Village of San Jose Village Board met Jan. 18.

Here is the minutes provided by the board:

December monthly Board Meeting was called to order by President Worlow at 7. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; Blackstock; Nolan; Williams; Tillquist; Skelton (6). Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Area Disposal Representative Eric Shangraw, Republic Waste Services Representative Tony Moore and 2 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes.

President Worlow asked for approval of the Consent Agenda, Trustee Allen made motion to approve Consent Agenda, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas.

Citizen’s Concerns:

Citizen B. Blackstock addressed the board regarding his concerns about leaf burning ordinance and regulations, not being able to burn in alley or ditch.

President:

Area Disposal and Republic Services gave final presentation to the board, for contract services for garbage within the village. Trustee Nolan made motion to hire P. Hancock as PRN employee, at $11.00 per hour, Trustee Williams 2nd motion, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas. Clarification regarding removal of village tree refuse from citizen’s private property; it is not our responsibility to remove tree limbs/branches that fall into/onto private property.

219 E. Vine St. tree, this tree is not on village property.

Finance:

Payment of Bills – Trustee Allen made motion to pay bills, 2nd Trustee Williams, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas.

Zoning: no report

Maintenance:

Larmore and President Worlow will be painting lodge and laying flooring in coming month.

Tractor repaired, as censor was out.

Trustee Allen made motion to accept B&W Tree Services bid of $4,600.00 for removal and trimming, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas. Trustee Williams will look into prices of a bucket for the tractor.

Trustee Skelton made motion to approve purchase of lagoon lift station part, estimated cost of $2,700, 2nd Trustee Tillquist, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas.

Water & Sewer: no report

Police:

Chief Marlo reported: 74 citations; 16 warnings; 2 suspended/revoked; fines totaling $6,115.03. Chief Marlo received certificate for use of force. Officer Umberger resigned, taking position at Federal DOC.

Trustee Blackstock made motion to approve 21-557 An Ordinance making amendments to Chapter 10 of Title 6 regarding Recreational and Non-Highway Vehicles, 2nd Trustee Skelton, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas.

ATV registration form needs to only be completed for 1st time registration.

Mason County Police Antenna at current location isn’t sending signal, board agreed to placement of 100’ tower at Village Shed located in 700 block of S. 3rd St. Chief Marlo will inform Mason County.

Health and Safety:

Trustee Nolan made motion to give M. McGinnis 6 weeks to bring all properties up to code; if not up to code, property owner will be fined daily, until all violations have been fixed; 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; Nolan yea; Skelton yea; Tillquist yea; Williams yea; carried 6 yeas. March 1, 2021 is 6 weeks deadline.

Unfinished Business:

200 N. 1st Trailer, Clerk Custodio will send letter to owners giving 14 days to contact village with plans to bring property into compliance.

New Business:

STRONG COMMUNITY Program, M Burris told to reapply for the village, 3 abandoned properties, none for repair. Motion by Trustee Nolan at 8:15pm to adjourn meeting, 2nd Trustee Allen.
