Attendees: Board President Leopold, Trustees Lanter, McDonald, McGuire, Neumeyer, & Parker, Treasurer John Walter, Police Department (PD) Chief Steven Johnson, PD Deputy Chief Craig Coughlin, Fire Department (FD) Chief Chris Tell, Street Department Acting Superintendent / Waste Water Treatment Plant (WWTP) Superintendent Rick Tucker, Building and Zoning (B&Z) Director Dallas Alley, Administrator Benjamin Schloesser, Clerk Lauren O'Neill, other community members. Res 1-2311 - A Resolution Accepting The State Bid For Five (5) Toughbook 54’s And Associated Equipment For The Swansea Police Department, From CDS Office Technologies, 612 South Dirksen Parkway, Springfield, IL 62703, For A Total Purchase Price Of $21,610.00 - Motion to read by title – Parker, Lanter. Res 1-2312 - A Resolution Accepting The Price Quote From Dell Marketing LP., One Dell Way, Mail Stop 8129, Round Rock, TX 78682, For Eight (8) Dell OptiPlex 3070 SFF MLK Computer Workstations For The Swansea Police Department For A Total Purchase Price Of $5,489.20 – Parker, Lanter. 3. IFSI Agreement for Blended Basic Firefighter Course to be held at Swansea FD – It was reviewed that the Mayor’s signature was required on the agreement. There were no Board objections.

F) Public Works Committee – Comments

1. Memo Demolition of Structures at Clinton Hills Conservation Park – Motion to approve the Demo to be accomplished by the Street Department – McGuire, Neumeyer.

2. Res. 1-2313 - A Resolution Accepting The Bid And Authorizing The President Of The Board Of Trustees To Execute A Contract With Stutz Excavating Inc., 3837 Fosterburg Rd Alton, Il 62002, In The Amount Of $328,275.80, For Site Improvements To Fullerton Road And Adjoining MetroBikeLink Connector Trail - Motion to read by title – McGuire, Neumeyer. Motion to accept (roll call, Wells absent) – McGuire, Neumeyer.

G) Cultural Committee – Comments

Each year there is a scavenger hunt that is run by Heartland to encourage people to visit local parks, and the Clinton Hills park will be included in the parks to visit. Individuals are encouraged to find a bell within the park and take a picture of themselves with the bell and with a visit to approximately 6 of the 12 parks the participants can win a prize.

H) Swansea Report Committee – Comments

The draft for the next issue has been prepared and will be presented at the next meeting.

X) Old Business – There has been a court date set in November 2019, in which Swansea will pursue reimbursement for the monies spent providing notifications and attorney fees that amounts to approximately $25K as well as attempting to have the Township pay the $1.75 million to the Village of Swansea per the agreement. It was noted that the Village of Swansea wrote the Township a letter that requested they also honor their side of the agreement with regard to reporting aspects. The bills to the St. Clair Township have been paid by the Village of Swansea to date. The letter provides support for the future withholding of payments should the Township not honor their reporting requirements per the agreement.

XI) New Business – A recent bank robbery is under investigation.

XII) Announcements – The FD Wrestling Fundraiser Event will be at Firehouse #2 11/6/19, with doors opening at 6 pm and wrestling starting at 7 pm. The PD Citizen’s Academy is to be held Tuesday evenings 6 – 8 pm from 10/22/19 – 11/26/19.
