Village of Sugar Grove Village Board met April 21.

Here is the minutes provided by the board:

1. Call to Order

President Michels called the meeting to order at 6:00 p.m.

2. Pledge of Allegiance

President Michels asked Trustee Montalto to lead the Pledge of Allegiance.

3. Roll Call

The April 21, 2020 Village Board meeting was held via Go To Meeting. With the exception of President Michels, who was in the Board Room at Village Hall, all other attendees participated remotely.

Present: 7 President Sean Michels, Trustee Jen Konen, Trustee Ted Koch, Trustee Heidi Lendi, Trustee Sean Herron, Trustee Ryan Walter, Trustee Rick

Also Present:

Administrator Eichelberger, Attorney Julien, Public Works Director Speciale, Chief of Police Rollins, Community Development Director Magdziarz, Finance Director Anastasia, Deputy Public Works Director Merkel, Senior Management Analyst Murphy, and Village Engineer Michele Piotrowski.

5. Appointments and Presentation

None

6. Public Comments

A comment was received via the public comment email address regarding the repairing of sidewalks. Staff has responded to the resident and has added the repair of the sidewalk to the work schedule.

8. Consent Agenda

A motion was made by Trustee Montalto, seconded by Trustee Herron, to approve the Consent Agenda. The motion carried by the following vote:

9. General Business

a. Ordinance: Adopting the FY 2020-2021 Budget

A motion was made by Trustee Monatalto, seconded by Trustee Herron, to approve an ordinance adopting the Fiscal Year 2020-2021 Budget for the Village of Sugar Grove, IL with the addition of $30,000 to Fund 35 – Road Program for repairs to Yolane

Court. The motion carried by the following vote:

AYE: 6 Montalto, Herron, Koch, Walter, Konen, Lendi

Nays: 0 None

b. Resolution: Amending Refuse Rates

A motion was made by Trustee Konen, seconded by Trustee Montalto, to approve a resolution amending Refuse Rates. The motion carried by the following vote:

AYE: 6 Konen, Montalto, Walter, Herron, Lendi, Koch

Nays: 0 None

c. Resolution: Authorizing the Purchase of a Police Vehicle

A motion was made by Trustee Montalto, seconded by Trustee Herron, to approve a resolution authorizing the purchase of one 2020 Chevy Tahoe utilizing the Northwest Municipal Suburban Purchasing Cooperative. The motion carried by the following vote:

AYE: 6 Montalto, Herron, Konen, Lendi, Koch, Walter

10. Discussion Items

11. Reports

a. Staff

Trustee Konen asked staff about the status of the Prairie Pointe Development. Director Magdziarz reported that the development was moving forward with preparation for completion.

b. Trustees

Trustee Herron recognized the passing of former Sugar Grove volunteer Fred J. Felella Jr. He also noted that while school will not be held onsite for the remainder of the school year, remote learning continues.

Trustee Montalto asked when the Sugar Grove Welcome sign would be replaced at Galena and Gordon. Director Speciale responded that Public Works staff would repost the sign.

c. President

President Michels reported that the Sugar Grove taxing bodies continue to hold weekly conference calls regarding COVID-19 efforts. The Police and Fire Departments have acquired sufficient numbers of Personal Protection Equipment. While Village buildings are still on lockdown, Village work continues. President Michels encouraged the Board members to continue to forward concerns to Village staff.

13. Adjournment

A motion was made by Trustee Montalto, seconded by Trustee Herron, to adjourn the Regular Meeting of the Board of Trustees at 6:23 p.m. The motion carried by a voice vote.
