Village of Swansea Board of Trustees Committees met Sept. 21.

Here is the minutes provided by the committees:

PERSONNEL COMMITTEE - Held from 6:00 to 6:01 and (7:39 to 7:57 pm Executive Session) Co-Chairpersons: McDonald & Neumeyer Members: Lanter, McGuire, Parker, Wells 1. Executive Session: The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.” 5 ILCS 120/2(c)(1). – No open session comments were heard.

2. Motions Related to Adjournments and the Open and Executive Sessions – Motion to adjourn the meeting and reopen after the Board of Trustees Meeting is concluded this evening - Neumeyer, Wells.

Motion to reopen the meeting and hold the executive session – Neumeyer, McGuire. Motion to close the executive session meeting – Neumeyer, Wells.

FINANCE COMMITTEE - Held from 6:01 to 6:39 pm

Chairperson: Lanter Members: McDonald, McGuire, Neumeyer, Parker, Wells 1. General Fund Analysis – Sales tax revenues are currently down about 16% and have in the past been 30% lower than typical revenue amounts. There are restricted MFT monies that appear to overstate some of the revenues. Review of these amounts continue. Trustee Lanter was thanked for his efforts that recently identified gaming revenues that were mistakenly sent to St. Clair County, instead of the Village of Swansea. The correction and reimbursement will be provided to the Village and is expected to amount to about $20K. Ten to fifteen sales tax addresses recently were not identified correctly as those of the Village of Swansea. Sales tax from on-line orders by residents, may have similar issues. The impact and resolution were questioned. Trustee Wells reviewed that historically misdirection of revenues to other entities has occurred and continues to be an issue that needs to be resolved. Audit work and status of results was touched upon.

JUDICIARY COMMITTEE - Held from 6:39 to 6:41 pm

Chairperson: Wells Members: Lanter, McDonald, McGuire, Neumeyer, Parker 1. Draft Ordinance: An Ordinance Amending Chapter 152 Of The Swansea Municipal Code Regarding Floodplain Development Regulations - Motion to forward this item to the Board McDonald, McGuire. Alley reviewed the document for compliance with state and federal government requirements and that it is consistent with the requirements in the surrounding

communities. He noted that there were a few grammatical corrections incorporated in the draft, and that it would be presented to the Board (and on the next meeting’s agenda) for a vote. 2. Motion to Adjourn – Neumeyer, McDonald

COMMUNITY & ECONOMIC DEVELOPMENT - Held from 6:41 to 6:44 pm

Chairperson: McDonald Members: Lanter, McGuire, Neumeyer, Parker, Wells 1. Findings and Facts 1718 Helen St. - Motion to forward this item to the Board – McDonald, Wells. Alley noted that a picture of what the sign looks like was provided. It was reviewed that the State of Illinois controls off-site advertising and the authority covers new signs and structural modifications. This requirement involves only refacing, so there is no jurisdiction requirements or review controlled by the state.

2. Draft Resolution / A Resolution Approving The Special Use Request For 1718 Helen Street In Accordance With The Zoning Regulations Of The Village Of Swansea - Motion to forward this item to the Board – Wells, McDonald. This resolution relates to the above item. 3. Motion to Adjourn – Wells, Neumeyer

PUBLIC SAFETY COMMITTEE - Held from 6:44 to 6:46 pm

Chairperson: Parker Members: Lanter, McDonald, McGuire, Neumeyer, Wells 1. Non-Agenda discussions – Planned PD promotion of Brianna Kemper-Damm was reviewed. The item will be on the next agenda to allow for the Committee Members and the Trustees to vote on the promotion. It was reviewed that with a recent retirement there are 3 instead of 4 sergeants. COVID-19 health and safety issues continue to be of concern and the Village should address burning restrictions in the Village of Swansea at the next meeting. 2. Motion to Adjourn – McGuire, McDonald

PUBLIC WORKS COMMITTEE - Held from 6:46 to 6:48 pm

Chairperson: McGuire Members: Lanter, McDonald, Neumeyer, Parker, Wells 1. Non-Agenda discussion – It was reviewed that the exercise equipment original plans called for it to be spread throughout the park trail area, was instead put in single area within the trail area. The reasons for this change related to safety and cost. The equipment placement involves a flat safety radius area and the additional cost to disburse the equipment throughout the trail was estimated to be about $20K. Therefore, from a cost/safety perspective the equipment placement was centralized, instead of disbursed.

2. Motion to Adjourn – Wells, McDonald

CULTURAL COMMITTEE - Held from 6:48 to 6:52 pm

Chairperson: Wells Members: Lanter, McDonald, McGuire, Neumeyer, Parker 1. Non-Agenda discussion – The Spooktacular (may be renamed in the future) was canceled due to COVID health and safety concerns. The Park Board will review the holding of the Santa House in light of potential continued COVID health and safety concerns and determine whether the event will be held and where it will be held, if it is held. Trustee Neumeyer noted that the Thompson Center has a large facility area that might allow for visits with Santa, while allowing for social distance needs. She also reviewed a key date when the facility has been rented. The Norman Lehr Center was noted as another potential venue that is larger than the Santa House in the Melvin Price Park. Continued concerns related to COVID health and safety for citizens and the Village were touched on.
