• In-person attendance by the public is discouraged for the November 12 Peoria County Board meeting due to space limitations allowing for proper social distancing, but residents may view it live on our Facebook page (Peoria County Gov) or on our YouTube page (Peoria County Government). Those who wish to enter in a public comment may do so by submitting their written statement to the Peoria County Clerk via email, fax, mail, or in-person drop-off by 3:00 p.m. on November 12.

V. CONSENT AGENDA (including reports to be filed)

C1. The Treasurer report consisting of the Bank and CD's Portfolio for the month of September 2020 and Revenue & Expenditure Reports for the month of August 2020.

C2. The Auditor's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.org/auditor/transparency.

C3. A resolution (items 1-8, 10-33 conveyances; 9, 34 surrenders) from your Ways and Means Committee recommending that the County Board Chairman be authorized and directed to execute deed of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from November 12, 2020 and any transaction between the parties involved not occurring within this period shall be null and void.

C4. A joint resolution from your Executive Committee and your Infrastructure Committee recommending approval of an Intergovernmental Agreement with the State of Illinois for a 5-year lease of County owned office space at One Technology Plaza.

C5. A resolution from your Budget Committee recommending approval of a transfer of reserves in the amount of $1,000,000.00 from the General Fund to the Tort Immunity Risk Management Fund prior to the end of the current fiscal year.

C6. A resolution from your Public Safety and Justice Committee recommending approval of a one-year contract extension with Wellpath for the provision of medical and mental healthcare services at the Peoria County Jail through December 31, 2021.

C7. A resolution from your Public Safety and Justice Committee recommending approval of a one-year contract extension with Wellpath for the provision of medical and mental healthcare services at the Peoria County Juvenile Detention Center through December 31, 2021.

C8. A resolution from your Public Safety and Justice Committee recommending approval of the extension of Intergovernmental Agreements with Peoria County municipalities for the remainder of 2020 through 2024 for the provision of animal control and protection services.

C9. A resolution from your Land Use Committee recommending approval of an amendment to Appendix A, Building Permit Fee Schedule, of Chapter 12 of the Peoria County Code.

C10. A resolution from your County Operations Committee recommending adoption of a Nondiscrimination, Anti-Harassment, and Inappropriate Conduct Policy.

C11. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of Central Illinois Commercial Flooring, Peoria, IL, in the amount of $45,400.00 for flooring installation in leased office space at One Technology Plaza, and the lowest responsible bid of Mid-Illinois Companies, Corp., Peoria, IL, in the amount of $21,900.00 for repainting of leased office space at One Technology Plaza.

C12. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of White Construction, LLC, Clinton, IN, in the amount of $731,948.96 for bridge replacement on Evans Mill Road.

C13. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of White Construction, LLC, Clinton, IN, in the amount of $537,686.29 for bridge rehabilitation on Grange Hall Road.

C14. A resolution from your Infrastructure Committee recommending approval of a Construction Engineering Agreement with Hutchison Engineering, Peoria, IL for bridge replacement on Brimfield-Jubilee Road, at a cost not to exceed $196,749.80.

C15. A resolution from your Infrastructure Committee recommending approval of a Preliminary Engineering Agreement with Hanson Professional Services, Peoria, IL for Phase I & II engineering for the rehabilitation of a bridge structure on Truitt Road, at a cost not to exceed $173,140.00.

C16. A resolution from your Infrastructure Committee recommending approval of the appropriation of Motor Fuel Tax Funds in the amount of $82,650.00 to be utilized for the installation and maintenance of temporary traffic signals at the Truitt Road bridge.

C17. A resolution from your Infrastructure Committee recommending approval of quotations for County Highway Maintenance materials to be purchased during 2021 on an as need basis.

VI. ZONING ORDINANCE AND RESOLUTIONS

1. Case #042-20-U, Petition of Michael J. Honegger (Gordon Irrevocable Trust dated 10/15/2012, owner). A Special Use request from Section 20-6.2.1.1.b of the Unified Development Ordinance. This section allows for a special use when a proposed land split does not meet the 40-acre minimum lot size in the “A-1” Agricultural Preservation Zoning District. The petitioner proposes to divide 5.06 acres from an existing 65.902 acre parcel in order to separate the homestead from the agricultural use. The parcel is located in Timber Township. The Zoning Board of Appeals recommends approval. The Land Use Committee concurs.

2. A resolution (items 58, 60, 66-68, 71, 75, 92, 96, 98-103, 105-108, 110-112, 114, 116-117, 119, 122, 124-128, 130-132, 134-137, 139, 141-142, 148, 151, 153, 155-156 - conveyances) from your Ways and Means Committee recommending that the County Board Chairman be authorized and directed to execute deed of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from October 8, 2020 and any transaction between the parties involved not occurring within this period shall be null and void. (Deferred from the October 8, 2020 County Board Meeting)

3. A resolution from the County Administrator and your Ways and Means Committee Chairman recommending approval of an appropriation of a grant award from the Center for Tech and Civic Life (CTCL) in the amount of $109,544.00 for the funding of safe and secure elections. (Poll Vote per Rules of Order, Article V, Section 18C)

4. A resolution from the County Administrator and your County Operations Committee Chairman recommending approval of a Collective Bargaining Agreement (CBA) between Peoria County and LIUNA Local 165. (Poll Vote per Rules of Order, Article V, Section 18C)
