County of Woodford Health Care Committee met Oct. 9.

Here is the minutes provided by the committee:

1. Call to Order. - Called to order at 3:00.

Roll Call. Melissa Andrews (ch), Dustin Schulz (Vc), Doug Mullen, Lisa Jording, Janet Gibbs, Derek Reinmann, Matt Noar, Emily Barker, Chuck Nagel, and John Krug were all present. Jay Shreffler and Joe Soto were absent. County Clerk Dawn Kupfer was also in attendance.

3. Approval of Minutes

a. Approval of September 11, 2019 Minutes

Motion to approve the September 11, 2019 minutes as submitted made by Chuck Nagel, seconded by Matt Noar. Motion to approve as submitted carried. Doug Mullen abstained as he was not present last month.

4. Public Input - None 5. Report of Fund Balances

Premium & Claims Reserve Fund; $ 647,630.58

Health Care Plan Fund: $ 27,632.36

Total of both funds: $ 675,262.94

8. New Business

a. Discussion and Approval of Transparent/Pass-through Pricing from MedTrak for the prescription drug plan.

Effective with plan year beginning January 1, 2020 we have the option to implement transparent/pass-through pricing from MedTrak. Based on the most recent 12 months of Rx claims there would be savings to the plan of approximately $37,653 annually. A two year service agreement with MedTrak would be required, however, we have been with MedTrak for several years already. Motion to approve and forward to full board made by John Krug and seconded by Chuck Nagel. Motion carried.

b. Annual request for Flu Shots for County Employees, Spouses, and Dependents to be administered by the Health Department and paid for out of the General Fund Insurance Line Item #051-200-5027-013 ($21 for Regular Dose and $58 for High Dose).

This is something we have done annually for several years now. The cost has gone up but we are getting it at cost from the Health Department. The Health Department will set a date for the County Flu Clinic once we have County Board approval and once they have received the vaccines which will hopefully be before the end of October. Motion to approve and forward to the full board made by Emily Barker and seconded by Lisa Jording. Motion carried.

9. Other

a. County Board Action Follow-up (Monthly item) 

The Proposed Rates for Plan Year 2020 were forwarded to the full board last month and were approved. 

b. Monthly Update/Quarterly Report from Snedeker's

The information for the Plan Performance Report was not available and no one from Snedeker's was able to attend this meeting,

c. Reminder that the month of October is Open Enrollment.

The County Clerk is waiting to receive information from Snedeker's to distribute to the employees regarding Open Enrollment. There was discussion as to the possibility of extending open enrollment into November since we are already far into October. Any changes the employee wants to make to their coverage would not go into effect until January coverage so it shouldn't be an issue to extend the open enrollment.

11. Any Action Coming Out of Executive Session - None 

12. Announce Next Meeting Date

Next Meeting should be November 13, 2019 at 3:00. There may not be a need for a meeting in November as there are no known issues at this time and due to a holiday, there will be back to back meetings that day already.

Motion to adjourn at 3:15 made by Emily Barker, seconded by Lisa Jording. Motion carried.
