Village of San Jose Board met Aug. 19.

Here is the minutes provided by the board:

Board Meeting called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; Blackstock; McCormick; Nolan; Skelton; Tillquist; six (6) present.

Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Water Superintendent Albers, Engineer Desplinter and 3 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes. Mayor Worlow asked for approval of the Consent Agenda, Trustee Skelton made motion to approve Consent Agenda, 2nd by Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Citizen’s Concerns:

D. Williamson mention that he would like to sell fresh vegetables on private property of the old grade school, where he lives. He also asked about the village’s stance on selling marijuana once recreational marijuana becomes legal in the state of Illinois.

President:

Town-wide clean up October 12, 2019, 8am to 12pm, at the end of South 3rd Street.

Purchase larger backhoe, to be used for snow removal, moving fallen trees, not only for digging; our current equipment is small, but it does include a brush hog, which is used at the lagoon; tabled until September 16, 2019 board meeting.

Clerk Custodio would like to attend the Municipal Clerks Institute in Springfield, October 13th -18th; cost of $610.00.

Clerk:

Trustee Skelton made motion to Adopt 19-529 AN ORDINANACE REVISING TITLE 6, CHAPTER 10, SECTION 4: REGISTRATION REQUIREMENTS; TITLE 6, CHAPTER 10, SECTION 5: RESTRICTED AND ILLEGAL OPERATIONS; TITLE 6, CHAPTER 10, SECTION 6: OPERATION OF VEHICLES, OF THE VILLAGE OF SAN JOSE, MASON AND LOGAN COUNTY, ILLINOIS CODE BOOK, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Skelton made motion to Adopt 19-530 AN ORDINANCE MAKING AMENDMENTS REGARDING NEW TOBACCO AGE TO CHAPTER 2 OF TITLE 4 OF THE VILLAGE CODE OF THE VILLAGE OF SAN JOSE, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

R. & D. Kempf request variance allowing them to have chickens at 719 S. 4th St, Trustee Allen made motion to deny variance request, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Engineer:

Engineer Desplinter updated the board on the water project: Walker started the project in late July; 60% of water mains are installed; 15% in service; waiting for 7 access grants to be returned; 4 water mains were found that were not marked; approximately $200,000.00 extra in contingency, digital meters cost approximately $100,000.00 and could come from contingency, pay for village maintenance workers related to the water project could come from contingency.

Finance:

Payment of Bills - Trustee Nolan made motion to pay bills, 2nd Trustee Skelton, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Reimbursement policy to be voted on at September 16, 2019 board meeting, please review and give feedback before September meeting

Zoning: no report

Maintenance:

Maintenance Larmore reported that the tractor needed repair, due to a broken hose; water lines are being marked as close as possible; urinal in lodge building has a leak, water to it is currently turned off; handrail at post office has been repaired, by citizen S. Hammel.

PRN Maintenance Personnel, tabled until September 16, 2019 board meeting.

Water & Sewer: no report

Police:

Chief Marlo reported: 107 citations; 75 warnings; 5 suspended licenses; 2 arrest, 1 for contributing to minor, 1 underage drinking; fines totaling $12,079.00;

IDOT has referred the ‘Police Trap Ahead’ signs to the appropriate department to see about removal.

Building & Grounds:

105 W. Walnut property, Trustee Tillquist suggests making it into a park. Tabled until September 16, 2019 board meeting, as insurance liabilities and zoning issues need to be looked into.

Streets & Alleys:

Trustee Skelton made motion to accept the $11,863.13 bid from J.L. Nelson Construction for street improvements, 2nd Trustee McCormick, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Health & Safety:

101 S. 4th St., look into the status of this property.

Trustee Nolan reported that more chemical was purchased for mosquito abatement.

213 W. Race St. has been inspected to the best of Building Inspector Shepherd ability and in his opinion could be declared a nuisance in accordance with 9-2-1 of the Village Code.

Old Business:

Sanitary District will be dissolved and taken over by the Village. Attorneys for the Sanitary District and Village will be handling this process.

New Business: none

Motion to go into Closed Session per 5ILCS 120/2 (2) made by Trustee Tillquist at 8pm, 2nd by Trustee McCormick, roll call vote:

Trustee Allen made motion to adjourn meeting at 8:27pm, 2nd Trustee Nolan, motion carried.
