City of Belleville City Council met June 3.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Kinsella, Alderman Hazel, Alderwoman Pusa, Alderwoman Duco, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Rothweiler, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Alderman Elmore excused.

Mayor Eckert will recognize the character word of the month" fairness" meaning playing by the rules, being open-minded and not taking advantage.

Alderwoman Schaefer made a motion seconded by Alderwoman Pusa to approve the appointment of Gregory Turner to serve a 3- year term on the Library Board; a vacancy left by Victoria Weygandt.

APPROVAL OF MINUTES

Alderman Dintelman made a motion seconded by Alderman Wigginton to approve City Council Meeting Minutes May 20, 2019.

All members voted aye.CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderwoman Schaefer made a motion seconded by Alderwoman Duco to approve claims and disbursements in the amount of$2,434,826.60 payroll in the amount of$911, 929.21.

Alderwoman Pusa made a motion seconded by Alderwoman Duco to approve 23 — MAY19 — Samantha Schaefer— A request for a Sign Installation Permit in the Area of Special Control to install signage at 25 East Main Street, Suite B, for Smokin' Aces Salon and Spa (Parcel number 08-21. 0- 439- 027) located in a" C- 2" Heavy Commercial District. (Applicable sections of the City Code: 155.052, 155.053) Ward 2 Zoning Board unanimously recommendedApproval

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to approve 24— MAY19 Depuer' s Auto Body —A request for a Special Use Permit for used motor vehicle sales at 501 South

2d Street, Unit C ( Parcel numbers 08- 28. 0- 221- 001, 08- 28. 0- 221- 002, 08- 28. 0- 221- 003, 08-28.0-221- 004) located in a" C- 2" Heavy Commercial District. ( Applicable section of the Zoning Code: 162.248) Ward 5 Zoning Board unanimously recommended Approval with the stipulation of a FIVE car maximum.

Alderman Wigginton made a motion seconded by Alderman Barfield to approve 25 — MAY19 — Bruce L. Corf—A request for a Special Use Permit for a liquor license at 4204 West Main Street 4204 Main Street Brewing Company restaurant and brew pub) ( Parcel number 08- 18. 0- 215- 036) located in a" C-2" Heavy Commercial District. (Applicable section of the Zoning Code: 162.248) Ward 8. Zoning Board unanimously recommended APPROVAL in the name of the applicant only.

Discussion.

Alderman Randle stated he is looking for clarification if the applicant is purchasing the business and/ or property and the status of the metal storage units.

Alderman Ovian stated it was agreed the outdoor music would stop at 10:00 p.m.

Mr. Corf advised he is in the process of purchasing the property and he understands no outdoor music after 10:00 p.m. and the storage trailers will be removed within 30 days after he takes

possession.

Interim Director of Residential and Commercial Development Services and Economic Development, Annissa McCaskill advised regarding the outdoor music it was specifically stated in the recommendation of the Zoning Board to include in the ordinance. Mayor Eckert advised this would be addressed in the liquor license as is normal process.

Alderman Wigginton thanked them for staying and asked they be cognizant of their neighbors.

COMMUNICATIONS

Alderwoman Schaefer made a motion seconded by Alderman Dintelman to approve the following Communications:

Amended request from Belleville Main Street to host the Sizzling Summer Sale on Friday, July 26 and Saturday, July 27, 2019 from 9: 00am to 5: 00pm. ( Note: Dates changedfrom July 27-28)

OWNA Community 5K, 11/ 09/2019 Request from the Belleville Running Club to host a 5K in Ogles neighborhood, Saturday, November 9, 2019, 8: 30am to 10: 30am. No street closures and request of two(2) " Race in Progress" signs.

EXECUTIVE SESSION

Alderman Randle made a motion seconded by Alderwoman Schaefer to go into executive session to discuss personnel, litigation, workers' compensation, collective bargaining, property acquisition, transfer of property, (5 ILCS 120/2(c)(21)).

All members voted aye.

Alderwoman Stiehl made a motion seconded by Alderwoman Pusa to approve the Mayor's appointment of Scott A. Markovich as Director of IT effective immediately, pursuant to Section 31. 056 ofthe City's Revised Code of Ordinances, and finding that such position requires technical training or knowledge as set forth in the applicable job description within the meaning of Section 31. 031( A) of the City's Revised Code of Ordinances.
