Village of Swansea Board of Trustees Met August 24

Village of Swansea Board of Trustees met Aug. 24.

Here is the minutes provided by the board:

Attendees: Board President Leopold, Trustees Wells, Lanter, McGuire, & Neumeyer, Administrator Benjamin Schloesser, Chief of Police Steve Johnson and Building and Zoning Director Dallas Alley.

Absent: Trustees Parker and McDonald, Clerk Lauren O’Neill

Motions: Trustees are presented with the individual that made the motion, followed by the person seconding the motion. Votes: Unless noted otherwise, votes are obtained by voice vote (roll call vote involves each voter stating their name and vote) and all votes are aye. Content of meeting is presented within the marks “***”.

Meeting Called To Order @ 4:00 PM

Motion to enter into Executive Session: “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.” 5 ILCS 120/2(c)(1) Motion By Neumeyer, McGuire.

All Trustee’s present voted in the affirmative at 4:01 PM, Closed session was held from 4:01 PM to 4:12 PM. Motion to Resume Open Meeting @ 4:12 PM – Trustee Wells, Neumeyer

Request – New Probationary Officer – Erin Huff – Motion to Approve By Neumeyer, Wells (Roll Call Vote)

Public Comment – Trustee Wells asked the board for input regarding regulations for video gaming at self-service laundry facilities. Trustee Wells asked if the board preferred allowing the drinking of alcohol throughout the facility or only in the gaming area. Mayor Leopold asked in there was precedence and general discussion ensued. Wells informed the Board that the current draft ordinance language provides for a maximum of two facilities and further discussion was held. Wells asked the board if certain hours of operation should be established, and Mayor Leopold indicated that he felt there should be specific hours of operation, with Chief Johnson suggesting closing at midnight. All Trustees present agreed to a midnight closing time. Wells asked the board if a certain number of washing and drying machines should be required and it was agreed to require a minimum of 20 machines.
