Village of San Jose Village Board met Jan. 20.

Here is the minutes provided by the board:

January monthly Board Meeting was called to order by President Worlow at 7:00pm, on Monday, January 20, 2020. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; McCormick; Nolan; Skelton; Tillquist; Blackstock; six (6) present. Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, 0 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes. President Worlow asked for approval of the Consent Agenda, Trustee Skelton made motion to approve Consent Agenda, 2nd by Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Citizen’s Concerns: No citizen concerns.

Trustee Skelton addressed the Trustees and President regarding his concerns about Trustee McCormick no longer being eligible to sit as Trustee, as McCormick is no longer a resident of the village, having moved prior to this meeting. President: No report.

Clerk:

Adoption of 20-540 AN ORDINANCE AMENDING FEEES FOR THE COMBINED WATER AND SEWER RATES FOR THE VILLAGE OF SAN JOSE, ILLINOIS, AS SET FORTH IN TITLE 8, CHAPTER 3, SECTION 1 OF THE MUNICIPAL CODE. Motion by Trustee Allen, 2nd Trustee Skelton, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Adoption of 20-541 AN ORDINANCE AUTHORIZING AND PROVIDING FOR AN ISSUE OF UP TO $1,200,000 WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS, OF THE VILLAGE OF SAN JOSE, LOGAN AND MASON COUNTIES, ILLINOIS, FOR THE PURPOSE OF PAYING A PART OF THE COST OF ACQUIRING, CONSTRUCTING, INSTALLING AND OPERATING WATERWORKS AND SEWERAGE FACILITIES IN SUCH MUNICIPALITY, PROVIDING FOR THE PAYMENT, SALE AND DELIVERY OF SUCH BONDS, AND MAKING CERTAIN COVENANTS IN PROVIDING FOR THE OPERATION OF THE WATERWORK AND SEWERAGE SYSTEM OF THE MUNICIPALITY AND THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES TO BE DERIVED FROM THE OPERATION THEREOF. No discussion regarding Christmas display decorations.

Finance:

Payment of Bills – Trustee Nolan made motion to pay bills, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

FY21 Purposed Budget and Appropriations to be discussed at a Committee of the Whole Meeting, on Monday, January 27, 2020 at 6:30pm

Zoning: No report

Maintenance:

Maintenance Larmore reported that plow legs are needed for the snow plow, cost of $95.00 per foot, given authorization to purchase 2 new plow legs/feet.

Village currently has no mosquito abatement spray, Trustee Nolan made motion to purchase 4 drums, at $1,600.00 per drum, from Mug-a-Bug, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist yea; motion passed 5 yeas, 1 nay.

Village driveway at water tower property being damaged by large trucks using it to deliver/pick-up grain at elevator, this will be looked into by the Village Clerk and appropriate measures will be taken to remedy the situation.

Water & Sewer:

Sewer rate increase will be discussed at Committee of the Whole meeting to be held on January 27, 2020.

Police:

Chief Marlo reported: 58 citations; 71 warnings; 2 suspended licenses; 3 arrests for possession of cannabis; 2 warrants; fines totaling $7,134.30.

License plate reader Chief Marlo informed the board that a mobile unit is $22,000.00 and pole mounted unit is $13,700.00. Pole mounted unit includes 2 camera and wireless system. Trustee Skelton made motion to authorize Chief Marlo to spend up to $20,000.00 for license plate reader, 2nd by discussion, roll call vote: Allen yea; Blackstock yea; McCormick yea;

Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Building & Grounds: No report

Streets & Alleys: No report 

Health and Safety:

Discussion regarding a fence around property at 100 S. 1st St. Issue will be researched.

Unfinished Business:

Discussion regarding purchase of dump truck from Mason City, pros include having the capacity to haul rock, rear mounted spreader, plow. Driver of truck must have CDL. Recommend getting rid of village’s red truck. Trustee Nolan made motion to purchase dump truck from Mason City for $15,000.00, 2nd Trustee McCormick, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist yea; motion passed 5 yeas, 1 nay.

New Business:

Discussion regarding permits for storefront businesses located within the village. Research will be done and issue will be discussed at future meeting.

Closed Session recommendations:

Tillquist made motion to accept recommendation from Closed Session, Maintenance Larmore to get 2 hours time off during regular scheduled work hours for attending monthly board meetings, no longer getting paid for 2 hours at time and a half; 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Motion to go into CLOSED SESSION PER 5ILCS 120/2 (2) made by Trustee Tillquist at 7:52pm, 2nd by Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Motion to return to Open meeting from Closed session at 8pm, made by Trustee Allen, 2nd by Trustee Tillquist, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Tillquist made motion to adjourn meeting at 8:02pm, 2nd Trustee Allen, motion carried.
