City of Belleville City Council met July 1.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Kinsella, Alderman Hazel, Alderwoman Duco, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Alderwoman Pusa, and Alderman Rothweiler are excused.

PRESENTATIONS, RECOGNITIONS & APPOINTMENTS

Mayor Eckert recognized the character word ofthe month" Citizenship" meaning doing your share to make your community better, and being a good neighbor.

Alderman Kinsella made a motion seconded by Alderman Hazel to recommend Leroy Isbell to fill the vacancy on the Crime Free Housing Committee in the capacity as property owner, vacated by Walter Hood: Ordinance 7715 33- 3- 2.

Members voting aye on roll call: Kinsella, Hazel, Duco, Randle, Ferguson, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Elmore, Weygandt, Wigginton, Barfield. ( 14)

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve City Council Meeting Minutes June 17, 2019.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Dintelman made a motion seconded by Alderwoman Stiehl to approve claims and disbursements in the amount of$1, 241, 228.43 payroll in the amount of$881, 109.56.

Members voting aye on roll call: Hazel, Duco, Randle, Ferguson, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Elmore, Weygandt, Wigginton, Barfield, Kinsella. ( 14)

BOARD OF FIRE AND POLICE COMMISSION

Alderman Anthony made a motion seconded by Alderwoman Schaefer to approve the hiring of Probationary Police Officer, Troy L. Krimminger ( lateral from SWIC) effective Thursday, July Members voting aye on roll call: Duco, Randle, Ferguson, Anthony, Ovian, Dintelman, Schaefer,

Stiehl, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Hazel. ( 14)

ADMINISTRATION

Alderwoman Schaefer made a motion seconded by Alderman Ferguson to approve waiving the bid process and use the State bid contractor ( Morrow Brother's Ford) to directly purchase the 2019/2020 fiscal year six police interceptor vehicles.

Discussion.

Director of Finance, Jamie Maitret, advised this was discussed at finance. In the past the City has gone out for local bids. This takes time, costs and delays and usually we may get a bid that undercuts the state bid by a few dollars. We have found it to be beneficial if the vehicle has already been awarded through the state bid process. It is cheaper on the city's end to purchase through the state bid.

Alderman Wigginton asked replacing six ( 6) vehicles or adding to the fleet; MSgt Harris advised this will replace pre-existing units that will be rotated out.

Alderman Ovian asked if these are Ford Interceptors; MSgt Harris advised they are Ford Interceptors.

PUBLIC HEALTH& HOUSING

Alderman Hazel made a motion seconded by Alderman Kinsella to authorize the City Attorney to draft a redevelopment agreement with Tygracon regarding city owned property at 710/712 East D" Street.

Discussion.

Mayor Eckert advised the city had a previous estimate in the amount of$ 20,000 demolition and the most recent demolition bid was $25, 000.

Mayor Eckert stated seven( 7) neighbors were present at the Health and Housing meeting and they wanted to save the home.

Mayor Eckert advised details will follow for the next meeting.

Alderman Wigginton asked if Tygracon is a local company; Mayor Eckert stated yes they have worked on several local properties.

COMMUNICATIONS

Alderwoman Schaefer made a motion seconded by Alderwoman Stiehl to approve the request for the NEIGHBORHOOD FOURTH OF JULY BLOCK PARTY, 07/05/2019 Request from Kinsey Mordini to host a Neighborhood Fourth of July Block Party, Friday, July 5, 2019, 6: 00pm to 9: 00pm. Requested street closure: from 609 East Garfield to the east side of Abend, 5: 30pm to 9:30pm. Additional request of. "No Parking" signs, barricades, trash toters and picnic tables.

All members voted aye.

MISCELLANEOUS & NEW BUSINESS

Alderman Elmore made a motion seconded by Alderman Ferguson to approve Motor Fuel Claims in the Amount of$36,225.00.

Alderman Elmore requested businesses license be revisited perhaps in the finance committee;

Alderman Dintelman made a motion seconded by Alderman Ferguson to adjourn at 7: 18 p.m.
