Village of Swansea Board of Trustees met Sept. 3.

Here is the agenda provided by the board:

Attendees: Board President Leopold, Trustees Lanter, McDonald, McGuire, Neumeyer, Parker, & Wells, Treasurer John Walter, Police Department (PD) Chief Steve Johnson, (PD) Deputy Chief Craig Coughlin, Fire Department (FD) Chief Chris Tell, Street Department Acting Superintendent / Waste Water Treatment Plant (WWTP) Superintendent Rick Tucker, Building and Zoning (B&Z) Director Dallas Alley, (B&Z) Code Enforcer Dan Johnson, Deputy Clerk Barb Kimutis, other community members. Absent: Clerk Lauren O’Neill & Administrator Benjamin Schloesser (excused before Board meeting began).

Motions: Trustees are presented with the individual that made the motion, followed by the person seconding the motion. Votes: Unless noted otherwise, votes are obtained by voice vote (roll call vote involves each voter stating their name and vote) and all votes are aye. VI) Mayor’s Announcements/Correspondence

1. Proclamation – Constitution Week September 17th through the 23rd. Mayor Leopold welcomed Julie Barge and Marsha Wieson of Cahokia Mounds to the meeting, and read the Proclamation naming the upcoming time period “Constitution Week”. A photo was taken as Mayor Leopold presented the Proclamation to the 2 visitors.

IX) Report of Committees

a. Personnel Committee – No Comments

b. Judiciary Committee –

1. Draft Ordinance (First Reading) – An Ordinance To Amend the Swansea Municipal Code, Chapter 114 “Games of Chance”, Section 114.03 “Video Gaming”, Thereby Increasing the Number of Class “C” Video Gaming Permits From Four to Five – The item will be on the next agenda.

2. Draft Ordinance (First Reading) – An Ordinance To Amend the Swansea Municipal Code, Chapter 115 “Liquor Control”, Section 115.07 “Classification; Fees”, Thereby Increasing the Number of Class “C” Liquor Licenses from Seven to Eight – The item will be on the next agenda.

3. Trustee Wells requested that the following Ordinance be placed on the next Board agenda for a Final Reading – An Ordinance Amending the Swansea Municipal Code by Increasing the Maximum Number of Video Gaming Terminals Allowable per Establishment – The item will be on the next agenda.

c. Finance Committee Report –

1. Approval of Bills (total $228,551.47) – Motion to approve and pay from proper accounts (roll call vote) – Lanter, McGuire.

d. Community & Economic Development Committee –

1. Draft Ordinance (First Reading) – An Ordinance Approving an Amendment to the Village of Swansea’s Tax Increment Financing Redevelopment Plan and Project – The item will be on the next agenda.

e. Public Safety Committee

1. Captain Jason Whitaker Blended Fire Officer I Class with IFSI - Trustee Parker made a motion, seconded by Trustee Wells, to send Brian Whitaker to the Blended Fire Officer I Class Training. Roll call vote of “aye”as follow: Wells, Parker, McDonald, Neumeyer. Trustees Lanter and McGuire voted “present”.

2. Holland Estimates for Police Department Build Out – Board was directed to come to the next meeting with clear expectations, and decisions about this project, and from where the money should be attained.

f. Public Works Committee – No Comments

g. Cultural Committee – No Comments

h. Swansea Report Committee – No Comments

X) Old Business – Trustee McDonald reported that the Manufactured Housing Code looks good.

XI) New Business – Trustee Neumeyer talked about the upcoming events in the new park. B&Z Director Alley said he should have some solid numbers in regard to costs of replacing and repairing or adding infrastructure in the new park, by the end of the week. Touch a Truck event was briefly discussed, and Trustee Neumeyer said the Dueling Piano event tickets sales are coming in slowly.
