VII) Village Attorney – No comments /Village Administrator’s Comments, included a suggestion to simplify ordinance changes with one unified ordinance that deal with the personnel policy for Swansea employees. Referring to the handbook for personnel policy may save cost to the Village in the long run. The health insurance costs of the Village are expected to go up about 5%. The impact of the health insurance pool, with the inclusion of communities such as Collinsville, help keep the Swansea’s health insurance rates lower than they would be without such pool members. Swansea’s insurance increase may reflect a portion of the costs for raising the pool rates.

2. Non-Agenda Item – The approximate $100K PD pension shortfall has been reviewed and a request for additional information was made to the County, but the request has not yet been answered. The topic will be further explored. This topic was requested to be placed on the next agenda or when the follow up information answers are obtained.

1. Belleville Township High School Hockey Team Request Route Approval/Road Closure For Our 5K Event On November 26th, 2020 - This item was provided for information only. This item is approved by the PD/PD Chief and there are no objections on the part of the PD to this event.

Draft Ord. - An Ordinance Declaring Personal Property Owned By The Village Of Swansea As Surplus, Specifically A 2005 Ford Expedition, Vin 1FMPUI6505LA78565, And Authorizing It To Be Sold – This item does not require emergency treatment. The item will be on the next meeting’s agenda and voted on at the next meeting.
2. Res. 1-2339 A Resolution Authorizing The President Of The Board Of Trustees And Village Clerk To Accept The State Bids Of $35,520.00 For The Purchase Of A 2020 Ford Police Interceptor Utility Vehicle, And $38,895.00 For The Purchase Of A 2020 Ford Police Interceptor Utility Hybrid From Morrow Brothers Ford, 1242 Main Street, Greenfield, Il 62044 For The Swansea Police Department, For A Total Purchase Price Of $74,415.00- Motion to read by title – Parker, Wells. 3. Non-Agenda Item – The money for real estate taxes have been received from the County. The approximate 1% variance from what was received from the levy relates to the veterans’ exemption.

G) Cultural Committee – Comment
1. DITCO /DISA Family Picnic - Schranz Park Request For June 12, 2020 - Motion to authorize the one- time waiving of the pavilion fees for this event - Wells, McGuire. Trustee Wells called the organizer after the last meeting to let them know that the waived fees would be on the agenda for this evening’s meeting and approval of the waived fees would require the Board to vote to support it. Administrator Schloesser will call the DITCO picnic organizer tomorrow to let them know that official approval for the waived fees was authorized at this evening’s meeting.
H) Swansea Report Committee – No comments 1.March Swansea Report – TBD
X) Old Business – It was determined that the grant opportunity to create a master plan is applicable to planning for the community’ collective park system (i.e. all parks). Planning that might be beneficial to Swansea would be related to the new Clinton Hills Park. The other park areas are more mature in nature and not requiring planning. It is recommended as a result of this new information regarding the grant that this grant opportunity not be pursued. This grant would require matching funds on the part of Swansea. Potential fundraisers and pursuits of donor funds for the Clinton Hills Park was briefly touched upon. The topics related to the Park will be pursued at the next Park Board meeting. The Car show in September may be expanded on with supplemental events, such as a 5K run or other fundraiser activities. Sealer equipment donation offer to use with volunteers that would need to be obtained to apply sealant to the parking lot was briefly discussed. PD Johnson was thanked for reviewing with residents/businesses some safety steps and security systems to enhance safety. Suggestions to have a shop Swansea day or other event to encourage business shopping in Swansea were requested. Some options will be research by Administrator Schloesser regarding shop Swansea events/promotions beyond what Swansea does with articles in the Swansea Report. Alley reviewed code enforcement and enforcement of stipulations in a business plan(s) being met.
