JUDICIARY COMMITTEE - Held from 6:02 to 6:105 pm
Chairperson: Trustee Wells Members: Trustees Lanter, McDonald, McGuire, Neumeyer, Parker Chairperson Wells had technical difficulties, so Mayor Leopold let the Judiciary meeting. 1. Draft Ordinance / An Ordinance To Update Date Summer Usage Deduction Forms Are Accepted. – Turn In Date of September 1st from September 15th. – Administrator Schloesser noted that historically, this item was placed in the Code of Ordinances, but should actually be an administrative decision. The acceptance date will begin 2 weeks earlier, and end 2 weeks earlier, which will aid both residents and the billing department. Motion to forward this item to the Board – McDonald, Neumeyer.
2. Draft Ordinance / An Ordinance Amending the Swansea Municipal Code A New Video Gaming Category To Allow Video Gaming In Self-Service Laundry – Trustee McGuire asked if this Ordinance had been reviewed by the Attorney, and the Mayor stated he did not think the Attorney had looked at it. – Motion to forward this item to the Board – Neumeyer, Parker. Trustee McDonald abstained from voting.
3. Discussion Item: Update of Floodplain Code – B&Z Director Alley asked everyone to look over the packet information. He stated the last update to the Floodplain Code was made in the mid 90’s, and it has not been touched since. There are inaccuracies, and changes are needed. The few changes should be reviewed, so that if anyone wants to develop in a flood plain, there will be a higher elevation required, etc. He told the group that the proposed changes will put Swansea in line with common ordinance requirements in other municipalities, and added that Rocky is really the only person affected, and with minimal impact. These changes will get Swansea in line with Federal and State requirements, and will allow for better insurance rates. Trustee McDonald interjected that there has never been property damage due to flood in our areas, and the decision was really made 10 to 15 years ago. Alley requested that questions and comments be directed to him.

PUBLIC SAFETY COMMITTEE – Meeting not held but discussion took place from 6:11 to 6:13 pm Chairperson: Trustee Parker Members: Trustees Lanter, McDonald, McGuire, Neumeyer, Wells
There were no agenda items, but Trustee Parker wanted to note that Erin Huff was sworn in as Patrol Officer today. She comes to Swansea from Shiloh off the lateral list, and he believes she will be a great addition. She came highly recommended.
Administrator Schloesser explained the need for replacement of the Arbitrator Server for our cameras. This necessary purchase will be made on an emergency basis, and he wanted everyone to have ample notice. Mayor Leopold said he had received an email from Chief Johnson, but the rest of the Board had not been notified until this evening.
PUBLIC WORKS COMMITTEE - Held from 6:13 to 6:16 pm
Chairperson: Trustee McGuire Members: Trustees Lanter, McDonald, Neumeyer, Parker, Wells 1. Resolution / A Resolution Accepting The Quote And Authorizing The President Of The Board Of Trustees To Execute A Contract With Christ Brothers Asphalt Inc., 820 S. Fritz St., Lebanon, IL 62254, In The Amount Of $7,866 For The Project Referred To As “Schae Fries Drive” With The Funds Being Drawn From TIF #1 – Public Works Director Tucker discussed this resolution, which would allow for Schae Fries to be finished with another project currently underway. The street is irreparable, and doing this black-top/asphalt on Schae Fries would complete the streets in that area. - Motion to forward this item to the Board – Neumeyer, Wells. 2. CULTURAL COMMITTEE - Held from 6:16 to 6:18 pm
Chairperson: Trustee Wells Members: Trustees Lanter, McDonald, McGuire, Neumeyer, Parker 1. Trustee Wells explained that Girl Scouts have requested to use Schranz Park and Clinton Hills Park on certain week nights. Mayor Leopold asked if they would like the fees waived. Trustee Wells replied that they do want the fees waived, and that this would be an ongoing use. Trustee Neumeyer expressed her approval of their request to use the parks at no charge. - Motion to forward the item to the Board with the stipulation that more information on dates be provided - Wells, McDonald.
