Village of Bartonville Council met April 08. 

Here is the minutes as provided by the council:

Mayor Ricca called the April 8, 2019 Board of Trustees meeting to order at 6:00 p.m. with roll call.


Present: Trustees Flier, Zachman, Leibach, and Lawless.

Absent: Trustees Donley and Hoopingarner.      Quorum present.

Pledge of Allegiance.

Trustees Flier and Leibach motioned for the approval of the March 25, 2019 Board Minutes and Communications.

Ayes: Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                  Motion passed.

Trustees Lawless and Zachman motioned for the approval of the Expenditures and any Supplementals.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                  Motion passed.

                                       DEPARTMENT HEADS

Public Works Superintendent Randy Sweeter presented his monthly report and stated that he would like to have a meeting after Easter Break to discuss the Bartonville Grade School crosswalk.

Police Chief Brian Fengel presented his monthly report and spoke of training that Officer Williams attended at ICC MTU#7 and the demonstration at the ETSB building that Dispatcher Schwindenhammer and Watson attended. A new phone system will be purchased for the Peoria County PSAP and should be installed before summer.

Chief Fengel reminded that there is to be no burning in any Village street and no burning of garbage or building materials of any kind.

Mayor Ricca thanked the Department and thanked the Auxiliary for saving the Village $875.00.

The great turn out for the Safety of Seniors program and all the new vendor participation was discussed.

Trustees Flier and Lawless motioned to approve the hiring of full-time police officer Jeffrey Miller.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                    Motion passed.

Trustees Lawess and Zachman motioned to approve the hiring an officer to replace an open vacancy

within the department.

Trustees Flier, Zachman, Leibach, and Lawless.

Fire Chief Mike Cheatham presented his monthly report and spoke of the successful Safety of Seniors program turnout.

Training pictures were provided to the Board for educational purposes.

Hose testing has begun for the department.

Mayor Ricca thanked Chief Cheatham and the department for saving the Village $54,862.50 for the month and $108,237.50 year to date. There were 12 fire calls and 53 rescue calls for the month of March.

Parks/Recs Heidi Rhea presented her monthly report and stated that the Park is back in business and that the Port a Potties are back in place.

Trustees Lawless and Leibach motioned to approve of $6955 for purchase of shade for playground.

Trustees Flier and Leibach motioned to approve purchase of disc golf rubber tee mats $1600.

Trustees Flier and Zachman motioned to approve the 4th concert in the park Saturday, 9/14/19 Peoria Pops $500.00.

Trustees Zachman and Lawless motioned to approve the following Movie Nights in the Park at 8:30 p.m. FridayJune 21, 2019, Friday-July 26, Friday-September 6.

* Reminder: Clean up Day at the park April 27 -looking for volunteer groups.

* Reminder: Plant sale May 18 8:00 a.m. to 12:00 p.m at Alpha Park Pavilion.

                                              MAYOR

Mayor Ricca read the May 2019 Motorcycle Awareness Month Proclamation.

Trustees Flier and Lawless motioned to approve Motorcycle Awareness Month Proclamation.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                     Motion passed.

Trustees Zachman and Lawless motioned to approve Peacock’s Pub “Bartonville Block Party” on Saturday, June 8, 2019 from 12:00 p.m. – 12:00 a.m. Beer ticket sales would stop at 11:15 p.m. and stop serving at 11:45 p.m. The road will be opened no later than 12:00 a.m. Proceeds from this event will go to Bartonville St. Jude runners. The motion also includes approval of Auxiliary Police and Bartonville Fire department providing security and setting up/tearing down barricades.

Trustees Flier and Zachman motioned to approve Shot Spot Pub’s “Relay 4 Life Benefit” parking lot event to take place April 20, 2019 from 12:00 p.m. until 10:00 p.m. 9:30 p.m. to 10:00 p.m. is the designated clean up time.

Nays: None.                                                     Motion passed.

Trustees Flier and Zachman motioned to approve the Liquor Bond for Rozay Group LLC, DBA Club 309. This will be a Standard Class A Liquor license with no permits for under 21 years of age unless accompanied by legal guardian.

Nays: None.                                                     Motion passed.

                                       VILLAGE CLERK

A parcel that is zoned C3 on Lauterbach Circle is being divided and sold as two lots. The planning commission had met on April 4, 2019 to discuss the plats and had recommended to the Board to approve the Preliminary and Final plats. Lot 2 of the parcel would be responsible for all road clearing and repair of the privately owned Lauterbach circle.

Trustees Flier and Zachman motioned to approve RESOLUTION #657- A RESOLUTION APPROVING THE PRELIMINARY PLAT FOR THE LAUTERBACH COMMERCIAL PARK.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                     Motion passed.

Trustees Flier and Leibach motioned to approve RESOLUTION #658- A RESOLUTION APPROVING THE FINAL PLAT FOR THE LAUTERBACH COMMERCIAL PARK.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                     Motion passed.

Trustees Lawless and Zachman motioned to approve ORDINANCE #1811- AN ORDINANCE TO AMEND THE ZONING MAP OF THE VILLAGE OF BARTONVILLE, ILLINOIS- Seapco/Oak Grove East Property.

The explanation of housing a “school” was clarified to clear up confusion and assure those that this was not a going to be a boarding school.

                                     TRUSTEE REPORTS

Trustee Leibach thanked residents and the Park board. Trustee Leibach spoke of people contacting him regarding Village gas prices. The Board spoke of the previous meeting request to gas station owners regarding pricing. It was suggested that the Clerk send out another letter. It was stated that the Village can not force the stations to discuss pricing and wants to remind residents that the Village gas tax is $.03 a gallon and not 3%.

Trustee Lawless -

Trustees Lawless and Flier motioned to approve the engagement of Gorenz and Associates, Ltd. for the 2017/2018 municipal audit.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                       Motion passed.

Trustees Lawless and Flier motioned to approve payment in the amount of $24,400.00 to Gorenz and Associates, Ltd. for Invoice #154023- Progress billing for 2017/2018 Financial Statements.

Trustees Flier, Zachman, Leibach, and Lawless.

Nays: None.                                                        Motion passed.

Trustee Lawless thanked Trustee Flier for his 16 years of service to Bartonville.

With no further business being brought before the Board, meeting adjourned at 6:32 p.m.
