City of Belleville City Council met Aug. 5.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Kinsella, Alderman Hazel, Alderwoman Pusa, Alderwoman Duco, Alderman Randle, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Rothweiler; Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Alderman Ferguson is excused.

ANNOUNCEMENTS

Mayor Eckert requested a moment of silence to recognize the passing of Fred J. Kern, the Kern family and the recent shooting in Dayton, Ohio and El Paso, Texas.

PUBLIC HEARING

Public Hearing Opened: 7: 04 pm

Public Hearing regarding vacation of an alley easement adjacent to Eastview Baptist Church 211 Sherman Street, Belleville, IL). City Engineer, Tim Gregowicz, advised all the requirements have been passed for an alley vacation.

Public Hearing Closed: 7: 05 pm

PUBLIC PARTICIPATION

Michael Inyart

Mr. Inyart stated he is present regarding 710- 712 East 'D' Street and wanted to thank the city for working with Karl who is the contractor that will be doing renovations.

Mary Smith

Ms. Smith stated the view out her window is the back side of 710-712 East ' D' Street. The neighbors are very grateful that this project is going forward. Through government and capitalism her neighborhood will be improved.

PRESENTATIONS, RECOGNITIONS & APPOINTMENTS

Mayor Eckert recognized the character word ofthe month" Caring" meaning being compassionate and showing others you care.

Mayor Eckert recognized Fire Chaplain Darrell Coons for his service as Fire Chaplain for several area Fire Departments.

Alderwoman Schaefer made a motion seconded by Alderman Dintelman for the following appointments:

Jason Klein and Gary Sheerin to serve 4- year terms on the Electrical Commission.

Dave Bratten to serve a 4- year term on the Electrical Commission; a vacancy left by Mike Maxwell.

Bryan Jarvis to serve a 4-year term on the Electrical Commission; a vacancy left by Larry Glaenzer.

Members voting aye on roll call: Kinsella, Hazel, Pusa, Duco, Randle, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Rothweiler, Elmore, Weygandt, Wigginton, Barfield. ( 15)

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Duco to approve City Council

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Anthony made a motion seconded by Alderman Kinsella to approve claims and disbursements in the amount of$3,495,730.11 payroll in the amount of$895,438. 12 ( July 19th) and $ 905,373.24 (August 2nd).

STREETS AND GRADES COMMITTEE

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve vacation of an alley easement adjacent to Eastview Baptist Church( 211 Sherman Street).

Members voting aye on roll call: Pusa, Duco, Randle, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Rothweiler, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Hazel. ( 15)

ADMINISTRATION

Alderwoman Schaefer made a motion seconded by Alderwoman Stiehl to approve a contract with St. Clair County Trustee Payment Account to purchase the property at Rose Marie Drive (Parcel No. 08- 34.0- 106-022), in the amount of$795. 00.

Members voting aye on roll call: Duco, Randle, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Rothweiler, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Hazel, Pusa. ( 15)

Alderman Ovian made a motion seconded by Alderwoman Schaefer to approve the request from Libation Lodge, LLC d/ b/a Cured and Cultured for an extension of time for the Special Use Permit allowing for a liquor license at 6401 West Main Street, due to expire on August 7, 2019.

Members voting aye on roll call: Randle, Anthony, Ovian, Dintelman, Schaefer, Stiehl, Rothweiler, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Hazel, Pusa, Duco. ( 15)

MASTER SEWER COMMITTEE

Alderman Dintelman made a motion seconded by Alderman Duco to approve an Independent Contractor Agreement with Mr. John Graham to conduct lab services for the City of Belleville Wastewater Division.

Members voting aye on roll call: Anthony, Ovian, Dintelman, Schaefer, Rothweiler, Elmore, Weygandt, Wigginton, Barfield, Kinsella, Hazel, Pusa, Duco, Randle. ( 14) Alderwoman Stiehl abstained.

Alderwoman Duco made a motion seconded by Alderwoman Schaefer for the following cases:

Said parcel is located in a " D- 1" Light Industry District. (Applicable section of the Zoning Code: 152. 306, 152. 570) Ward 2 Zoning Board unanimously recommended Approval

A request for a Sign Installation Permit in the Area of Special Control to install signage at 124 West Main Street ( Parcel number 08- 21. 0-443- 044) located in a " C- 2" Heavy Commercial District. (Applicable sections of the City Code: 155. 052, 155. 053) Ward 5 Zoning Board unanimously recommended Approval with the stipulation the graphics be limited to logo only and include no food pictures.
