City of Belleville City Council met Sept. 16.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Kinsella, Alderman Hazel, Alderwoman Pusa, Alderwoman Duco, Alderman Randle, Alderman Ferguson, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Rothweiler; Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

PUBLIC PARTICIPATION

Andrew Willis He owns the barbershop at 10h Street and West Main. It has been difficult for his business to operate and his business has dropped 40%. When clients leave, they don' t come back. He has been in business for two years and the construction is ruining his business. He said the city staff tells him it's going to be beautiful when it's done, he said he will not see it because his business will be closed. The construction has caused damage to his building, leaks in his basement. He is asking what he can do and needs help.

Mayor Eckert stated there is a 100-year-old sewer that is being separated, there has been problems with the sewer lines and water lines. Starting next week, Hank's will take over the construction and they have assured the City they will communicate with the business owners. They will do everything in their power to keep the businesses accessible.

Pat Bechtoldt Ms. Bechtoldt stated she was never notified and one the of the construction workers turned on her water and she had 1100 gallons ofwater leak into her basement.

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Pusa to approve City Council Meeting Minutes and Executive Session Minutes September 3, 2019.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderman Kinsella made a motion seconded by Alderman Anthony to approve claims and disbursements in the amount of$541,552.34 and payroll in the amount of$896,559.03.

Alderman Wigginton made a motion seconded by Alderwoman Stiehl to accept the donation of Peterson Pond property ( St. Clair County Permanent Parcel No. 02-32.0-422-034) from Bouse Properties LLC and authorize the City Attorney to prepare a Quit Claim Deed to effectuate the property transfer.

Alderwoman Schaefer made a motion seconded by Alderwoman Stiehl to approve the following Ordinances:

An Ordinance amending Title III (Administration), Chapter 32 ( Organizations), Sections 32.055 through 32.080 ( Human Relations Commission) of the Revised Code of Ordinances of Belleville, IL, as amended by amending portions of sections thereof.

ORDINANCE 8370-2019

MISCELLANEOUS & NEW BUSINESS

Alderman Ovian requested the city move forward to review the bid at 9823 West Main Street illegal dumping on the property). Alderman Ovian stated he is aware the city has not received the monies from the State of Illinois. Mayor Eckert stated the city received the procedures on Friday, September 13, 2019 and now we can move forward. Alderman Ovian suggested transferring funds out of narcotics which is $5, 995.55 and then once we receive notification-if we can use the monies from the State, we can then transfer those monies back into Narcotics.

Mayor Eckert stated he will have to discuss with the city attorney and the finance director.

Alderwoman Stiehl made a motion seconded by Alderman Dintelman to approve Motor Fuel Claims in the Amount of$4,146.57.

Alderman Hazel made a motion seconded by Alderwoman Pusa to go into executive session to discuss appointment, employment and compensation of a specific employee of the City pursuant Section 2( c)( 1) of the Opens Meeting Act. (5 ILCS 120/2(c)( 1)).

All members voted aye.

Entered executive session at 7:30 p.m. Resumed from Executive Session at 8:26 p.m.

City Attorney Hoerner arrived at 7: 30 p.m. Alderman Kinsella was excused at 8: 00 p.m.

Alderman Wigginton made a motion seconded by Alderman Hazel to approve the appointment of Jennifer Ferguson to fill a position of Public Relations and Communications Specialist.
