Village of San Jose Village Board met November 16

Village of San Jose Village Board met Nov. 16.

Here is the minutes provided by the board:

November monthly Board Meeting was called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; Blackstock (call-in); Nolan (call-in); Williams; Tillquist; (5) Absent: Skelton (1). Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, and 0 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes.

President Worlow asked for approval of the Consent Agenda, Trustee Allen made motion to approve Consent Agenda, 2nd Trustee Tillquist, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

President:

Trustee Nolan made motion to approve Ordinance #20-554 An Ordinance Making Amendments to Chapter 4 of Title 9 and Chapter 1 of Title 4 of the Village Code of the Village of San Jose, Regarding Commercial Fencing Around Motor Vehicle Junkyards, 2nd Trustee Allen, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Trustee Nolan made motion to approve Ordinance #20-555 An Ordinance Making Amendments to Title 10 of the Village Code of The Village of San Jose Regarding Junkyards, 2nd Trustee Allen, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

President Worlow informed board that all employees and elected officials must take Anti-Harassment training/Quiz before end of the year, Treasurer Shelley will send link to everyone, for online training.

Clerk: no report

Engineer:

Trustee Allen made motion to approve Change Order #7, increase of $193.10, 2nd Trustee Nolan, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Trustee Allen made motion to approve Application for Payment of $2,702.50, 2nd Trustee Tillquist, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Finance:

Payment of Bills – Trustee Allen made motion to pay bills, 2nd Trustee Williams, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Zoning: no report Maintenance: no report

Water & Sewer:

Trustee Allen made motion to approve purchase of heaters for Waterworks building, $2,552.04, 2nd Trustee Tillquist, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Trustee Allen made motion to approve purchase of up to 125 Radio Meter Pit Lids, cost of $7,000.00, 2nd Trustee Nolan, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Damage to Radio Read Meter – citizens will be reminded to take care when doing yard work around meter area.

Police:

Chief Marlo reported: 51 citations; 16 warnings; 1 arrest outstanding warrants; 1 suspended/revoked; fines totaling $6,684.14

Building & Grounds:

Ladies toilet at Lodge not working, recommended to put “Out of Order” sign and just have 1 toilet until new one is replaced when flooring in building is installed this winter.

Streets & Alleys:

Treasurer Shelley informed board that Road & Bridges has $6,900.00 from property tax, that must be spent by end of April 2021, suggestions of purchasing snow dog for plow blade and salt and cinders

Health and Safety:

President Worlow will have bids from Republic Services and Area Disposal at December 21, 2020 meeting

New Business:

Coverage for key staff incase of absence – Treasurer Shelley will cover for Water Clerk Karker, Trustee Allen will cover for Treasurer Shelley, Trustees Blackstock, Nolan and Williams are FOIA certified and will cover for Clerk Custodio as needed. Written instructions for Water Clerk, Treasurer and Village Clerk to be compiled by the end of January 2021.

Motion by Trustee Blackstock to approve recommendations from Closed Session, 2nd Trustee Nolan, roll call: Allen nay; Blackstock yea; Nolan yea; Skelton A; Tillquist nay; Williams yea; carried 3 yeas, 2 nays, 1 absent.

Motion by Trustee Allen, 2nd Trustee Tillquist at 7:30pm to enter into CLOSED SESSION PER 5ILCS 120/2 (2) roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Motion by Trustee Allen, 2nd Trustee Tillquist at 8pm to return to Open Meeting, roll call: Allen yea; Blackstock yea; Nolan yea; Skelton A; Tillquist yea; Williams yea; carried 5 yeas, 1 absent.

Motion by Trustee Allen at 8:05pm to adjourn meeting, 2nd Trustee Tillquist.
