City of Chillicothe Finance/ Ed Committee met May 20.

Here is the agenda provided by the committee:

The Finance/ED Committee met on May 20, 2019, at 4:15 p.m., in the Council Chambers at City hall.

Present: Chairman Colwell, Alderman Braun, Alderman Connor, Mayor White ED Director Beadles, Office Manager Passage

Chairman Colwell called the meeting to order.

QUARTERLY/YEAR END CITY FISCAL BUDGET REVIEW

Office Manager Passage presented the quarterly/year end budget review. A discussion ensued.

BUDGET REVIEW – TIF/HELP/FAÇADE

ED Director noted the new budget has been put in place on the TIF/HELP/FAÇADE expense sheet and will be ready to distribute going forward.

HELP LOAN COLLECTION PROCESS

The Help loan payment notice and the late payment noticed approved by the attorney were submitted. The Help loan will be the main program for the city when the TIF closes. A Help loan audit will be presented in the June meeting.

REVIEW OF BOTH TIF AMENDMENTS TO REDEVELOPMENT PLAN

City Attorney has submitted TIF Amendments for the Redevelopment Plan. Office Manager Passage and ED Director Beadles will be coordinating final projects and matching numbers to budget.

APPROPRIATION ORDINANCE

Office Manager Passage presented a draft of the appropriation ordinance and explained the process to adopt the appropriation ordinance. She stated that a public hearing must be held and it is set for June 24, 2019 at 6:45 p.m.

DISCUSSION MEETING DATES

Office Manager Passage stated that she is working on getting a calendar of potential meeting dates together and the committee needs to decide what day they would like to meet each month.

The consensus of the committee was to have the Finance/Development Committee meet on the First Monday of each month at 4:30 p.m.

OLD BUSINESS

UPDATE TIF/HELP REQUESTS

Mayor White reported the documents needed for the Heathers Wine Nook move has been sent to owner. ED Director Beadles will check with Little Shop of Hoarders for moving date.

UPDATE FAÇADE PROGRAM

Mayor White stated that there are three applications for the façade program. One for Businesses in the Central TIF District, one for businesses in the Plaza TIF District and one for businesses out of the TIF Districts. There has been a date added as to when the program opens and that you must have your improvements completed by April to obtain the reimbursement. The consensus of the committee was to have Chairman Colwell announce at the next council meeting that the Façade Program is now open for applications.

UPDATE MARKETING & TOURISM

Nothing to report

UPDATE BRANDING

The Mayor stated that he will be obtaining information regarding branding and report back to the committee.

UPDATE VIDEO BILLBOARD

The Mayor stated that we are continuing to work with CEFCU regarding the ATM machine being placed on the property where the video billboard is going.

UPDATE OSF PROJECT

Office Manager Passage stated that they have obtained the variance and the alley agreement has been completed. She is waiting on final plans before the building permit is issued.

UPDATE FOURTH STREET CORRIDOR PLAN

The Mayor will be contacting Midwest Engineering for a proposal on the Walnut median.

UPDATE CASEYS

Casey’s will be moving forward with 4th street build.

UPDATE DOLLAR GENERAL

Dollar General has an estimated open date of June.
