Village of Swansea Board of Trustees met July 6.

VI) Mayor’s Announcements/Correspondence – The next meeting in July will be held virtually due to COVID-19 public health concerns, and it is currently expected that the August meetings will also be on-line meetings.
VII) Village Attorney – No Comments / Village Administrator Comments noted the following: The administrative staff continue to work hard. Auditors have been working about 3 days this week. There have been no issues identified. The audit work continues. Lanter, McGuire, Tucker, and Schloesser have reviewed capital needs and sewer rates for potential rate increases. The personnel handbook rollout is expected next month with the legal review pending. Notice will be posted for the continued virtual meetings in July and probably at least in August too.

1. Tuition Reimbursement for Ashley Robbins in the amount of $1,017 for 3 classes successfully completed - Motion to approve (roll call vote) – Lanter, Wells. The PD Chief will share the Board’s approval and congratulations.
2. Approval of Bills for 6/16/20 – 7/6/20 totaling $236,087.05 - Motion to approve and pay from proper accounts (roll call vote) – Lanter, Wells

3. Thompson Center Rules – The approval to sell the commercial stove needs to involve preparation of documentation, the item being a line item on the agendas of the Committee and the Board to allow for votes. The rules changes suggested drafted in the Committee packet will be reviewed and included to the applicable future Board agenda. It was suggested that the rule changes might be implemented for a 6-month trial period and reviewed at the conclusion of the trial period.

F) Public Works Committee – Comments
1. Res. No. 1-2365 / A Resolution Approving A Homeowner Stormwater Conveyance System Improvement Grant For Dean And Margaret Powers, 32 Meta Drive Swansea, IL 62226, At A Guaranteed Maximum Reimbursement Not To Exceed $2,000.00 Related To Restorative Work To A Stormwater Conveyance System And Erosion Control. G) Cultural Committee – Comments
1. Event Request for Althoff Cross Country Meet, Oct. 15, 2020 – Motion to approve the request subject to the applicable CDC/state restrictions that might be in place at the time – Wells, Neumeyer. The interest in the park for high school track trainings/meets was reviewed.
H) Swansea Report Committee – No Comments
X) Old Business – Comments included the following: The PD Chief will review state and other guidance regarding bathrooms that are currently locked, while the park is open. The PD experience a high call volume on July 4th due to fireworks in the various neighborhoods. There were no fires, loses, or injuries attributed to the residential fireworks that are not authorized, but difficult to control. The status of PD Officers was touched upon related to family and other leave required. It was suggested that Republic Waste might subsidize the replacement of the recycling containers with Recycling totes that might be picked up with less direct handling by Republic Waste’s workers. Schloesser will check with Republic Waste to see if they are recommending or implementing any changes due to COVID-19 response/protection of their workforce and the community.
