County of Woodford Road and Bridge Committee met Aug. 12.

Here is the minutes provided by the committee:

1. Call meeting to order

2. Roll Call - Richard Hill (chairman), Barry Logan, Donald Tolan, Dan Steffen, Josh Davis all present. Also present is Conrad Moore, Woodford County Engineer.

3. Review meeting minutes of regular meeting on July 8, 2019.

Motion to approve July 8, 2019 minutes made by Logan, seconded by Steffen. Motion passed.

4. Review and consider minutes of past Executive Sessions.

5. Public comment.

Mr. Jarrod Doty, 1635 Lourdes Road, Metamora addressed the comınittee. Mr. Doty and his sister have been before the cominittee previously addressing the driveway issues of Ms. Doty's house. Mr. Doty is here today to ask the committee what needs to be done in the future, so that no other Woodford County resident has to go through the troubles that his sister has had to go through, He believes that as long as the driveway placement is deemed safe by the County Engineer, then the spacing requirements should not have to be at 330 feet. The previous County Engineer let her put the temporary entrance in because he deemed it safe, and they were led to believe that a variance would be granted. The committee understands his frustration, and want to help residents not hinder them in building a residence. He stated that the surrounding counties do not use such an ordinance on a county highway. Discussion on the issues that arise with a shared driveway. Discussion on placing too many driveways on a road. Mr. Doty pointed out that there are no complaints of too many driveways. The number of driveways is not the issue. The spacing of the driveways is. Mr. Doty is looking for ways he can help revise the ordinance. It was stated that a house permit should not be granted unless the placement of the driveway is known. It is felt that this committee needs to work along with Zoning to help fix this issue.

6. Consider claims for the August 20, 2019, Board meeting

Motion to approve August claims made by Logan, seconded by Tolan. On page 1 of 6, Mr. Moore is pulling the Central Illinois Truck bill. He is checking to see if this is still under warranty. Question regarding the safety equipment allowance. This is from the union contract. Each employee gets $200 for safety equipment. Mr. Moore is monitoring this to make sure that proper safety equipment is being purchased. Motion passed

7. Old Business:

(a) Consider Intergovernmental Agreement with Village of Roanoke for Jurisdictional Transfer of North Main Street from Front Street to L 116. This is still with IDOT.

8. New Business:

(a) Discuss and act on Panola Township timber pile repair bids, Section 19-13119-00-BR. Motion to approve the low bid from Stark Excavating Inc. for $26,500 for bridge repairs made by Steffen, seconded by Davis. This is a 50/50 project. Motion passed.

(b) Discuss and act on Computer Equipment Purchase Motion to approve 5 desktops and 2 laptops for $5,297,71 inade by Logan, seconded by Steffen.

Discussion on why computers are not being purchased out of the IT equipment line items. Motion to amend original motion to pay for 5 desktops and 2 laptops out of county IT equipment fund made by Logan, seconded by Tolan. Motion passed. Vote taken on original motion as amended, Motion passed.

(c) Discuss and act on Supplemental Resolution Appropriating Funds for the Payment of the County Engineer's Salary, Section 18-00000-00-CS. The MFT audit was recently completed and it was discovered that the County Engineer's salary was being paid past the resolution deadline and the money has to be obligated into the correct year. The money has been spent, it just has to be appropriately obligated. The purpose of this resolution is to obligate $9,895.45 into the correct year. The audit results will be in the communications packet of the board. Motion to approve supplemental resolution appropriating fund for the county engineer salary made by Steffen, seconded by Logan. Motion passed.

9. Other:

(a) Access Ordinance. Question regarding what SPAFAS was doing about the driveway, Mr. Moore reported that they are still working on it. It was suggested that we come up with a commercial entrance. Also suggested that we adopt state requirement for commercial entrances,

(b) Project Updates. Photos of three projects were handed to the committee. Banta Road should open up today when new guardrail is complete. There are no guardrails on the culvert north of Roanoke. The road was widened so there was no need for them. The work on upper Spring Bay Road should start today,

(c) Budget Update. The parts line item is about 95% used. There have been a few anomalies this year. If you take out the anomalies, then the line item is about on track. It was suggested that if they use Bosch or Denso, it is cheaper and saves us money.

Easter Seals will having a charity bike ride in McLean and Woodford County. Mr. Moore will have Easter Seals include Woodford County and various Townships as additional insured.

The fence boards where the salt mix is stored are dilapidated. Roanoke Concrete has concrete blocks available for purchase to rebuild the walls. The cost will be approximately $2,500 and should be in next month's claims.

The tar and chip on Lourdes Road is starting to hold up. It was asked why we use FA4 instead of limestone. The FA4 is cheaper and is mixed with 3/8" chips to make them go farther.
