Attendees: Board President Leopold, Trustees Lanter, McDonald, McGuire (arrived at 6:03 pm), Neumeyer, Parker, & Wells, Treasurer John Walter, Police Department (PD) Chief Steven Johnson, PD Deputy Chief Craig Coughlin, Fire Department (FD) Chief Chris Tell, Street Department Acting Superintendent / Waste Water Treatment Plant (WWTP) Superintendent Rick Tucker, Building and Zoning (B&Z) Director Dallas Alley, Administrator Benjamin Schloesser, Park Board Chairman Mike Koeneman, Clerk Lauren O'Neill, other community members.

VI) Mayor’s Announcements/Correspondence – The mayor thanked participants involved in the Touch a Truck event.

VII) Village Attorney Comments (none) /Village Administrator Comments & Department Head Reports (see below)

1. Administrator - Motor Vehicle Fuel tax changes were reviewed with the likelihood of larger returns. The $0.19 cent tax was noted as impacting the larger returns expected to be received by Swansea.

2. PD - Stats reported in the packet documents were reviewed. Responses were reviewed, as well as perpetrators of criminal activities being caught in Swansea despite efforts to elude authorities. CPR

and other assistance provided were also noted. The PD staff were recognized for their dedication and quick actions assisting in the community’s health and safety. The PD Citizen’s Academy will be held on Tuesdays from 6 – 8:30 pm from 10/22/19 – 11/26/19.

3. FD – The report of calls, trainings, and inspections were reviewed, as well as the success of the PD assistance to the FD Chief in accomplishing critical items. The investigation of strange odors and other good intent calls were touched upon. Management of calls to respond to actual event needs was reviewed as well. The new pumper truck to be inspected in Omaha in early October. Any road noises identified or other issues noticed during the delivery will be addressed. The truck will be assigned to FD Station #1. The old pumper will be declared excess property to be sold. FEMA may release grants by the end of September. The FD / PD Open House will be held 10/6/19 from 10 am – 2 pm at Station #2.

4. B&Z - Ways to address the mowing needs of the new Clinton Hills Park in the near and long term were reviewed. Single family resident permits were reviewed. Code enforcement actions that result in compliance or the non-compliers moving away from Swansea were noted. Clearing brush behind buildings and other actions to improve safety, eliminate homeless encampments were reviewed. Cleanups in various areas of Swansea were touched upon.

5. Street - Park grass mowing continues to be time consuming. Clean-up work at Mel Price Park to allow for the new exercise equipment and minor street and ditch repairs to be completed before winter were reviewed. The Splash Pad season ended, with health inspections finding no violations. Addressing appearance for area residents and other issues related to the closing of Lewellyn Road are on-going.

6. WWTP - Flows, pressed sludge, water quality, WWTP modules/components were noted. A power pole was hit that resulted in a power interruption. Some parts for the WWTP had to be ordered as a result of the non-weather event. Reviews are continuing to avoid issues in the future from such events.

VIII) Park Board Chairman Report – On 9/28/19 the Evening in the Clinton Hills Park Fundraiser event will be held from 4 - 8 pm. Tickets include beer, soda, wine, food, and entertainment. Currently 100 tickets have been sold and more sales are expected. Help is needed for set up that morning at 9 am. The Spooktacular event will be on 10/26/19 in Melvin Price Park. The Santa House will be operated in Mel Price Park between 12/1/19 – 12/22/19 (2- 5 pm Saturdays and Sundays, and 6 – 8 pm on weekday evenings).

IX) Treasurer’s Report - Motion to accept the 8/31/19 report by: Wells, Lanter (roll call). It was noted that the extra page in the report compares balances to the previous years. The report expects to add a rolling 12-month average in the near future.

X) Public Comment – Straw bales and pallets were offered to be provided to the FD by local residents/businesses for the FD’s training needs. The items are donated to the FD. The FD burns them when accomplishing trainings.
