Village of Swansea Board of Trustees met Aug. 5.

V) Acceptance Of Minutes Of Advisory Boards/Place On File - None

VI) Mayor’s Announcements/Correspondence

1. Committee Members-Cultural Committee – This item will be returned to the agenda and addressed when Trustee Parker is able to be in attendance.

2. The Township bill related to the transport fee(s) – Non Agenda item - The Village Attorney is reviewing the item related to Approval of the Bills and withholding of a payment that was introduced in the July meetings. There are no other updates on the topic.

VII) Village Attorney Comments – None / Village Administrator Comments include the following: The TIF formal signature to allow for TIF extension is still pending the Governor’s applicable signature on legislation. A formal letter was received from IDOT in response to correspondence from the Village on the erosion issue near the Knights of Columbus grounds on 159 and IDOT acknowledged addressing the erosion issue is their responsibility and will keep Swansea informed of progress in addressing the issue. Reading between the lines of the letter, the Village of Swansea has concerns that the needed priority to quickly address the erosion issue may not be present. Potential follow up to bring the issue to the state representative’s attention may be pursued so that appropriate response to address the issue prior to further erosion may be pursued. Speed limits, fines for speeding, and the potential of sending a letter to have speed limits not within the control of the Village of Swansea be addressed and changed, if desired in the future, were touched upon and might be reviewed further at a future meeting.

VIII) Public Comment – It was suggested that the Village might consider using a General Contractor to manage the balance of the PD build project/phases and other future build/remodeling projects of the Village. It was also suggested that water flows to the front of properties or to the street can result in other issues for the community, including standing mossy waters and mosquito issues.

A) Personnel Committee – Comments

1. Memo From Dallas Alley, Building & Zoning Director, Travel Request – Motion (roll call vote) to authorize the travel request with $126.52 payment by the Village of Swansea related to the request – Neumeyer, McGuire.

2. Memo: Removal of Probationary Firefighter Tyler Hazlett – Motion by Neumeyer, McDonald.

3. Memo: Request To Hire Employment Paid-On-Call Firefighter Daniel Hussey, providing $10 per hour call and $8 per hour training – Motion (roll call vote) to authorize the hiring – Neumeyer, Wells (Lanter and McGuire voted “present”).

4. Travel Request – Emily Voellinger, Civic Systems Training with estimated cost of $706 – Motion (roll call vote) – Neumeyer, McDonald

B) Judiciary Committee – Comments

1. Discussion Item: Gaming Terminal Increase – No comments.

2. Discussion Item: Request For Additional Gaming Café License – No comments.

3. Request Sent By Email From Clerk-Lauren O’Neill For The Appointment Of Non-Employee Deputy Clerks (3): Barb Kimutis, Diane Wickline, Doris Rebenstorff – Motion to accept the appointments – Wells, McGuire.

C) Finance Committee Report – Comments

1. Approval of Bills (total $366,479.30) – Motion to approve and pay from proper accounts (roll call vote) – Lanter, Wells.

2. Discussion Item: Email Hosting – No comments.

3. Ordinance Draft First Reading Occurred this evening – The item will be on the next meeting’s agenda

- An Ordinance Amending The Annual Municipal Budget Of The Village Of Swansea, Il For Fiscal Year 2020, May 1, 2019 – April 30, 2020 Thereby Providing Additional Funds For Police Department Phase One Remodel

D) Community & Economic Development – Comments

1. Discussion Item: Clinton Hills Mowing Alternatives – The Clinton Hills special committee has not met in a while, and the formation of the group/committee may have created some confusion between the role of the committee/group and the Park Board. The Mayor indicated that he would address this and bring the 2 committee/group and the Park Board together so that there is understanding and consensus moving forward in developing and implementing plans that impact the parks. There are many ideas for the parks and what is needed is formulation of priorities and funding ideas. Ben and the Mayor will work together to bring about consensus among the special committee and the Park Board and priorities and grants and other funding alternatives for the priorities.

2. Resolution No. 1-2296 - Resolution Authorizing The Village Of Swansea, Il To Enter Into An Intergovernmental Agreement With The City Of Fairview Heights, Illinois, And The City Of O’Fallon, Illinois, For The Purpose Of Supporting The Metro East Business Incubator – Motion to read by title – McDonald, Neumeyer. Motion to accept the resolution (roll call vote) – Wells Lanter.

3. Resolution No. 1-2297 - A Resolution Authorizing The President Of The Board Of Trustees To Execute An Agreement Authorizing A Reimbursement Grant Of $43,500.00 From The Illinois Rte. 159/Boul Avenue Business District Fund To Swansea Electrical Supply For Site Improvements On The Property Located At 200 North Belt East – Motion to read by title – McDonald Wells. Motion to accept the resolution (roll call vote) with a not to exceed amount specified of $43,500, representing 100% funding of the project by the Village of Swansea – Wells, McGuire (roll call vote - Lanter and McDonald voted no, Neumeyer voted present, Wells, McGuire voted aye, and the Mayor voted aye and the motion passed.

E) Public Safety Committee – Comments

1. Discuss GSAXcess Firefighter Excess Property Program & DoD Firefighter Property – The FD memo

briefed the Board on the FD’s plans to join the program administered by the state of Illinois (IDNR) that allows access to information and potentially the acquisition of Federal Government equipment and other items at no cost to the Village of Swansea (other than the cost that the Village would incur related to picking up, insuring, and maintaining the property should the Village be awarded the property). It was noted that the property is released or made available on a first come, first serve basis through a website.

2. Ordinance No. 1863 - An Ordinance Declaring Personal Property Owned By The Village Of Swansea As Surplus, Specifically A Black 1998 Dodge Dakota Pickup, VIN 1B7FL26PXWS722431, A White 2009 Ford Expedition, VIN 1FMFU16579EA96826, And A 2012 Black Chevy Camaro, VIN 2G1FK3DJ2C9104307, And Authorizing Them To Be Sold – Motion to read by title – Lanter, Wells. Motion to accept the ordinance (roll call) – Lanter, Wells.

3. Emergency Purchase Fire And Police Radios – The value or order amount was a little less than $36K for the items ordered between/supporting the PD and FD. The expected delivery is in October 2019. The radio/equipment damage discussed at the last meeting was determined to be related to a lightening-strike, allowing for coverage by insurance.

F) Public Works Committee – Comments

1. Discussion Item: Drainage complaint – Illinois Drainage Code enforcement – No comments.

2. Memo: Request To Install Fiber Optic On Village Owned Property – Alternatives of seeking a one- time credit or payment and allowing for extended or long-term easement were discussed. Consensus was reached on the recommendation that Dallas Alley attempt to negotiate a long-term, specifically 15-year term, with credit related to all accounts of the Village in aggregate. It was reviewed that $3,750 might represent a 1-month credit in aggregate. There were no objections to providing Dallas Alley with authority to complete the negotiations.

3. Ordinance No. 1864 (While this is the first reading, this ordinance will be treated as an emergency and voted on this evening, the same evening it was first presented at the Committee level) - An Ordinance Vacating Certain Right-Of-Way Under The Jurisdiction of the Village of Swansea, St. Clair County Illinois – Motion to read by title – McGuire, Wells. Motion to accept the ordinance (roll call vote) – Neumeyer, McGuire.

4. Resolution No. 1-2298 - A Resolution Accepting The Bid And Authorizing The President Of The Board Of Trustees To Execute A Contract With Hank’s Excavating And Landscaping Inc., 5825 West State Route 161 Belleville, IL 62223, In The Amount Of $234,273.15, For Site Improvements To Melvin Price Park – Motion to read by title – McGuire, Lanter. Motion to accept the resolution (roll call vote) – McGuire, Neumeyer. Prior to the vote it was reviewed that the grant already acquired will provided for reimbursement to the Village of Swansea.

5. Res No. 1-2299 - A Resolution Authorizing The President Of The Board Of Trustees And Village Clerk To Accept The State Bid Of $6,421 From Knapheide Truck Equipment, 10101 Mid Rivers Mall Drive, St. Peters, Mo 63376, For The Purchase Of A Truck Utility Bed For An Existing Utility Truck For The Swansea Public Works Department – Motion to read by title – McGuire, Lanter. Motion to accept the resolution (roll call vote) – McGuire, Neumeyer.

6. Resolution No. 1-2300 - A Resolution Accepting The Price Quote Of $5,222 From Motor, Pump & Services, LLC, 126 Jackson Street, Red Bud, Il 62278, For Repairs To A 14HP Gorman-Rupp Lift Station Pump, Including Parts And Labor, For The Munie Lift Station – Motion to read by title – McGuire, Lanter. Motion to accept the resolution (roll call vote) – Wells, Lanter. It was reviewed that there is a 1-year warranty provided the Village of Swansea as part of the repair/rebuilt pump.

G) Cultural Committee – Comments

1. Email supporting/allowing Board vote on the Request for Disk Golf Tournament (non-agenda item) –

A 7/30/19 email from Steve Macaluso of Halloran to the Village of Swansea (Dallas Alley) confirmed that there were no objections to the Village hosting a disk Golf Tournament. Motion to place this email on file in association with (and prior to the vote on) the Disk Golf Tournament Request below – Wells, Neumeyer.

2. Request for Disk Golf Tournament – Motion to authorize/approve the 10/12/19 event – Wells Neumeyer. There are temporary, not permanent, course equipment that will not cause harm to the Park that will be installed and removed following the event. The event expects to draw 50 to 100 people. Insurance requirements have been met by the sponsor of the event. There is a potential/interest by the event sponsor to have this temporary event become a more permanent future benefit to the park. The event sponsor normally rent the ground for their events and provides and maintains the needed equipment.

H) Swansea Report Committee – Comments

1. Discuss October Swansea Report – A few corrections were noted for the next, October, issue.

X) Old Business – The 8/19/19 Cardinal’s game tickets are available to the public for $20 from the Swansea FD. The Swansea FD will provide pre-game Color-Guard support at the game. The next Committee/Board meetings are currently scheduled for the same evening. It was recommended that the meetings be moved to 8/20/19 with the applicable notice posted on the building and on the Village of Swansea’s website. There were no objections. The Touch a Truck event is scheduled for 9/14/19, Saturday, from 10 am to 2 pm as a benefit fundraiser for the PD Youth Academy. The event will be held at the Clinton Hills Park.

XI) New Business – Follow up will occur with Fletchers to see if their ownership/management might support prominently displaying Park events scheduled. Neumeyer indicated that she would also follow up with Fletchers and delivery some flyers regarding Park events.
