion passed 5 yeas, 0 nay.

Trustee Allen made motion to adjourn meeting at 8:40pm, 2nd Trustee Tillquist, motion carried.
